Job Description Lao Family Community Development, Inc. (LFCD) is a community development non-profit agency established in the City of Richmond in Contra Costa County in 1980. Today, the Lao Family has expanded its operations and service footprint to two additional counties, including Alameda and Sacramento. LFCD’s headquarters office is in Oakland, CA. It delivers programs and services from 7 locations in 35 languages. The agency provides both community development real estate facilities and a diverse array of workforce, education, and human services that directly support predominantly low-income US-born high-barrier families and individuals, refugees, immigrants, transitional age youth, seniors, and other special populations such as individuals with disabilities. Job Summary: Under the direction of the Program Supervisor, we are seeking a full-time qualified Job Developer/ Case Manager to serve justice-involved individuals returning residents by providing employment services. This position is responsible for interfacing with local employers and businesses, external organizations, and internal LFCD departments. Duties include: outreach recruitment, intake assessment, development, job placement, and job retention follow-up. Program activities and strategies include long-term career advancement for each justice-impacted individual, understanding hiring and business development needs of each employer, and the compliance requirements of funders, which can influence an individual’s ability to thrive and advance in the workplace. Knowledge of human services needs of the local job market. Maintain a thorough understanding of the CalAIM program and leverage cross-sector partnerships to support positive housing and health outcomes for participants. Perform other related duties as assigned by the Program Supervisor. Roles and Responsibilities: • Conduct outreach and recruit (employers and participants) to promote the program, • Attend monthly meetings with the Reentry Client Forums, • Provide Pre-Release services at the county jails, • Participate in Community Fairs, Job fairs, and events to recruit clients, • Perform outreach and maintain good relationships with businesses and employers, • Develop a pool of job placements for justice impact participants to gain employment and overcome barriers, • Build confidence, readiness, and emotional health of participants to address barriers towards stabilizing life and work situations, • Create and organize program-wide confidential client files; track progress and adjust plans to reflect evidence of responsivity to meet participants’ changing and growing needs, • Empower participants to make life-changing decisions by providing appropriate and specific evaluation, analysis, and problem-solving techniques, • Knowledge of Cognitive Behavioral Interventions and Motivational Interviewing Techniques, • Provide intensive direct services to participants, including: intake assessment, certification, and obtaining supportive documents for enrollment in the program, • Perform tracking of participants, input data, daily log, case notes, and all other activities in SAFE, TYLER, and HMIS systems, • Lead and conduct orientation sessions, career assessments, workshops, and job search, • Interview, one-on-one, and small group counseling in-person and/ or via Zoom, • Develop resume, cover letter, and individual employment plans, and identify participant needs to determine appropriate job interest and job match to secure job placement, • Recommend and develop a training plan for justice-impacted participants, and refer participants to appropriate training resources, • A bachelor's degree in Social Work, Psychology, Sociology or equivalent in a related field is preferred; must have a minimum of 2 years of experience with employment placement in serving justice-involved, homeless, and low-income populations., • Self-starter, ability to work with minimal supervision; excellent communication, multi-tasking, community relations, networking, and public speaking skills., • Demonstrated ability to work with families, women, and children without discrimination towards people of diverse cultures, races/ethnicities, socio-economic positions, ages, religions, genders, physical/mental challenges/disabilities, and sexual orientations., • Understand, explain, and apply complex local, state, and federal regulations, policies, and procedures., • Able to travel to meet with service providers and participants; ability to work independently as well as part of a team; must have a flexible schedule on some evenings and weekends., • Proficient computer skills in MS Word, Excel, PowerPoint, database management, and Internet Explorer., • In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire; must pass background check.
