(LFCD) is a diversified community development not-for-profit charitable corporation with dynamic housing and community projects, programs, and people. The LFCD service centers have grown to 20 locations, and its housing supply has increased from 33 to 600 units (Community Accessing Resources and Education-CARE Community Centers, CARE Housing Campuses, CARE Casitas). In recent years, the organization has expanded into healthcare education, social community support, and enhanced care service (CalAIM-California Advancing and Innovating Medi-Cal). The LFCD was originally established in the City of Richmond in Contra Costa County in 1980. Today, Lao Family has expanded its operations and service footprint to three additional counties, including Alameda, Sacramento, and recently Yolo. LFCD’s headquarters office is in Oakland, CA. It delivers programs and services from 20 locations in 35 languages. The agency provides both housing community development facilities and a diverse array of workforce, education, health, and human services that directly support predominantly low-income US-born high-barrier families and individuals, refugees, immigrants, transitional age youth, seniors, and other special needs groups, including individuals with disabilities and survivors of family violence. Job Summary: LFCD is seeking a qualified leader who is responsible for leading the implementation and oversight of reentry services, including employment support, transitional housing, and wraparound care coordination for formerly incarcerated individuals reentering the community. This role plays a key leadership function in supporting clients at the Care Campus by ensuring access to safe, stable, and supportive transitional housing in alignment with their reentry goals. This position supervises multiple Program Supervisors, who in turn oversee frontline staff delivering direct services. The manager is accountable for program performance, staff development, partnership coordination, and compliance with funding and regulatory requirements. This position plays a vital role in managing the full scope of reentry program operations and outcomes. The role requires strong collaboration with internal LFCD departments, the probation department, Santa Rita Jail, social justice organizations, workforce training providers, landlords, community-based organizations, and employers. In addition, the Reentry Programs Manager will lead housing-related programming, ensuring access to affordable, safe, and stable housing for participants, in alignment with program goals and compliance requirements. This is an exempt salary position. The candidate’s chief location is our Oakland CARE Campus, working Monday-Friday from 8:30 am - 5:00 pm. The position reports directly to the Director of Programs. Roles and Responsibilities: * Lead and supervise a team of multiple program supervisors overseeing frontline reentry staff across employment, housing, and supportive service units, including the BSCC & OCAP – CSBG (SH0) programs. Host a monthly meeting with all supervisors, and weekly one-on-one meetings with individual supervisors as needed. * Lead all aspects of the transitional housing program for Care Campus clients, including intake, enrollment, case management coordination, and discharge planning. Ensure timely and appropriate placement of Care Campus clients into transitional housing units. * Oversee the daily operations and performance of reentry programming with an emphasis on achieving housing and employment outcomes. * Conduct regular program monitoring and staff performance reviews to ensure effective service delivery. * Review and approve staff requests, including IDA check requests and Move-out assistant check requests, by verifying the landlord or property owner on the Old Republic website. * Coordinate with property owners, landlords, and housing providers to secure units and manage client tenancy-related matters. * Monitor housing capacity and client length of stay to ensure alignment with transitional goals and timelines. * Collaborate with case management staff to develop individualized housing stability plans and support service linkage. Monitor and evaluate program performance to ensure goals and deliverables are met. * Oversee implementation of pre-employment services, CTE and Environmental Remediation training, job placement, retention support, and educational referrals. * Conduct program orientations, assessments, and develop individualized service plans for participants in coordination with the team. * Facilitate client access to supportive services that address barriers such as behavioral health, legal needs, education, transportation, and childcare. * Approve work plans, ensure staffing coverage, and promote a trauma-informed and client-centered service approach. * Lead hiring processes, onboarding, performance evaluations, and staff development initiatives for the reentry team. Coordinate onsite job fairs, mock interviews, employer panels, and other collaborative events. * Foster a culture of accountability, collaboration, and continuous improvement. * Represent LFCD in external meetings with funders, partners, and stakeholders. Develop and maintain MOUs and partnership agreements with key agencies and service providers. * Build and sustain relationships with probation, law enforcement, employers, landlords, and community-based organizations. * Submit timely monthly invoice to funder and internal reports to the operations team for Board meetings. * Maintain accurate records and ensure compliance with local, state, and federal regulations. * Contribute to policy and procedure development, grant applications, and program audits. * Work with the Director of Programs to analyze trends, identify needs, and implement enhancements to reentry and housing services. Support program evaluation, outcome analysis, and quality improvement activities. * Use labor market and housing data to inform program planning and service alignment. * Be actively involved in the Commission on Accreditation of Rehabilitation Facilities (CARF) accreditation compliance and help accomplish the goals and objectives of the agency's strategic plan. * Perform other responsibilities as assigned by the Director of Programs. Requirements and Qualifications: * Bachelor’s degree in Business Administration, Management, Computer Science, Engineering, or a related field. * Requires excellent leadership skills, with resolve and personal integrity. * Must have exceptional verbal, written, and visual communication and management skills. * Must be able to perform and prioritize multiple tasks simultaneously and efficiently, and work in a Personal Computing (PC) environment. * Ability to work effectively under pressure, show time management, and be able to work independently, and as a team with other staff and outsiders. * Able to travel to different office locations on a need basis and have a flexible schedule on some evenings and weekends for events.
