Sheer Jobs is seeking a skilled Technical Transition Manager to lead the technical elements of a major IT transition programme. The role will manage the transfer of IT systems and services from a long-term outsourced provider to a hybrid delivery model, ensuring continuity, security, and value for money. You will work closely with internal teams, incumbent and new suppliers, and business stakeholders to deliver a smooth, secure, and efficient transition.\n\nKey Responsibilities\n\n * Lead technical planning and delivery of IT service transitions, including system migrations, data transfers, and supplier onboarding.\n\n * Develop and maintain detailed transition plans, tracking milestones, dependencies, risks, and mitigation actions.\n\n * Ensure all transitions meet service level agreements, security standards, and architectural principles.\n\n * Act as technical lead for supplier and stakeholder management, supporting contract exit and service handovers.\n\n * Provide governance, risk management, and assurance throughout the transition period.\n\n * Deliver technical oversight and assurance, ensuring solutions are secure, fit for purpose, and aligned to future service models.\n\n * Design and oversee testing, business readiness, and knowledge transfer activities for new digital processes.\n\n * Ensure compliance with relevant policies, standards, and regulatory requirements, including security, data protection, and resilience.\n\nEssential Experience & Skills\n\n * Degree-level qualification or equivalent professional IT experience.\n\n * Professional certification in project, programme, or service management (e.g., PRINCE2, MSP, ITIL, Agile).\n\n * Relevant technical or cloud certifications (e.g., Microsoft, AWS, or equivalent).\n\n * Significant experience managing complex IT service/system transitions, including outsourced providers.\n\n * Proven ability to plan and deliver system migrations, service handovers, or technology replacements.\n\n * Experience managing multiple stakeholders, including technical teams, suppliers, and business units.\n\n * Excellent planning, organisation, and communication skills, with the ability to explain technical issues to non-technical audiences.\n\n * Strong understanding of IT service delivery, infrastructure, applications, systems integration, and risk management.\n\nDesirable Experience\n\n * Experience within local government or wider public sector environments.\n\n * Knowledge of hybrid IT delivery models (in-house, outsourced, cloud-based).\n\n * Experience in contract exit, service insourcing, or supplier onboarding.\n\n * Familiarity with public sector IT standards, policies, and regulatory requirements.\n\nWhy Apply\nThis is a high-profile role for a technically proficient and strategically minded professional to deliver a critical IT transition, ensuring continuity, compliance, and operational excellence
