Job Description The Company Founded in 1927 as a division of Pan American World Airways, Avports is an experienced and trusted airport manager and operator. Today, the company operates with over 650 staff (of which approximately 300 are unionized) at 14+ airports across the US and the Caribbean, with that number slated to grow to 800 during the next year with the addition of new airport projects. In addition, Avports is now acting as the leaseholder and operator of public-private partnership (P3) projects at Tweed New Haven Airport (HVN) in Connecticut and the Manassas Regional Airport (HEF) in Virginia. Avports has historically managed and operated a portfolio of airport operations and maintenance (O&M) and public-private partnership (P3/PPP) contracts at more than 30 US airports. These airports have diverse operations, encompassing commercial and general aviation airports, passenger terminals, joint-use airports, heliports, NASA facilities, and spaceports. The company is working to integrate electric aviation, hydrogen fuel cells, and zero-emission decarbonization concepts in existing airport environments. Job Summary Primarily responsible for independently performing complex payroll processing and administration activities for union and non-union employees across multiple jurisdictions. Role supports accurate, timely, and compliant payroll operations, applies working knowledge of wage and hour laws and collective bargaining agreements (CBAs), and assists with payroll audits, reconciliations, and system maintenance. Serves as an experienced individual contributor, resolving routine to moderately complex payroll issues, supporting internal controls, and escalating high-risk and complex matters as appropriate. Requires at least three (3) years of progressive payroll and HR data analysis experience supporting HR operations, including union and new business compliance in multi‑state, multi‑jurisdiction U.S. and global environments; a bachelor’s degree and professional payroll certification (CPP or FPC) are preferred. Must have comprehensive experience with full‑cycle, high‑volume payroll processing for hourly, salaried, and union employees across the employment lifecycle, including onboarding, terminations, transfers, promotions, and new business or location set‑ups. Strong technical aptitude is required in HRIS platforms. Role also requires sound judgment and working knowledge of wage and hour laws and collective bargaining agreements, with the ability to apply internal controls, SOPs, and compliance standards to ensure accurate, audit‑ready payroll outcomes. Position is exempt, and regular, full-time reporting to the Vice President of Human Resources. Primary work is on-site and based in Northern Virgina (Dulles/Herndon). Must be authorized to work in the U.S. without sponsorship, meet corporate and airport access requirements, and although limited, mut be able to travel and work, as needed including occasional overnight stays. Essential Job Functions • Serve as primary lead to perform end-to-end payroll processing (weekly, bi-weekly, and semi-monthly) for hourly, salaried, union, and contract employees, including accurate calculation of wages, overtime, shift differentials, bonuses, and deductions., • Review, validate, and reconcile timekeeping and payroll data prior to payroll submission; identify discrepancies and resolve issues in accordance with established procedures., • Prepare payroll registers for review and assist with payroll approvals, off-cycle payrolls, termination payments, and retroactive adjustments., • Administer garnishments, tax levies, and child support orders in compliance with court orders and applicable laws., • Apply working knowledge of federal, state, and local wage and hour laws (including FLSA) and collective bargaining agreements to ensure compliant payroll processing., • Support payroll tax administration, including withholdings, deposits, filings, and responses to tax notices under guidance., • Assist with responses to payroll audits, government inquiries, and unemployment insurance matters, including claims documentation and reporting., • Prepare standard payroll reports (monthly, quarterly, year-end), including wage, PTO, and benefits-related accrual support., • Partner with Accounting/Finance to support payroll reconciliations, general ledger alignment, and month-end close activities., • Maintain and update employee payroll data within payroll, HRIS, and timekeeping systems, ensuring data accuracy, confidentiality, and security., • Assist with payroll system updates, testing, configuration changes, and integrations with HRIS and scheduling systems., • Maintain organized, audit-ready payroll records in accordance with internal controls and document retention requirements., • Respond to employee payroll inquiries and verification of employment requests accurately and professionally., • Support site-level administrative staff by reinforcing payroll deadlines, documentation requirements, and compliance expectations., • Identify process gaps or inefficiencies and recommend improvements to payroll workflows and controls., • Accept ownership and accountability, consistently delivering accurate, high-quality results with a sense of urgency, • Collaborate effectively with cross-functional teams and corporate stakeholders, • Operate with integrity and compliance, adhering to internal policies and applicable aviation regulations, • Manage multiple priorities effectively in a fast-paced, dynamic environment, • High attention to detail, sound judgment, and conscientiousness in all work, • Communicate timelines, expectations, and progress clearly, • Make timely decisions when options are clear, escalating appropriately for higher risk or ambiguity, • Support team continuity and knowledge sharing; ability to handle confidential information with discretion, • Seek, receive, and apply constructive feedback to support ongoing development Education & Experience • Minimum high school diploma/equivalent required, • Required: Minimum three (3) years of progressive payroll and HR data analysis experience directly supporting HR operations, including union and new business compliance in multi-state/jurisdiction US and global environments, • Preferred: Bachelor’s degree (or international equivalent) in business, finance, human resources, or related field, • Full‑Cycle, Multi‑State Payroll Operations: Comprehensive experience processing high‑volume payroll for hourly, salaried, and union employees, including onboarding, terminations, transfers, promotions, and new business or location set‑ups, ensuring accurate and timely pay outcomes., • Payroll Systems & Reporting Proficiency: Intermediate to advanced proficiency with ADP Workforce Now or comparable payroll/HRIS platforms, including reporting, audits, corrections, system updates, and application of Excel skills for data validation, reconciliation, and analysis., • Regulatory Compliance & CBA Application: Solid working knowledge of federal, state, and local wage and hour laws (including FLSA), timekeeping practices, and consistent application of collective bargaining agreements governing pay rules, premiums, overtime, differentials, and leave provisions., • Payroll Tax, Garnishments & Unemployment Administration: Hands‑on experience supporting payroll tax filings and notices; administering garnishments and benefit deductions; and managing unemployment insurance activities including claims documentation, wage reporting, audits, and appeals preparation., • Benefits, Leave & Employment Lifecycle Integration: Experience coordinating payroll with benefits and leave programs (PTO, leaves of absence, workers’ compensation), ensuring accurate pre‑ and post‑tax treatment, accruals, and payroll impacts during status changes and return‑to‑work scenarios., • Proficiency with ADP Workforce Now or comparable HRIS platforms, supporting both U.S. and global HR operations., • Experience managing leave of absence and workers’ compensation payroll coordination, • Must be authorized to work in the United States without sponsorship, • Must be eligible to travel domestically and internationally, including occasional overnight stays ~10%, • Primarily office-based, with occasional domestic travel (~20% per year), • Employees must reside within reasonable commuting distance of the primary work location., • Ability to sit or stand at a workstation for extended periods., • Requires visual acuity, hearing, and speaking ability to communicate effectively., • Regular use of hands and fingers to operate computer equipment and office devices., • Occasionally lifts or moves objects up to 25 pounds., • Must be able to navigate office environments and operational sites as needed., • Flexible to support occasional extended hours., • While office work is sedentary, tasks at operational sites require mobility, including standing, walking, bending, kneeling, stooping, and crouching.
