We are seeking an experienced Human Resources Manager based in California to oversee our HR operations across the corporate office, manufacturing facilities, and multi-state branches. This role ensures legal compliance, supports managers and employees, and helps drive key HR programs as the organization grows. Wei-Chuan U.S.A., Inc. operates manufacturing facilities in California and Tennessee, along with branch locations across California, Texas, Illinois, Georgia, and New Jersey. About the Role This is an exempt administrative position under California law (Labor Code §515). The successful candidate will spend the majority of working time exercising independent judgment and discretion on significant HR matters — including California regulatory compliance and employee relations strategy. Core areas of focus: People & Culture, Workforce Planning, Employee Relations, and Labor Law Compliance • Recruiting, Onboarding & Employee Retention, • Compensation & Benefits Administration, • Employee Relations & Workplace Engagement, • Learning & Professional Development, • Policy Development & Regulatory Compliance What You Will Do • Lead and oversee California employment law compliance efforts across the organization., • Direct workplace investigations, complex employee relations matters, and disciplinary actions, exercising independent judgment to resolve high-risk and sensitive issues., • Direct California and federal leave programs, including CFRA, PDL, FMLA, and PFL, and ensure timely, compliant handling of accommodation requests under FEHA and the ADA., • Own implementation of required compliance training programs across the workforce, ensuring documentation and completion in accordance with applicable state and federal requirements., • Serve as primary HR lead for compliance and audit programs, partnering with Plant Management to close corrective actions on schedule., • Monitor legislative and regulatory developments affecting California and multi-state employers, and translate changes into updated policy and practice., • Ensure HR policies, employee handbooks, and practices comply with applicable federal law and with state and local employment laws in each jurisdiction where the Company operates, including Tennessee, Texas, Illinois, Georgia, and New Jersey, in addition to California., • Develop, implement, and continuously improve HR policies, employee handbooks, and training materials, ensuring content is legally compliant and accessible across English, Spanish, and other languages as needed., • Provide guidance and support to HR staff on day-to-day HR operations and professional development., • Oversee HRIS, personnel recordkeeping, and payroll/timekeeping compliance, including periodic audits of time card data to identify and remediate wage and hour risk., • Prepare workforce analytics and compliance reports for senior leadership and recommend process improvements., • Partner with corporate leadership on workforce planning, compensation benchmarking, and organizational initiatives across all U.S. locations., • Perform other duties as assigned by management, provided such duties remain consistent with the exempt nature of this position. What We Are Looking For Required: • Bachelor's degree in Human Resources, Business Administration, or related field, or equivalent combination of education and experience., • Minimum eight (8) years of progressive HR experience, including prior people-management or team leadership experience., • Advanced knowledge of California employment law: wage and hour, CFRA, PDL, FMLA, PFL, FEHA, ADA, PAGA, and IWC Wage Orders., • Demonstrated experience leading or supporting social compliance audits in a manufacturing or food production environment., • Proficiency with HRIS, payroll, timekeeping, and Microsoft Office applications., • Demonstrated ability to exercise sound, independent judgment on significant and sensitive matters while maintaining confidentiality and professionalism., • Strong communication, interpersonal, conflict-resolution, and problem-solving skills, with the ability to influence and advise senior leadership., • Ability to manage multiple priorities across multi-state locations and thrive in a fast-paced environment., • Excellent verbal and written communication skills in English. Preferred: • Experience in manufacturing, food processing, or multi-location operations., • Bilingual proficiency in Mandarin and/or Spanish is preferred due to the diverse employee population served in this role. Compensation & Benefits Base Salary: $90,000 – $100,000 annually. This is a good faith estimate of the base salary range the Company reasonably expects to pay for this position upon hire, as required by California law. Actual offered base salary will depend on the candidate's experience, qualifications, and internal equity considerations. Bonus: This role is eligible for an annual performance bonus of up to $10,000, subject to Company and individual performance.
