Job Description TARC will be launching the New TARC Network next summer and we want you to be a part of it! The New TARC Network will mark a new chapter in TARC history and will allow the agency to provide better, more reliable service on major corridors across the City. TARC is looking for transit professionals who want to help us deliver high-quality bus service to the Louisville community. GENERAL SUMMARY: Performs supervisory as well as advanced difficult, and complex duties and responsibilities in the administration of coach operations projects; monitors coach operator performance while coaches are in service; plans, assign, directs, and evaluates the work of various staff supporting the operations; conducts investigations of accidents involving all coaches; and performs related duties as assigned. SUPERVISORY RESPONSIBILITIES: None. ESSENTIAL DUTIES AND RESPONSIBILITIES: • Plans, organizes, assigns, and supervises the staff, operations, and activities of an assigned administrative function in operations., • Supervises, organizes, reviews, and evaluates the activities of division staff; provides for training and professional development of staff., • Manages and monitors bus performance, which includes verifying time performance; detours coach, conducts ride evaluations and site and employee uniform inspections; checks all routes for problem areas, including during inclement weather; supervises coach loading/unloading at special events; and equipment problems to the appropriate department and management., • Investigates accidents and incidents by visibly observing accident sites, taking witness statements, and photos of accident sites; controls traffic at accidents or when buses break down., • Transport employees for medical treatment, • Maintains customer and community relations, which includes responding to problems with passengers, trouble on coaches, fare disputes, and transfer of disabled customers., • Performs various administrative functions, such as issuing bulletins or advisories to operators and customer service, monitoring and filling in for the radio room, ensuring vehicles are stocked with necessary supplies, and maintaining the daily activity log., • Recommends the appointment of personnel; provides or coordinates staff training; conducts performance evaluations; implements discipline procedures as requested; maintains discipline and high standards necessary for the efficient and professional operation of the department., • Acts on behalf of the Operations Manager, as needed., • Performs other job-related duties as requested. MINIMUM EDUCATION AND EXPERIENCE: • High school diploma or GED, • Three (3) years of coach operations experience in a transit agency., • Possession of, or ability to obtain, a valid Kentucky or Indiana Commercial Class B Driver's License with a passenger and air brakes endorsements within 60 days of hire. KNOWLEDGE, SKILLS, AND ABILITIES: • Principles and practices of personnel management including supervision, training, and performance evaluation., • Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs., • Sources of federal, state, and local funding used for organization programs., • Business and management principles involved in strategic planning, resource allocation, leadership technique, and coordination of resources., • Various methods and techniques to reach mutually agreeable solutions and outcomes., • Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly., • The structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar., • Computers and software programs (e.g., Microsoft software packages) to conduct research, assess information, and/or prepare documentation., • Supervise, coordinate, and oversee complex programmatic operations., • Select and supervise staff; develop and direct people as they work by providing training to ensure tasks are performed effectively; evaluate performance in an objective and positive manner., • Evaluate and develop improvements in operations, procedures, policies, or methods., • Coordinate projects and programs., • Research, analyze, and evaluate service delivery methods, procedures, and techniques., • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of operations goals., • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax., • Prepare clear and concise administrative and management reports., • Establish and maintain cooperative working relationships with those contacted in the course of business, including employees, the Board of Directors, government entities, contractors, the community, and the general public., • Effectively use computer systems, applications, and modern business equipment to perform a variety of work tasks. WORKING CONDITIONS: Incumbents generally work in a typical office environment with adequate light and temperature. There may be occasional exposure to extreme temperatures, loud noise, fumes, noxious odors, dust, mist, gases, and poor ventilation; must be able to see, hear and speak; and sit at a desk for long periods of time. Work may require some level of mobility including lifting or moving materials.
