Job DescriptionSalary: $23-$25/hr POSITION TITLE: Learning and Evaluation Specialist REPORTS TO: Director, Community Services FLSA STATUS: Non-Exempt TIME COMMITMENT: Full-time, 40 hours a week Monday-Friday, occasional weekends, and evenings SALARY: $23-$25 per hour To apply for this position you need to complete thisApplication POSITION SUMMARY: The Community Services Department seeks a detail-oriented Learning and Development Specialist to strengthen the effectiveness, integrity, and impact of our grant-funded initiatives and core service programs. This role blends program evaluation, data analytics, and policy oversight, with an emphasis on robust data collection, comprehensive reporting, and hands-on program support. The successful candidate will work closely with and provide ongoing support to the Community Services Director, ensuring Community Services Department programs not only comply with grant requirements and regulations, but also deliver measurable outcomes for our community through clear reporting and effective collaboration. ESSENTIAL FUNCTIONS: • Review and interpret grant agreements, regulatory requirements, and funder guidelines for all food and senior programs., • Develop, implement, and regularly update compliance protocols to meet grant and contract obligations., • Monitor program operations to ensure expenditures, participant eligibility, reporting, and deliverables adhere to grant funder expectations., • Prepare and submit thorough grant reports, compliance documentation, and performance updates to funders and management., • Program Evaluation, Data Collection & Reporting, • Design and implement evaluations to measure the effectiveness, reach, and impact of grant-funded food and senior programs., • Develop performance indicators, data collection tools, and logic models tailored to grant deliverables and program goals., • Lead data collection efforts, ensuring accurate and timely gathering of quantitative and qualitative information from participants, staff, and stakeholders., • Maintain and update databases for tracking program participation, compliance metrics, and outcomes., • Analyze collected data to assess progress, identify trends, and inform improvements., • Generate regular reports and create data dashboards and visualizations for internal use, funder compliance, and external communications., • Support grant reporting requirements by compiling, synthesizing, and submitting accurate program data., • Track changes to grant regulations, federal/state/local funding streams, and policies impacting food and senior service programs., • Assess the implications of evolving grant and program policies on departmental operations and community outcomes., • Draft policy briefs, recommendations, and compliance updates to inform program leadership and advocacy efforts., • Participate in grant-related coalitions, forums, and training sessions to represent the organization and stay current on best practices., • Educate staff and partners on relevant grant requirements, policy shifts, and reporting expectations., • Provide hands-on support to Community Services program teams to ensure smooth implementation of grant-funded activities and services., • Work closely with the Community Services Director, Finance, Development, and Program managers to ensure accurate budgeting and resource allocation for all grants and initiatives., • Assist in training staff on grant compliance, program evaluation, data collection, and reporting standards., • Offer technical assistance and guidance to program coordinators regarding data management and best practices., • Contribute to strategic planning and continuous improvement initiatives within the Community Services Department., • Complete additional duties as assigned by the Community Services Director to advance the departments mission. QUALIFICATIONS, EDUCATION, EXPERIENCE, AND SKILLS REQUIRED: • Bachelors degree in public administration, social sciences, statistics, data analytics, or a related field., • Minimum three years experience in grant compliance, program evaluation, data collection and reporting, data analysis, or policy monitoring, ideally in a non-profit or public health setting., • Familiarity with food assistance and senior programs (e.g., SNAP, TEFAP, senior meal programs, senior residential services) and related grant landscapes., • Proficiency in data management, analysis, and reporting tools (Excel, SPSS, R, Tableau, etc.)., • Exceptional analytical, organizational, and communication skills., • Demonstrated success with grant reporting, funder relations, and program performance tracking., • Experience designing and implementing data collection systems and presenting findings to diverse audiences., • Detail-oriented, accurate, well organized with strong problem-solving skills, • Ability to read and interpret documents such as contracts, policies, safety rules, operating instructions, and procedure manuals, • Ability to work effectively in a fast-paced environment and adapt to unexpected events, • Willingness and ability to travel between multiple program locations, • Ability to establish relationships and communicate effectively with management, employees, and outside agencies; ability to work effectively with others as part of a team and independently, • Ability to apply common sense understanding to carry out instructions in written, oral, or diagram form, • Commitment to the mission and values of Catholic Charities and the programs CERTIFICATES, LICENSES, AND REGISTRATIONS: • Valid California Drivers License, • Current automobile insurance WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The noise level in the work environment is usually moderate. Physical Requirements: This person may occasionally may be required to carry items up to 25 pounds. This position involves occasional travel to program sites in San Diego and Imperial Counties.
