Job Summary: The Building Official assists with the administration and operational oversight of the Compliance Department, including Permits/Inspections and Code Enforcement functions. This position is responsible for supporting the enforcement of municipal codes, ordinances, zoning regulations, and construction standards while ensuring permitting and inspection services are delivered in an efficient, compliant, and customer-focused manner. The Building Official oversees daily operational activities related to permitting, inspections, plan review, and code compliance while assisting with staff supervision, customer service resolution, workflow coordination, and departmental process improvement efforts. This role collaborates with City departments, contractors, developers, and the public to support safe development, regulatory compliance, and service delivery throughout the community. Minimum Job Requirements: • Associate’s degree in Construction Management, Public Administration, Building Inspection Technology, Business Administration, or a closely related field, • Three (3) years of experience in building inspections, permitting, construction management, code enforcement, or building code compliance activities, including at least one (1) year of supervisory or lead experience., • Required Certification/License:, • ICC Combination Inspector Certification or equivalent ICC discipline certifications, • Texas Plumbing Inspector's License, • A valid Texas driver's license., • Preferred Certifications:, • ICC Certified Building Official Certification, • ICC Plans Examiner Certification, • Equivalent combinations of education, training, and experience that provide the required knowledge, skills, and abilities may be considered. Essential Job Functions: • Assist with overseeing daily operations of the Compliance Department, including permitting, inspections, plan review, and code enforcement activities to ensure operational efficiency, consistency, and regulatory compliance., • Interpret and enforce applicable building codes, zoning regulations, municipal ordinances, and construction standards while reviewing permits, construction plans, inspection reports, and related technical documents., • Coordinate and oversee residential, commercial, and multi-family inspection and compliance activities while working with contractors, developers, consultants, external agencies, and City departments., • Supervise assigned staff by assigning work, providing training, monitoring performance, supporting employee development, and promoting accountability, operational consistency, and customer service., • Assist with departmental administration, operational reporting, workflow improvements, permitting software systems, records management, budgeting support, and implementation of operational initiatives., • Respond to customer concerns, complaints, disputes, and sensitive compliance matters while maintaining effective communication and professional working relationships with residents, business owners, contractors, and City personnel., • Prepare reports, correspondence, inspection documentation, and operational records while assisting during emergency operations, disaster response activities, severe weather events, or other City operational needs as assigned., • Perform other assignments, special projects, and related duties as required Knowledge of: • Federal, state, and local laws, ordinances, regulations, and codes related to building construction, zoning, permitting, inspections, land development, and municipal compliance operations., • Residential and commercial construction standards, inspection methodologies, permitting processes, and applicable building, plumbing, electrical, mechanical, and energy codes., • Code compliance, enforcement procedures, nuisance abatement practices, and regulatory interpretation and application., • City policies, operational procedures, customer service practices, and interdepartmental coordination processes., • Permitting software systems, inspection tracking systems, operational reporting tools, and records management practices., • Supervisory principles, employee development practices, workflow coordination, and operational accountability standards., • Municipal budgeting practices, operational reporting, and basic project coordination methodologies. Skills in: • Reviewing and interpreting building plans, permits, specifications, inspection reports, and technical documents., • Interpreting and applying building codes, ordinances, regulations, and construction standards to a variety of operational and field situations., • Coordinating permitting, inspection, and compliance activities while maintaining operational efficiency and regulatory consistency., • Supervising staff, assigning work, providing training, monitoring performance, and promoting accountability and customer service., • Establishing and maintaining effective working relationships with City employees, contractors, developers, consultants, residents, business owners, and external agencies., • Responding to customer concerns, complaints, disputes, and sensitive compliance matters with professionalism and sound judgment., • Utilizing permitting software systems, inspection technology, operational reporting tools, and standard office technology., • Communicating technical and regulatory information clearly and effectively through reports, correspondence, presentations, and customer interactions.. Abilities to: • Interpret, apply, and enforce building codes, ordinances, regulations, and construction standards consistently and effectively., • Oversee and coordinate permitting, inspections, plan review, and code compliance activities in a fast-paced municipal environment., • Supervise staff, manage workflow priorities, promote accountability, and support operational consistency and customer service, • Communicate effectively and maintain professional working relationships with employees, contractors, developers, residents, external agencies, and members of the public. Physical Demands/Work Environment: Work is performed in office, meeting, operational, and occasional field environments requiring frequent sitting, standing, walking, speaking, hearing, and use of computers, technology, and standard office equipment. Duties involve analysis, decision-making, communication, coordination, supervision, and management of departmental or organizational operations. The employee may occasionally lift, carry, push, or pull materials weighing up to 25 pounds. Responsibilities may require travel between facilities, attendance at meetings, inspections, project sites, training sessions, public events, or community functions. Employees may occasionally be exposed to outdoor weather conditions, construction areas, traffic conditions, or other municipal operational environments. The noise level is generally moderate. Employees may be required to respond during emergencies, severe weather events, public meetings, or operational incidents outside of normal business hours. Work involves frequent interaction with employees, residents, elected officials, vendors, contractors, community stakeholders, and members of the public regarding operational, organizational, strategic, or sensitive matters requiring professionalism, leadership, diplomacy, discretion, sound judgment, and effective interpersonal communication.
