Job Description PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. Job Purpose The IT Digital Transformation Manager plays a critical role in driving innovation and technology development within Pemex Deer Park. They will be highly knowledgeable on the latest technological trends and be able to translate those into product roadmaps, features, and business requirements. Candidates will also work closely with different business teams (fusion teams) onsite to ensure that solutions are designed for business needs. The IT Digital Transformation Manager will lead a team of Transformation Analysts (TAs), Enterprise Architects, Data Leads, and PMO (Project Management Office) who together will lead the company’s transformational efforts. The ideal candidate will have a strong background in Refinery operations or manufacturing, as well as experience managing teams, project management, and vendor relationships. Through road mapping and enterprise architecture, this role must define our foundational and transformational capabilities and align our current and future portfolio of enterprise applications. Dimensions Key member of the IT leadership team; lead team of 4-10 FTEs · Will support SMG / ExT in assuring reliable and safe Applications environment / landscape · Will lead an onsite / offsite teams Accountabilities & Responsibilities The IT Digital Transformation Manager will be responsible for developing and executing a site wide innovation and transformational strategy that supports the company's business goals and objectives (business competencies). This includes identifying and awareness of new technology trends, evaluating potential opportunities, creating business cases and ROIs that explain and support the value new tools will provide, conduct POCs, and transfer knowledge to IT Projects teams to implement new enhancement and/or technologies that improve efficiency, safety, and sustainability. This also includes defining an applications roadmap strategy, overall enterprise architecture view and creating methods for user adoption and training (OCM). Stakeholder Management • Comfortable working in a challenging but rewarding environment that is fast paced and constantly changing., • Expected to explain, guide, and promote change while delivering value across different business lines., • An asker of questions, a solver of problems, and a challenger of the status quo., • Partners with cross functional teams creating and applying integrated IT architecture across the organization, assesses organizational digital capabilities., • Builds and leads the IT PMO, strategically sourcing resources as needed., • Through the PMO, manages, defines, and edits the Architecture Review Board (ARB) process and educates the site on the ARB. Prepares presentations, evaluations, and purchases., • Working with C&P, supports submissions to Supply Chain Council, Steering Committees, or ARB on all IT contracts., • Create, define, and deploy a Digital Transformation strategy., • Lead Digital Strategy Team agenda and content., • Lead and manage a team of TAs, Enterprise Architects, and Fusion Support teams (onsite and offsite), including hiring, training, and professional development., • Create, execute and manage the strategic roadmap for enterprise applications that include project deliverables, budget and resource plans., • Participate in the definition and implementation of application support processes and procedures that ensure effective scalability., • Participate in the implementation of enterprise applications and ensure that they are delivered on time and within budget., • Create, define, and manage all aspects of data governance and management., • Co – Manage the portfolio of enterprise applications that include a variety of operational tools used by all areas of the business., • Work with business leaders to understand their needs and translate them into requirements for enterprise applications and road maps., • Develop and maintain relationships with vendors and third-party service providers., • Collaborate with peer IT leaders to develop and implement IT strategies that support business objectives., • Assist the enterprise applications team is delivering high-quality services that meet or exceed customer expectations., • Demonstrate the ability to think critically, challenge conventional thinking, and generate and apply unique business insight to create a competitive advantage for the organization., • Works with business partners and teams to translate the business strategy / roadmap into backlog items and ensures that the team applies the best software engineering & implementation practices., • Defines and uses metrics (KPIs) and tools to measure performance and efficiency; takes actions to improve the efficiency of the team., • Maintains up-to-date knowledge of a broad range of emerging technology trends and identifies opportunities where technology might be deployed to deliver business improvements and competitive advantage., • Drive digital talents acquisition and define training programs; promote internal communication on the importance of organizational digital transformation., • Preferably with domain knowledge and skills in Refinery operations or general Oil & Gas. Understanding of common Finance, Procurement, Maintenance, Legal, HR, and Trading business functions and tools., • Bachelor's degree in Computer Science, Information Systems or related field; Master's degree preferred., • 10+ years of experience in enterprise application (ideally ERP and/or SAAS applications)., • 8+ years of experience in managing IT professionals., • Be able to create, modify, negotiate IT contracts, SOWs, MSAs with vendors working with C&P and Legal teams., • Opex and Capex understanding. Be able to create, modify, and justify IT spend for the department, • Proven track record of successful enterprise application implementations., • Strong project management and organizational change management skills, including the ability to manage multiple projects simultaneously., • Excellent communication and interpersonal skills, with the ability to work effectively with business leaders, IT leaders, and vendors., • Knowledge of ITIL and ITSM best practices., • Experience with agile development methodologies, such as Scrum and Kanban., • Strong analytical and problem-solving skills., • Ability to work in a fast-paced, dynamic environment.
