Role Overview The HMR QA/QC Inspector provides dedicated field inspection and quality support to ensure successful achievement of Hazardous Make Ready (HMR) milestones on complex construction projects. Hazardous Make Ready (HMR) is a regulatory readiness milestone that allows the safe introduction of Hazardous Production Materials (HPMs) into a facility prior to issuance of a Temporary Certificate of Occupancy (TCO). HMR approval requires confirmation that all required life safety systems, exiting requirements, and critical facility infrastructure systems are fully installed, operational, and compliant with regulatory requirements. This role works closely with construction teams, engineers, safety teams, and project leadership to verify field readiness, identify constraints, and ensure all code-required safety and operational systems are in place prior to HMR authorization by the Authority Having Jurisdiction (AHJ). The HMR QA/QC Inspector plays a critical role in maintaining construction quality, operational safety, and milestone schedule alignment while supporting the safe startup of complex facilities. Responsibilities • Develop a strong understanding of HMR milestone requirements, including facility readiness checklists and system dependencies required to safely introduce Hazardous Production Materials (HPMs)., • Understand the scope required to achieve each HMR milestone date, including both space readiness requirements and supporting process utility systems such as: Ultra Pure Water (UPW), Chemical Distribution Systems (CDS), Specialty Gas Systems (SDS), Waste Chemical Collection Systems (WCCS), • Conduct daily field walks to monitor construction progress, evaluate field conditions, and observe installation quality., • Identify field constraints, incomplete work, or installation issues that could impact HMR readiness or milestone schedule., • Verify installation and operational readiness of life safety systems, including exiting, emergency systems, and other regulatory safety requirements., • Establish and maintain communication with Points of Contact (POCs) responsible for scope related to each milestone., • Conduct regular coordination discussions with contractors and project stakeholders regarding: Schedule progress, scope readiness, identified constraints, required corrective actions, • Identify non-conforming work, safety risks, or deficiencies that could delay HMR authorization., • Maintain clear documentation of field observations, project progress, and issue resolution., • Provide timely and accurate reporting to project leadership and stakeholders regarding milestone readiness and field quality. Requirements: • 5+ years of experience in construction QA/QC, field inspection, commissioning support, or facility readiness roles., • Experience working on semiconductor, advanced manufacturing, pharmaceutical, or other highhazard industrial facilities preferred., • Ability to read and interpret construction drawings, specifications, commissioning documentation, and system diagrams., • Familiarity with life safety systems, hazardous material environments, and regulatory compliance processes., • Strong coordination and communication skills with the ability to work across multiple construction disciplines., • Proficiency in or ability to quickly learn project management and construction software such as: Microsoft Office Suite (Word, Excel, Outlook), Bluebeam, Procore, BIM 360 / Autodesk Construction Cloud, Cx management platforms, • Ability to safely navigate active construction environments, including walking large sites and climbing ladders when required.
