Job Description About CBG-PSS JV CBG-PSS JV, LLC is an SBA-certified 8(a) Mentor-Protégé Joint Venture combining Capital Brand Group, LLC and Pegasus Support Services, LLC. We are an ISO 9001:2015 (Quality), ISO 45001:2018 (Safety), and ISO 14001:2015 (Environmental) certified facilities maintenance contractor with an established presence supporting the Department of Homeland Security (DHS), Customs and Border Protection (CBP), Land Ports of Entry (LPOE), and U.S. Immigration and Customs Enforcement (ICE) along the U.S./Mexico border. Our team performs operations, maintenance, and repair across more than 6,000 buildings totaling over 58 million square feet of federal facilities. Position Summary The Area Manager (referred to in the contract as the Service Manager) is a designated key personnel position responsible for the day-to-day operations of preventative maintenance, repair, and alteration services within an assigned Area of Responsibility (AOR) – either the San Diego sector or the El Centro sector of the CBP California Region. The California Region encompasses 36 facility locations and 239 buildings, including Border Patrol sector headquarters, stations, checkpoints, Land Ports of Entry, holding facilities, indoor firing ranges, sally ports, and supporting infrastructure. The Area Manager is the on-the-ground operational leader for the AOR, expected to spend a minimum of 70% of working time in the field visiting sites, supervising technicians, coordinating with CBP Facility Managers, and ensuring quality, safety, and schedule compliance. Key Responsibilities · Direct day-to-day execution of all preventative maintenance, minor repair, and service call operations across the assigned AOR (San Diego or El Centro sector). · Spend a minimum of 70% of working hours in the field at CBP-owned and direct lease operated (DLO) facilities; conduct facility walk-throughs, verify work quality, and engage directly with CBP Facility Managers and the Contracting Officer’s Representative (COR). · Supervise, schedule, and develop a multi-trade workforce of HVAC, mechanical, electrical, plumbing, and general maintenance technicians and supporting administrative personnel. · Plan and execute the Preventive Maintenance Schedule and Preventive Maintenance Guide, ensuring PMs are completed within required service intervals and aligned with seasonal load cycles (e.g., AC prior to hot months, heaters prior to cold months, roofs prior to rainy months). · Manage work orders (PMOs, DMOs, PWOs) end-to-end through the government Computerized Maintenance Management System (CMMS / TRIRIGA), ensuring complete and accurate documentation including bar codes, WONs, parts, labor, and corrective actions. · Oversee minor repairs at or below the micro-purchase threshold and coordinate scoping/estimating for repairs and alterations above threshold. · Provide and manage 24/7 on-call emergency repair coverage for the AOR; respond within established response times to Government-designated personnel. · Coordinate subcontractor performance and ensure compliance with the Subcontractor Management Plan. · Partner with the Quality Control Manager and QC technicians to support the Quality Control Plan, drive corrective actions, and meet KPIs under the Quality Assurance Surveillance Plan. · Enforce all CBP security protocols, badging, uniform, and BI clearance requirements for all personnel in the AOR. · Attend weekly coordination meetings with CBP in San Diego or El Centro as required. · Support contract reporting requirements including Preventive Maintenance Reports, Work Order Reports, Equipment Validation Reports, and greenhouse gas tracking. · Maintain inventory of tools, parts, and consumables; manage AOR-level cost controls and operational budgets. · Champion safety, environmental compliance, and ISO-aligned processes across the AOR. Required Qualifications · Minimum three (3) years of experience as a technician working on HVAC and mechanical systems. · Minimum three (3) years of experience performing quality control inspections of building systems and equipment. · Minimum five (5) years of experience as a manager of service technicians. · Demonstrated working knowledge of diagnosis, testing, and repair across HVAC, mechanical, electrical, plumbing, fire protection, building controls, and other facility systems. · Excellent organizational skills with the ability to thrive in a fast-paced, changing-priority work environment. · Strong written and verbal communication skills; comfortable interfacing with federal customers, COR personnel, and CBP Facility Managers. · Proficiency with CMMS platforms (TRIRIGA or equivalent), Microsoft Office, and standard reporting tools. · Ability to obtain and maintain a favorable CBP Background Investigation (BI) and adhere to all DHS/CBP security requirements. · Valid driver’s license and ability to travel between facilities throughout the assigned AOR. · Must not be a current employee of the U.S. Government where employment would create a conflict of interest. Preferred Qualifications · Prior experience supporting CBP, DHS, ICE, GSA, or other federal facilities maintenance contracts – particularly Border Patrol sectors or Land Ports of Entry. · Journeyman-level certification in HVAC, electrical, mechanical, or related trade. · Familiarity with applicable codes and standards: NFPA, ASHRAE, ASME, NEC, IBC, IMC, IPC, IFC, EPA, and California Title 24 (Energy Code). · Experience working under FAR/DFARS service contracts and Service Contract Labor Standards. · OSHA 30 or equivalent safety credentials. · EPA Section 608 Universal Refrigerant certification. · Experience with ISO 9001, ISO 45001, and/or ISO 14001 management systems. · Bilingual (English/Spanish) a plus given border region operations. Work Environment · Standard government duty hours are Monday–Friday, 0700–1600; some after-hours and weekend response required for emergencies. · Field-based role: a minimum of 70% of time will be spent on-site at CBP facilities across the AOR, including office buildings, holding cells, sally ports, indoor firing ranges, vehicle inspection facilities, kennels, and outdoor grounds. · Must be able to walk, stand, climb ladders, access mechanical rooms and rooftops, and observe maintenance work performed in confined or elevated locations. · Must wear contractor-furnished uniform and Government-issued ID badge at all times while on CBP facilities.
