Scope of Work: The Business, Change, and Training Project Manager will serve as a strategic lead, driving the success of our Organizational Change Management (OCM), Training, and Communications workstream. This role will drive the Department's approach to preparing for and embracing transformational changes, including crafting strategic communications, designing impactful training experiences, and guiding stakeholders through modernization with clarity and confidence. Primary Responsibilities: • Workstream Planning and Management, • Define the scope, objectives, and deliverables for the OCM, Training, and Communications workstream., • Develop and maintain detailed workstream plans, including timelines, milestones, dependencies, and resource needs., • Track workstream progress to ensure alignment with overall program schedules, priorities, and governance requirements., • Identify, document, and mitigate workstream risks, issues, and cross-functional team impacts., • Business and Stakeholder Needs Analysis, • Partner with program leadership and business units to analyze organizational impacts, stakeholder needs, and readiness levels., • Translate stakeholder and business requirements into actionable workstream strategies and deliverables., • Ensure workstream outputs support program goals and integrate effectively with technical and operational workstreams., • Organizational Change Management, • Develop OCM strategies, plans, and activities that drive user adoption and organizational readiness., • Create and execute communication strategies tailored to diverse stakeholder groups., • Identify and manage resistance to change by providing timely interventions and escalations., • Coordinate with business process and technical teams to ensure changes are fully integrated into existing workflows and structures., • Training and Enablement, • Assess enterprise-wide training needs related to new systems, processes, and roles impacted by the OBIS Modernization Program., • Design and develop comprehensive training plans, materials, and curricula for varied user groups., • Coordinate and facilitate training sessions to ensure stakeholders are equipped for go-live and ongoing operations., • Evaluate training effectiveness and implement improvements based on feedback and performance indicators., • Stakeholder Engagement and Communications, • Build strong professional relationships with program stakeholders, end-users, and leadership partners., • Deliver timely workstream updates, insights, and communication to ensure transparency and strategic alignment; and, • Facilitate collaboration across program workstreams to ensure consistent messaging and coordinated delivery., • Quality Assurance for Workstream Deliverables, • Ensure all workstream outputs adhere to quality standards, stakeholder expectations, and program requirements., • Conduct periodic reviews of training materials, communications, and change readiness artifacts; and, • Implement corrective actions to address quality gaps and continuously improve workstream products., • Workstream Resource Coordination, • Coordinate resources supporting the OCM, training, and communications workstream, including internal staff and vendor partners., • Ensure team members possess the necessary tools, information, and support to deliver high-quality outcomes; and, • Monitor resource allocation and recommend adjustments to meet program timelines., • Documentation and Reporting, • Maintain thorough documentation of all workstream plans, deliverables, updates, and decisions., • Prepare and present regular status reports, dashboards, and briefings to program leadership., • Document lessons learned to support continuous improvement and future program phases., • Vendor and Partner Management, • Coordinate with external vendors supporting OCM, training, and communications efforts., • Ensure vendor deliverables meet defined scope, timeline, and quality expectations., • Address vendor-related issues promptly and track performance throughout the engagement., • Continuous Improvement and Best Practices, • Identify opportunities to enhance OCM, training, and communication approaches across the program., • Incorporate industry standards and proven methodologies into workstream processes., • Must have an active Project Management Professional (PMP®) Certification., • Minimum of five (5) years of experience managing successful, large-scale projects involving multiple diverse workstreams., • Minimum of five (5) years of experience in OCM methodologies, strategy development, and implementation., • Minimum of five (5) years of experience utilizing enterprise project management software (e.g., Microsoft Project, Primavera, or Jira) to track and maintain complex project schedules., • Minimum of five (5) years of experience applying formal project management methodologies and maintaining Project Management Office (PMO) documentation standards., • Minimum of five (5) years of experience in proactive risk mitigation and issue management., • Minimum of five (5) years of experience facilitating high-level stakeholder meetings and developing technical project documentation., • Proven track record of creating and presenting executive-level status reports to internal and external stakeholders., • Demonstrated ability to coordinate multi-disciplinary project teams and lead complex modernization initiatives to successful completion., • Advanced leadership, negotiation, and conflict-resolution skills., • Superior written and oral communication skills, with a demonstrated ability to engage and influence stakeholders at all organizational levels. Preferred Qualifications: • Certification in a recognized change management methodology (e.g., Prosci Certified Change Practitioner) is highly preferred., • Certification in Agile or Scrum-based project management (e.g., PMI Agile Certified Practitioner [PMI-ACP] or Certified Scrum Master [CSM])., • Certification in IT Infrastructure Library (ITIL) Service Management Foundations., • Experience managing complex projects with a large, geographically distributed user base., • Proven experience managing Florida state government projects, including a thorough working knowledge of Rule 60GG-1, F.A.C., • Experience managing vendor projects and working with technical programming teams., • Demonstrate initiative and a proactive leadership style to effectively resolve complex program issues., • Knowledge of IT standards within a criminal justice environment., • Skills in negotiation, mediation, group facilitation, and team building. Education: • Bachelor’s or master’s degree in computer science, Information Systems, or another related field or equivalent work experience.
