Job Description About the Role: The Director of Finance & Reimbursement (DFR) is responsible for the financial and administrative operations of the finance department including banking, accounting functions, payroll, budget preparation, patient revenue, fiscal reporting, debt management, payroll, accounts payable, contract compliance, procurement, utility billing, internal audit, and treasury functions, as well as the financial activities. DFR works closely with CEO and HCN CFO. Services in identifying opportunities to improve companies overall financial position and sustainability. DFR analysis, maintenance, negotiation and renegotiation all MC contracts with current and prospective third party payors. Minimum Qualifications: • Minimum Bachelor's Degree required in Business, Healthcare Management, or a similar degree with a minimum of five (5) or more years in healthcare management leadership role., • Master’s degree and/or CPA preferred, • Five years healthcare executive operational management and healthcare contract management experience in a non-profit, federal, and/or state government healthcare program or other complex healthcare environment., • Proficiency in Microsoft Suite and other business software, • Knowledgeable in financial forecasting, accounting principles, and financial data analysis, • Ability to work independently with minimal supervision., • Must demonstrate strong written and verbal communication skills., • Must be capable of exercising sound judgment when dealing with patients, staff and community at large., • Ability to interface effectively with members of a culturally and professionally diverse staff and population., • Must demonstrate strong multi-tasking, organizational, and detail-oriented skills., • The ability to communicate effectively with staff, patients, financial institution, managed care companies, specialty program administrators., • Must be capable of exercising sound judgment when dealing with 3rd party payors, patients, staff and community at large., • Ability to follow detailed written and oral instruction., oral instruction., • Excellent written and verbal communication skills., • Directs, maintains and monitors all finance systems including accounts payable, accounts receivable, payroll and general ledger., • Ensure that all the company's financial practices are in line in statutory regulations and legislation, • Assist in the analyze the financial climate and market trends to assist senior executives in creating strategic plans, • Interpret complex financial information and provide updates and information as needed, • Assist in company-wide budgetary planning, and preparation for budgets such as FQHC Grant type, CHC Operational Budget and all other as assigned, • Ensure monthly financial statement and month-end closing activities are completed accurately and effectively., • Approves payment invoices as per company policy in coordination with CEO, • Coordinates and assist in preparation of all Financial audits., • Assist in the preparation of Universal Data System and Medicare Cost Report., • In coordination with leadership, negotiate, develop, implement and maintain unambiguous reimbursement rate structures, including participation in the design, development and implementation of creative, new reimbursement structures., • Manages the planning process for all contract renewals and negotiations including assessment of historical performance and issues, identification of payor specific issues as well as opportunities and recommendations, • Oversee the credentialing of all providers through managed care plans or their credentialing providers including Medicaid and Medicare application to ensure timely reimbursement, • Conduct regular planning meetings to assist Managed Care Coordinators with interpretation of managed plan reports, strategies on credentialing coordination and population management., • Responsible for the effective implementation of managed care plans and special contracts including new plan set up, billing, staff education, etc., • Acts as a liaison between the health center and HCN Revenue Billing Cycle Staff., • Serves as liaison between the health center and Managed Care Plans and/or 3rd Party payor., • Review, analyze, and evaluates, center managed care and specialty program contract to ensure compliance and maximum financial revenue., • Oversee, review, and adhere to the budgets for each business department, • Effectively manages Reimbursement staff overseeing payor reviews and recoupment of underpayment projects to completion, etc., • Effectivity manages Finance department staff in the facilitation of day-to-day operations, including tracking financial data, invoicing, payroll, etc., • Effectivity manages Managed Care department staff in the monitor of contract compliance, member statics, and medical loss ratio, • Ensures protection of patient protected health information by complying with the HIPAA Privacy Rule policies and procedures The Director of Finance and Reimbursement utilizes advanced financial analysis and strategic planning skills daily to evaluate revenue streams and identify opportunities for optimization. Strong leadership and communication skills are essential for collaborating with cross-functional teams and guiding staff toward achieving financial goals. Expertise in healthcare reimbursement regulations and payer systems ensures compliance and maximizes revenue capture. Proficiency with financial software and data analytics tools supports accurate reporting and forecasting. Additionally, negotiation and problem-solving skills are frequently applied to manage payer relationships and resolve reimbursement challenges effectively.
