Job Description Title: Program Manager Location: Logan Square, Chicago IL Schedule: On-site, Tuesday to Saturday (8:00am-4:30pm) Summary: The Program Manager YRS is based on-site at a residential facility for youth and will provide supervision to staff, direct service to participants, and help to manage and participate in facility and program operations, among other duties. Individual accountabilities and work volume will be established through the development of annual Success Objectives, within the framework outlined below. Works alongside staff to complete the same work assignments., • Develops, implements, and monitors appropriate procedures for effective service delivery and administrative efficiency, and ensures quality in their execution., • Prepares performance evaluations for assigned staff, with guidance from higher level management staff., • Participates in interviewing, hiring, discipline, termination, and other relevant employment transactions, with guidance from higher level management staff., • Ensures the implementation of organization, division and program policies and procedures., • Remains current in the field of service provided by the program through self-initiated avenues, as approved by a higher level of Management., • Provides training to assigned staff in appropriate facets of the position and conducts in-service training sessions, as requested., • Initiates requests for regular supervision and interim evaluation and goal setting., • Participates in the development of long-range plans, service delivery model and other significant strategies and/or systems., • Responds to on-call crisis situations 24 hours a day /7 days a week and may carry an agency-issued communication device (email/cell phone), • Assists in the development of organizational plans/policies related to professional standards., • Provides periodic evaluative reviews and/or in-house and external staff training to ensure that staff understand and continue to adhere to such standards., • Minimum (2) years of college credit required., • Minimum (2) years of full-time experience working with youth in residential setting required., • Minimum (2) years of supervisory experience required., • Per DCFS Licensing requirements, Must be 25 Years of age or older, • Bachelor’s degree is strongly preferred., • Ability to speak and fluency in a second language including but not limited to the following multi-language abilities:, • Ability to read and interpret documents such operating and maintenance instructions, and procedure manuals., • Ability to write routine reports and correspondence., • Ability to speak effectively before groups of customers or employees of organization., • Access to regular, dependable, and timely transportation, • Ability and comfortability working with people of varying socioeconomic backgrounds., • Excellent communication skills. Strong networker, convener, relationship builder and communicator with experience collaborating with diverse work teams and stakeholders., • Demonstrated ability to handle confidential and sensitive information possessing skills to handle situations in a professional and diplomatic manner., • A high degree of collaboration and emotional intelligence, self-motivation, and analytical ability., • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Human Care Services., • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form., • Ability to work independently and remain self-motivated with minimal direct supervision. This role is not eligible for remote work. All hours will be worked in person. This position has an active presence at all assigned programs on a rotating basis.
