Job Description Overview: The Construction Manager supports the planning and delivery of a wide range of capital, renovation, and site-based projects across the organization. Reporting directly to the Director of Buildings & Infrastructure, this position plays a central role in coordinating fieldwork, managing vendors and contractors, tracking project performance, and ensuring the successful execution of work across multiple disciplines. This role builds upon the Project Coordinator foundation with greater independence, responsibility, and technical oversight. The ideal candidate will bring practical knowledge, adaptability, and the ability to confidently lead work in the field while maintaining consistent alignment with organizational goals. Responsibilities: • Project Planning and Scheduling:, • Develop and manage comprehensive project plans, including detailed timelines, milestones, resource requirements, sequencing strategies, and budget forecasts., • Conduct pre-construction site walks and feasibility assessments to shape project approach., • Collaborate with the Director on project prioritization, phasing, and alignment with strategic infrastructure goals., • Actively identify, assess, and mitigate construction-related risk, including schedule compression, contractor performance, safety exposure, public interface, and cost escalation., • Work with procurement personnel to obtain competitive pricing as needed per CPC Procurement Guidelines and internal policies., • Prepare and submit Purchase Orders for approval in the financial management system, track order fulfillment and delivery timelines., • Anticipate conflicts with seasonal activity, park operations, or other department work; plan proactively to avoid downtime or service disruption., • Project Execution and Monitoring:, • Serve as the primary operational lead for day to day construction execution, ensuring alignment between plans, vendors, and stakeholders.., • Oversee the daily execution of multiple concurrent projects of varying scale, from minor improvements to major capital work, while also supporting critical phases of larger public bid projects, including coordination, contractor oversight, and field presence during active construction., • Monitor field progress regularly; identify and address obstacles early by adjusting workflows, staffing, or materials within delegated authority and consulting with the Director when impact exceeds approved thresholds., • Conduct frequent field inspections to verify workmanship, schedule adherence, and material quality., • Collaborate with inspectors, engineers, and other technical advisors to resolve technical issues., • Review contractor invoices, field changes, and line-item charges prior to submitting payment requests in the financial system., • Coordinate closely with CPC Safety and Risk Manager to enforce contractor and staff safety compliance, especially in active public-use zones., • Observe and report job site security, material handling, and access risks; ensure contractors are informed and that issues are elevated to prevent loss or inefficiency., • Stakeholder Communication:, • Serve as the primary field liaison between internal departments, contractors, and project stakeholders; facilitate consistent, transparent communication throughout project lifecycle., • Provide regular verbal and written updates to the Director and other leadership on progress, milestones, issues, and requests for support., • Prepare and deliver concise status briefings and site tours when required by leadership or partner agencies., • Communicate with site supervisors, department leads, and event teams to coordinate project impact and ensure minimal disruption to park operations., • Handle stakeholder concerns professionally, offering realistic expectations, alternative solutions, and timely responses., • Resource Management:, • Coordinate material, equipment, and service procurement as needed for assigned projects, working closely with supply chain and finance staff to ensure timely availability., • Monitor project budgets and expenditures in real-time; track variances and submit cost-control recommendations as needed., • Manage project labor schedules, vendor contracts, and work hour utilization for maximum productivity., • Identify and recommend opportunities to reduce costs, consolidate procurement, or optimize deployment of shared resources across departments., • Maintain accountability for material usage, surplus disposition, and inventory recovery at project closeout., • Documentation and Reporting:, • Maintain complete and organized project documentation, including approved plans, schedules, submittals, RFIs, change orders, invoices, and closeout records., • Create regular progress reports for leadership and project files; include status summaries, risk updates, and upcoming action items., • Document project lessons learned and submit process improvement recommendations to refine construction management practices., • Ensure that all documents and reports are archived per policy and remain accessible for audit, warranty, or future project reference., • Assist in updating SOPs or internal guidelines based on emerging standards, experiences, or field needs. Education and Qualifications: • Bachelor's degree in project management, construction management, engineering, or a related field preferred., • Minimum 10 years of progressive construction or project field experience., • Strong organizational skills and attention to detail, with the ability to prioritize tasks and manage time effectively in a fast-paced environment., • Excellent communication and interpersonal skills, with the ability to interact professionally with stakeholders at all levels., • Demonstrated ability to lead, coordinate, and deliver complex work in a real-world environment., • Strong working knowledge of general construction, civil/site work, and renovation best practices., • Ability to operate effectively in changing conditions with limited supervision., • Proficiency in project management software and Microsoft Office suite., • Familiarity with public agency or state asset project work is a plus., • Must have a valid and unrestricted (not including corrective lens needs) U.S. Driver's license and must meet the City Park Motor Vehicle policy criteria to become authorized as a driver., • Professional certifications (e.g., OSHA 30, PMP) are preferred but not required.
