Job Description CLASS SUMMARY: This position will oversee personnel and operations in the areas of Fleet, Traffic Control, Solid Waste, and Recycling Services. Incumbents are responsible for the management of functions and budgets associated with their assigned divisions and will be responsible for each division's supervision, including conducting performance evaluations, coordinating training; and implementing hiring, discipline, and termination procedures. TYPICAL CLASS ESSENTIAL DUTIES: (These duties are a representative sample; position assignments may vary.)1.Supervise staff by prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and implementing hiring, termination, and disciplinary procedures. Ensure safety procedures and policies are regularly reviewed and followed. 2.Directs or assists in the development, implementation, and assessment of city-wide strategies, goals, objectives, and plans. Periodically required to coordinate activities between multiple departments or functions.3. Create and monitor the progress of a high volume of internal workorders by consulting with technicians about the scope of work, project turn arounds, and maintenance priorities while also insuring up to date communication with stakeholders about important project/maintenance timeframes. 4. Serves as the staff liaison for the City's Recycling and Solid Waste Reduction Board, and other boards and task forces. 5. Responsible for the sourcing, budgeting, purchasing, and upfitting of city vehicles and equipment as lead for the city's Vehicle Replacement Program. 6. Oversees the operation and activities of multiple city-wide services; including program and project development, evaluation, reporting; research and outreach activities; and maintain compliance with all applicable policies, standards, and regulations. 7. Assists in the development and management of multiple divisional budgets; oversees divisional level finances; including divisional payroll, overtime, and contracting functions; allocates resources; monitors and controls expenditures. 8. Develops and maintains internal and external relationships; responds to citizen complaints and inquiries in person or via phone or email in a timely fashion; participates in a variety of meetings, committees, task forces, or related groups to communicate information regarding services, programs, areas of opportunity, and other information; represents assigned area on committees and advocacy groups. 9. Prepares, reviews, and/or approves a variety of records, reports, agendas, contracts, or other documents; makes decisions or provides recommendations based on findings; may serve as an advisor to the organization's executive team. 10.Performs other duties as assigned. TRAINING AND EXPERIENCE: High School Diploma or GED and 3 years of increasingly responsible experience in assigned area of responsibility, including prior supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. LICENSING REQUIREMENTS: Must possess a valid Texas driver's license, National Incident Management Systems Certification, or have the ability to obtain within the first six months of employment. PHYSICAL REQUIREMENTS: Positions in this class typically require: climbing, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions. Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10pounds of forces constantly to move objects. Incumbents may be exposed to hazardous physical conditions, such as, mechanical parts, electrical currents, and vibrations; atmospheric conditions, such as fumes, odors, gases, and poor ventilation; hazardous materials, such as chemicals, blood, and other bodily fluids; extreme temperatures; inadequate lighting; work space-related movement restrictions; intense noise; and other environmental conditions, such as, challenging behaviors, imminent danger, and threatening environments; incumbents may also be expected to travel.
