Job DescriptionSalary: $57 $92 Hourly DOE PEMCCO is seeking a Construction Manager / Resident Engineer to provide constructionphase leadership, coordination, and field oversight for trackwork and associated infrastructure projects. This role ensures field execution aligns with design intent, contract requirements, quality standards, and operational constraints, while supporting timely and effective resolution of constructionphase issues. Key Responsibilities: • Lead day-to-day construction-phase coordination for assigned rail or trackwork-related projects, work orders, or field assignments., • Review contractor submittals, shop drawings, RFIs, and change proposals for consistency with contract requirements and engineering intent., • Conduct site visits and field reviews to monitor quality, progress, sequencing, constructability concerns, and operational impacts., • Identify field conflicts, nonconforming work, schedule risks, safety concerns, and technical deviations requiring resolution., • Coordinate issue resolution among MTA representatives, contractors, engineers, inspectors, and specialty consultants., • Support evaluation of contractor proposals, field modifications, and revised work approaches., • Assist in tracking quantities, issue logs, progress, and field decisions to support documentation and management reporting., • Support revisions to contract documents when adjustments become necessary during construction., • Prepare or contribute to progress reports, meeting notes, action trackers, and field summaries., • Maintain awareness of outage windows, service restrictions, access limits, and other operational factors affecting work sequencing. Competencies: • Construction oversight and field coordination, • Contract document interpretation, • Quality and progress management, • Problem-solving in active work zones, • Strong stakeholder communication Required Qualifications: • Bachelors degree in Engineering, Construction Management, or related field., • Minimum ten (10)+ years of experience in construction management, resident engineering, or field delivery support., • Demonstrated experience on transportation, rail, transit, or heavy civil projects. Preferred Qualifications: • PE, CCM, NICET, or equivalent credential preferred., • Experience with rail corridor construction, transit systems, stations, guideway, or maintenance facilities., • Experience with contractor claims support, field changes, and as-built closeout. Additional Eligibility Qualifications: • Ability to work in active construction and rail environments and support off-hours, outages, or weekend work as needed., • Ability to obtain MTA project badging, access credentials, and field clearances.
