Job DescriptionDescription: JOB TITLE: Deputy Chief Business Development Officer EMPLOYER: Procurement Professionals Alliance (PPA) DEPARTMENT: Business Development and Growth LOCATION: This position may work remotely REPORTS TO: Chief Growth Officer SALARY: $155,300-$190,250 SUMMARY: The Procurement Professionals Alliance (PPA) is a national 501(c)(3) non-profit organization dedicated to elevating, unifying, and advancing the procurement profession through professional development, community, and innovative programs that strengthen procurement outcomes across all sectors. PPA’s growth strategy is driven by expanding awareness, increasing engagement, and scaling participation across members, institutions, and strategic partners nationwide. PPA is seeking a Deputy Chief of Business Development to lead and execute PPA’s growth initiatives, with a strong focus on expanding visibility and reach, strengthening stakeholder relationships, and accelerating the adoption of PPA’s cooperative (RFxPremier) and programmatic offerings. Reporting to PPA’s Chief Growth Officer, this role will oversee a team of Business Development and Growth Representatives (BDGR) and may also oversee supporting functions such as market research/data analysis and marketing/sales content development, ensuring growth efforts are coordinated, measurable, and scalable. This role is accountable for driving measurable outcomes across priority sectors including higher education, municipalities/cities, special districts/political subdivisions and nonprofit organizations, with an emphasis on membership growth, relationship-based outreach, and adoption of RFxPremier cooperative contracts. The Deputy Chief will also serve as the strategic owner of the team’s HubSpot CRM, ensuring consistent pipeline management, activity tracking, reporting, and performance insights that enable PPA leadership to make data-informed growth decisions. ESSENTIAL DUTIES AND RESPONSIBILITIES: Leadership and Team Management • Lead, coach, and develop a team of Business Development and Growth Representatives to drive consistent outreach, pipeline growth, and portfolio adoption across assigned regions and market segments., • Provide leadership and coordination across business development, market intelligence/research, and growth enablement functions, including potential oversight of data/market research and marketing/sales content roles aligned to growth priorities., • Establish clear performance expectations, goals, and accountability structures for business development activity, stakeholder engagement, and results., • Provide strategic guidance, mentorship, and field support to ensure BDGRs are equipped to communicate PPA and RFxPremier’s value proposition effectively to members, buying entities, and suppliers., • Support recruiting, onboarding, training, and ongoing professional development for business development team staff. Growth Strategy and Execution • Partner with the Chief Growth Officer to develop and execute annual and quarterly growth strategies aligned to PPA and RFxPremier priorities by region, contract category, and buying entity type/sector., • Drive adoption and expansion of PPA growth priorities – including membership growth and RFxPremier cooperative portfolio adoption across higher education, local government, political subdivisions, and non-profit organizations., • Identify and prioritize high opportunity purchasing entities and regional targets to expand engagement and cooperative participation., • Establish scalable outreach models and playbooks to ensure consistency in messaging, relationship management, and adoption efforts across regions or sectors. Market Intelligence, Analytics, and Performance Management • Partner with internal data teams to develop region or sector-specific reporting, benchmarks, and insights to support outreach strategy and growth messaging., • Analyze contract usage trends, supplier sales reports, and market signals to identify underperforming portfolios, regions, or sectors and recommend corrective actions., • Monitor progress against growth goals and report key updates, risks, and opportunities to executive leadership using HubSpot CRM dashboards, pipeline reporting, and activity-based performance metrics., • Identify emerging public sector needs, market gaps, and cooperative competitors to inform future portfolio strategy and business development priorities. Supplier and Stakeholder Engagement • Serve as a senior relationship leader for awarded suppliers and strategic partners, ensuring alignment with performance expectations and growth objectives., • Support supplier onboarding, training, and promotional strategies to strengthen supplier engagement and increase portfolio adoption by purchasing entities., • Build and maintain trusted relationships with purchasing officials, procurement leaders, and partner organizations to increase awareness and engagement with PPA membership and adoption of RFxPremier cooperative contracts., • Represent RFxPremier at procurement association meetings, conferences, industry tradeshows, regional events, and strategic partner engagements. Cross-Functional Collaboration and Organizational Support • Collaborate closely with internal teams (RFxPremier, Operations, Marketing, Membership, Legal, and Data/IT) to align outreach and adoption strategies., • Maintain strong documentation and reporting practices for business development activity and engagement outcomes in HubSpot CRM, ensuring clean data, consistent logging, and accurate reporting across the growth team. MINIMUM QUALIFICATIONS: • Strong knowledge of public procurement, cooperative purchasing models, and government contracting., • Demonstrated success leading business development, sales, or growth strategies within public sector, cooperative contracting, or adjacent environments., • Proven experience managing and developing staff, including performance coaching and team accountability., • Excellent relationship-building, negotiation, and stakeholder engagement skills., • Ability to communicate complex procurement concepts in a clear, credible, and compelling manner to diverse audiences., • Strong analytical skills with experience using contract usage data, sales reporting, and market research intelligence to guide strategy., • Exceptional interpersonal, written, and public speaking communication skills., • Highly organized with the ability to operate independently while collaborating effectively across teams., • Proficient in computer skills including the Microsoft Suite and strong proficiency with CRM systems, especially HubSpot CRM, for pipeline management, reporting, segmentation, and performance tracking., • Ability to work in a remote environment and travel frequently. PREFERRED QUALIFICATIONS: • Master’s degree (preferred), • Experience working in higher education procurement, local government purchasing, or nonprofit procurement., • Experience leading growth operations through HubSpot (or similar CRM) including workflow development, reporting dashboards, adoption training, and data quality management., • Familiarity with procurement practices and purchasing frameworks (state/local procurement laws, GSA schedules, cooperative agreements)
