Job Description Organization: Propel ATL Job title: Community Transportation Planner Reports to: Executive Director Job type: Full-time, salaried, exempt Compensation: $55,000-$75,000 + benefits (this position is funded with a two-year grant, which we aim to renew) Location: Remote workplace with some in-person meetings and engagements. Candidates must reside in the MARTA service area (Fulton, DeKalb, or Clayton county) by the start date of employment. Do you want to make Atlanta’s transportation systems work better for people? Propel ATL seeks a community-centered transportation professional to join our team. This role will shape key infrastructure projects that provide active, sustainable mobility options, reduce fatalities and serious injuries, and support our goal of eliminating traffic violence. We’re looking for someone with a demonstrated commitment to our mission, vision, and principles, particularly those related to social and racial justice. Guided by the big-picture goals of our strategic plan, the person selected for this role will lead our planning work and become a vital member of our advocacy team. Top candidates for this position will possess strong technical planning skills and be adept at making technical information accessible. They will be well-versed in the latest safety strategies, research, and designs; have excellent attention to detail and follow-through; and be comfortable working in a small organization that relies on accountability and collaboration to achieve effectiveness. Responsibilities: Lead the following key activities: • Conduct vulnerable roadway user safety screenings and recommend safety countermeasures for new construction and maintenance projects, streets surrounding MARTA stations, and new highway interchanges, • Review crash reports for traffic fatalities in the MARTA service area and conduct site visits to correctable fatal crashes in the City of Atlanta and surrounding communities, and create reports summarizing findings and recommending safety countermeasures to prevent future crashes, • Serve as the transportation planner for Walk ATL, Propel’s pedestrian safety program, supporting communities to create pedestrian safety action plans and associated quick-build (tactical urbanism) projects. The role includes existing conditions analysis (project development, evaluation, and prioritization), development of draft and final pedestrian safety action plans, and technical assistance to communities with the Tactical Urbanism permit application and quick build project., • Participate in Georgia Department of Transportation (GDOT) Roadway Safety Audits and provide recommendations to GDOT for traffic safety improvements., • Review transportation project concepts and designs, and provide technical feedback, • Facilitate connections and build partnerships between transportation agencies and the communities they serve., • Identify and prioritize infrastructure projects for advocacy efforts., • BA in Planning or related area of study relevant to specialization (e.g., Urban Planning, Regional Planning, Civil Engineering, Urban Transportation Planning)., • Master’s degree and professional certifications (AICP, P.E., or in progress) a plus but not required, • 3+ years of planning or related experience, especially with crash analysis, safety countermeasures, pedestrian safety action plans, and engaging communities with transportation planning, • Familiarity with transportation modeling or safety analysis software (e.g., Synchro, VISSIM, Highway Safety Manual, CMFs), • Ability to analyze crash data sets (e.g., FARS, state/local crash databases), • Experience using GIS platforms (ArcGIS, QGIS) for mapping and spatial analysis; design software (e.g., Adobe Creative Cloud) to produce reports (examples: The Human Cost of Mobility and Walk ATL Pedestrian Safety Action Plan); and data visualization/reporting tools (Tableau, PowerBI, or ArcGIS StoryMaps), • Proficient at creating conceptual designs of road safety improvements (e.g. ADA upgrades, roadway reconfigurations, bike lane connections) that communicate effectively with technical audiences and the public, bridging understanding, • Cites research and proven practice documents to support recommendations for specific safety countermeasures, • Has successfully collaborated with agencies (MARTA, GDOT, City of Atlanta, etc.) and incorporated community feedback and decision-making into project development, • Knowledge of current research and proven practices–national and international–for safe and accessible street design including Public Right-of-Way Accessibility Guidelines (PROWAG), NACTO Design Guides, AASHTO Bike Guide, Crash Modification Factors, and similar relevant documents, • Recognizes and understands Atlanta’s history — especially, its racial disparities and record of intentional harm perpetrated by white supremacist policies and actions, • Is familiar with Atlanta’s communities, community institutions, and community-based organizations, • Has exemplary organizational skills, a keen eye for detail, and the ability to effectively manage and deliver on multiple priorities at once in a dynamic environment, • Is approachable, accountable, comfortable with collaborative work processes and constructive feedback, including seeking input from peers and stakeholders Propel ATL is a small, eclectic team that enjoys forging change in the city’s mindset about transportation, champions great infrastructure in the city we love, shares a passion for our mission, loves a good laugh, and commits to equity and inclusion. FORMAT Mostly remote; requires some evenings and weekends, as well as occasional in-person engagements at various locations across Atlanta HEALTH INSURANCE Employer pays 50% of each employee’s medical insurance premium in addition to partial dental and vision, and fully covered basic life and long-term disability insurance. RETIREMENT CONTRIBUTIONS SIMPLE IRA individual retirement account with employer 3% matching contribution after 60 days. PAID LEAVE • Annual paid holidays include one week winter break, along with 7 recognized holidays and 9 “floating” holidays that can be used at any time, • Vacation accrues at the rate of eight hours per 160 hours worked for the first two years of employment, then increases at years 3, 5, and 10, • Each staff member receives 72 hours of annual wellness leave Each staff member receives career development support from their direct supervisor.
