Job Description SUMMARY Due to the planned retirement of our standing EVP Chief Operating Officer, CoastHills Federal Credit Union is seeking an experienced, strategic leader to assume the role of EVP COO. Reporting directly to the President/CEO, the EVP Chief Operating Officer directs, administers and coordinates the operations of the Credit Union in support of policies, goals and objectives established by the President/CEO and the Board of Directors. The COO offers strategic support to the CEO and is qualified to act as a CEO interim successor contingent on the Board of Director’s succession plan. Oversees the activity and performance of functions reporting to the COO including but not limited to Information Technology and Information Security, (Central) Operations, Support Operations, Payments, and Learning and Development. The COO must demonstrate executive-level experience and proficiency in regulatory matters, in interactions with auditors, regulators, financial institution-specific financial knowledge, legal matters, interactions with and support to Board and Board Committees, Board reporting, data/business intelligence, insurance/bond, Project Management, Strategic Planning, and audit and exam responses and remediation. Ensure compliance with applicable regulatory requirements.. Must demonstrate the professional, communication, and interpersonal skills necessary to be an effective, contributing key member of the CoastHills Leadership Team. Responsible for overseeing the credit union’s day-to-day operational functions, including effectively managing: internal processes and systems, regulatory compliance, risk, efficiency optimization, new technology integration, strategic implementations to elevate and improve service delivery. The COO works closely with other executives to support the Credit Union’s strategic plan, viability and stability. Chief Operating Officer Functions: Oversees strategy deployment, improved operations, and greater internal and external accountability through management of enterprise-wide planning and performance functions. These include change management, organizational development, and continuous improvement processes across the Credit Union. Directly supervises the leads and is accountable for successful, measurable performance in these functional areas: (Central) Operations, Electronic Services, Digital/Payments, , Information Security, Information Technology, and Learning and Development. Executive level knowledge and experience with ability to lead and effectively engage in legal matters, regulatory matters including successful interaction with regulators, financial institution insurance/bond activities, Board reporting, executive level data and reporting. Demonstrated success in leading teams of various sizes and experience levels to continuously improve and exceed goals. Demonstrated success as a team player in collaborative environments at the Executive/Senior level, preferably in a Financial Institution, who leads by example as an executive of the institution. Demonstrated success in motivating teams and companies to aspire to and attain and exceed strategic goals. Guides and directs management in the development, production, promotion, and financial aspects of CoastHills’ products and services, working collaboratively with the SVP Chief Experience Officer. Directs the preparation of short-term and long-range plans and budgets based on broad corporate goals and growth objectives. Implements programs that meet corporate goals and objectives. Creates the structure and processes necessary to manage the Credit Union’s current activities and its projected growth. In support of the CEO, motivates the management team to execute on activities that implement the Credit Union’s goals. Oversees development and implementation of procedures and controls to promote an efficient and effective operating environment and ensures effective communication information flow within the Credit Union. Establishes and ensures execution of operating policies consistent with the President/CEO’s broad policies and objectives. Evaluates the results of overall operations regularly and systematically and reports these results to the President/CEO, the Leadership Team, and to the Board as requested and applicable. Ensures that the responsibilities, authorities, and accountability of all direct subordinates are defined, communicated, and understood by reporting managers. Ensures that all CoastHills activities and operations are carried out in compliance with local, state, and federal regulations and laws governing business operations. Ensures business needs and requirements are reflected in the policies, and implements new policies and procedures as needed, including appropriate consequences for policy violations. Supports the CEO in translating the strategic and tactical business plans of the Credit Union into strategic and operational plans, with accountability for executing on these plans. Evaluates and advises on the operational impact of long-range planning of new programs and strategies of the Credit Union. Attends and participates in training and career development as required and as expected by the CEO and Board of Directors. Actively participates in Leadership activities, such as Board of Directors meetings, Board committee meetings, Asset Liability Committee (ALCO and sub-committees), and strategic planning. INFORMATION TECHNOLOGY AND INFORMATION SECURITY Oversees the SVP Technology and all elements of the Information Security function, including but not limited to Help Desk, Core Team, Software Development, System Administration, Network Security. Oversees technology and other aspects of the Information Security Program (ISP). Works in conjunction with the Information Security Officer/SVP Chief Risk Officer in managing the ISP, which includes but is not limited to DR/BCP, Vendor Management, Incident Response, cyber security practices and risk mitigation, Privacy, etc. SUPERVISORY FUNCTIONS Leads others to operate at the highest levels of proficiency in all functional areas of the institution. Effectively directs and supervises assigned employees, ensuring optimal performance. Carries out supervisory responsibilities in accordance with Credit Union policies and applicable laws. Hires, develops, evaluates, disciplines, and when necessary, terminates employees. Establishes an environment that promotes teamwork and eliminates barriers to effectively working within the Department and across the Credit Union organizational structure. Regularly schedules and conducts Department meetings to keep employees current on Credit Union goals, promotions, products, services, and activities. Encourages participation and open communication. QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required. Education and Experience Bachelor’s degree in Business Administration or related field. Master’s degree preferred. Minimum fifteen years’ financial services experience in operations and technology oversight roles with at least five years’ experience in an executive role. Executive level knowledge and understanding of Credit Union financial, regulatory, and operational activities. Thorough knowledge of compliance and regulatory requirements associated with finance, credit union, or banking industry desired, in particular federally chartered credit unions. Ability to interpret, use, and apply financial information and financial statements. Demonstrated experience in developing, implementing, and overseeing a strategic, robust payments/digital function in a $1.5B or larger Financial Institution. Demonstrated experience in the oversight of the branch and call center structures in a $1.5B or larger Financial Institution Extensive experience in operations management in a $1.5B or larger financial institution Familiarity with banking software, including regulatory compliance systems, Exceptional leadership, strategic thinking, and communication skills Ability to consistently execute at a high level in critical thinking and ethical decision-making. Ability to evaluate, prioritize, and lead activities according to evaluation of risk commensurate with the CU’s applicable risk appetite. Certificates, Licenses and Registrations Six Sigma or PMP Certification desirable Knowledge and Understanding Board approved policies and Bylaw Credit Union goals, organizational structure, policies, procedures, practices, and systems. All applicable regulations and laws governing credit unions. Credit Union products, services, programs, and promotions. Proficient in Windows 365 including Teams and MS Office, and applicable Credit Union and business software. Supervisory Skills and Abilities Leads by example Consistent ethical behavior and decision making Strong executive level leadership skills, with ability to to act as interim CEO if and as requested by the CH BOD. Develops and encourages cooperation and teamwork among employees. Possesses skills in directing, coaching, motivating, delegating, evaluating, and counseling assigned employees. Knowledge and experience in promoting teamwork and eliminating barriers to effectively working within the Department and across the Credit Union organizational structure. Other Skills and Abilities Operates a variety of office equipment and machines. Ability to travel, attend, and participate in meetings, seminars, and conferences held before and after normal business hours that may require unaccompanied long-distance travel and overnight lodging.
