Job DescriptionOVERVIEW: The Foster Parent Recruiter is responsible for meeting the agency’s demand for qualified foster parent applicants using strategic marketing and recruitment plans. The Foster Parent Recruiter supports and improves foster parent retention through the development and oversight of systems, processes, and events to recruit, strengthen and support the TI foster parent community. The Recruiter provides support and engagement to foster parent applicants throughout the fostering journey. The Foster Parent Recruiter serves as ambassador for the agency’s brand and mission in the community by forming strong, positive relationships with key community members, foster parent applicants, TI foster parents, and colleagues. The Foster Parent Recruiter is empowered to identify potential foster parents who share TI values, and to support and accompany them through the training and approval process. This role will 1) provide outreach, one-on-one meetings, and problem-solving support throughout the journey of becoming an approved foster parent, 2) collaborate with foster parents applicants, Foster Parent Recruiter Trainer, Regional Director and Executive Director to identify, address, and mitigate barriers to foster home approval, as appropriate, and 3) serve as the lead agency liaison for community partnerships that facilitate increased referrals to the home study process and increased visibility of the agency KNOWLEDGE/EDUCATION REQUIREMENTS: A bachelor's degree is required. Minimum one (1) year of experience in marketing, recruitment, customer service, or community outreach and/or child welfare, or foster care is required. Demonstrated, advanced-level proficiency in Microsoft Office Suite is required. Demonstrated ability to safeguard highly confidential clients and foster parent information is also required, along with professional communication, interpersonal skills, outstanding organizational and planning skills. OTHER REQUIREMENTS: A valid driver’s license, and successful completion of pre-employment and background checks, including motor vehicle record check(s). SUPERVISES: None REPORTS TO: Regional Director RESPONSIBILITIES/ACCOUNTABILITIES: • Lead the development and implementation of regional recruitment strategy, in collaboration with the Regional Director and Executive Director., • Responsible for development and publication of regional recruitment calendar; identify, plan, promote, and attend recruitment and retention events., • Promote the values and mission of the agency to diverse communities to enhance recruitment of all types of foster parent resources., • Serve as primary agency liaison between prospective foster parents and the agency, providing immediate initial and ongoing contact and support to build strong, positive relationships, and to shepherd them to the point of application submission and enrollment in the TN KEY curriculum., • Utilize technology to collect Foster Parent Application, signed TI and DCS Releases of Information, Fingerprint cards, and background release forms, and will conduct all fingerprint/background checks for foster parent applicants, including Adam Walsh checks when required. Will complete the Criminal History Checklist for each applicant which reflects all checks and outcomes., • Conduct a DCS CPS check on each applicant prior to acceptance of application/start of TN-KEY training and document using the Criminal History Checklist and applicable DCS forms., • Flag issues/barriers and staff with the Trainer, Regional Director and/or Executive Director, • Track all meetings, phone calls, and communications with foster parents and applicants in a timely manner using an electronic records management system., • Collaborate and communicate frequently and effectively with the Foster Parent Training and Compliance Manager and Regional Director to ensure a timely and efficient approval process for incoming foster parents., • Design, coordinate, order, and inventory of marketing and promotional materials as needed, in collaboration with the Regional Director., • Maintain a work schedule which will include weekend and evening activities and events., • Build strong, positive relationships with potential foster parents and key community partners to support marketing, recruitment, approval, and retention outcomes., • Submit monthly and annual reports regarding progress on recruitment and retention of benchmarks., • Attend and participate in staff team meetings and training., • Answer all phone calls that come into the agency and direct them to the appropriate staff, • Check mailbox for agency mail daily and distribute accordingly via email, • Greet the public that may come into the office or meet with foster parents or prospective families in person in the office as needed., • Other duties as assigned. PHYSICAL REQUIREMENTS: This position has the flexibility of working from home but requires frequent travel to recruitment events and other public spaces, as well as travel to the office to use office equipment as needed to perform job duties. The Foster Parent Recruiter will routinely interact with members of the community – including prospective foster parents and families – and with public and private agency contacts, to facilitate recruitment and marketing objectives and therefore, is regularly required to read, write, type, and interpret text, interpret colors, operate an automobile for travel to events, sit and stand for long periods of time, and walk, talk, hear, reach, bend, and routinely liftup to 30-40 pounds.
