Job DescriptionCompany Description La Rabida Children’s Hospital provides specialized, family-centered health care to children with medically complex conditions, disabilities, and chronic illness. Through expertise, compassion, and advocacy we help children and their families reach their fullest potential, regardless of their ability to pay. Our not-for-profit hospital, licensed for 49 beds, helps transition children from neonatal or pediatric intensive care to home, by providing medical, rehabilitative and developmental care, and by training families to continue treatments and manage the necessary equipment in the home. La Rabida also provides extensive rehabilitation for those recovering from wounds or burns and treatment for exacerbations of chronic conditions. The hospital’s enhanced pediatric patient-centered medical home provides primary care to children with complex medical conditions and their siblings. Children with medical homes elsewhere come to La Rabida for specialty services. La Rabida offers a wide range of specialty services provided to children with sickle cell disease, diabetes, and many others. Children are supported in their emotional and developmental growth, particularly in cases where such growth has been interrupted by accident or disease. Finally, La Rabida provides forensic and treatment services for children exposed to abuse and neglect, comprehensive assessments for youth in care, early intervention for children between 0 and 3 years of age. Care coordination services for medically complex children are also provided for those who are covered by a health plan and receive care from providers in Cook County Job Description The Manager of Clinical Point-of-Care Testing (POCT) and Phlebotomy Services is responsible for the overall direction, coordination, and oversight of all POCT and phlebotomy operations within the organization. This role ensures the delivery of high-quality, efficient, and compliant laboratory services that directly support patient care. The Manager leads both the POCT medical technologist team and the phlebotomy staff, ensuring accurate specimen collection, proper testing protocols, and full adherence to regulatory and accreditation standards. In collaboration with the Laboratory Medical Director (Pathologist), Department Managers, hospital staff, outpatient clinic teams, and designated testing personnel, the Manager ensures the POCT program is effective, compliant, and aligned with organizational goals. • Operational Oversight: Directs daily operations of the POCT program and Phlebotomy Services, ensuring accurate, timely, and safe specimen collection and testing., • Leadership & Supervision: Supervises, trains, and mentors POCT technologists and phlebotomists. Manages hiring, promotion, disciplinary action, and performance evaluations. Develops and oversees training and competency assessment programs for both laboratory and non-laboratory staff performing POCT., • Financial & Resource Management: Develops and manages departmental budgets, staffing models, and operational expenses. Supports compliance with billing and revenue requirements related to testing and specimen collection., • Regulatory Compliance: Develops, implements, and maintains policies and procedures in alignment with regulatory and accreditation standards (e.g., The Joint Commission, CAP, CLIA). Ensures compliance with quality control programs, proficiency testing, IQCP requirements, and ongoing monitoring of test performance., • Quality & Continuous Improvement: Monitors key performance indicators for POCT and phlebotomy services. Conducts bi-monthly program reviews, audits, and quality assessments; initiates corrective action plans in response to deficiencies, safety events, or quality control failures., • Clinical Collaboration: Partners with inpatient, outpatient, and emergency department leadership, as well as IT, biomedical engineering, revenue integrity, and laboratory leadership, optimizing POCT and phlebotomy workflows., • Education & Competency: Provides education for new staff on POCT methods, monitors ongoing staff competencies, and develops training modules for new technologies and methodologies. Oversees Provider Performed Microscopy (PPM) documentation and annual competency assessments., • Program Development & Innovation: Assists in the selection, implementation, and validation of new testing methodologies. Monitors industry trends, new technologies, and best practices in POCT and phlebotomy, applying them to strengthen program performance., • Patient Experience: Develops patient-centered collection protocols and responds to patient and family concerns to ensure positive experiences with specimen collection., • Reporting & Documentation: Reviews and monitors quality control logs, patient logs, lot numbers, expiration dates, shipment data, and operator performance. Provides regular reports to the Laboratory Medical Director on POCT program performance and compliance.Qualifications, • Minimum of a bachelor’s degree, or masters preferred in biological, chemical, or medical laboratory science., • ASCP certification (MT/MLS, PBT, or equivalent) required., • POCT certification (e.g., AACC CPOCT) preferred., • Current certification in phlebotomy preferred., • Three years minimum clinical laboratory management, supervisory, or lead experience., • Demonstrated experience managing POCT programs and phlebotomy services in hospital or healthcare settings., • Strong background in regulatory compliance (TJC, CAP, CLIA) and quality improvement processes., • In-depth knowledge of POCT methodologies, laboratory operations, and phlebotomy best practices., • Excellent leadership, coaching, and team development skills., • Strong financial and operational management capabilities, including budgeting and resource planning., • Exceptional communication and collaboration skills across multidisciplinary teams., • Ability to develop policies, ensure compliance, and drive continuous improvement initiatives., • Commitment to patient-centered care and service excellence.
