Job Description Project Manager – Federal Construction Location: Fort Hood, TX Job Summary The Federal Project Manager (PM) is responsible for planning, coordinating, executing, and delivering federal construction projects in full compliance with contract requirements, government regulations, and agency-specific standards. The PM serves as the primary point of contact with the client (e.g., USACE, NAVFAC, VA, GSA) and ensures the project is delivered on schedule, within budget, and in accordance with all federal specifications, safety requirements, and quality control procedures. The PM provides leadership to the project team, manages subcontractors, oversees documentation and reporting, and ensures strict adherence to federal acquisition regulations and project controls. Primary Duties • Interpret and manage federal contract requirements, including FAR/DFARS clauses, agency-specific specifications, and contract deliverables., • Ensure all project documentation meets federal standards, including submittals, RFIs, daily reports, schedules, QC documentation, and closeout packages., • Lead preconstruction meetings, preparatory meetings, and initial phase meetings in accordance with USACE/NAVFAC Three-Phase QC requirements., • Administer and enforce the project’s Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs)., • Ensure compliance with EM 385-1-1, OSHA, and all agency-specific safety protocols., • Conduct site safety walks, participate in safety audits, and ensure subcontractor compliance with federal safety requirements., • Oversee project-specific QA/QC processes to ensure compliance with federal specifications and contract requirements., • Coordinate with the project’s SSHO and QC Manager to ensure proper documentation, testing, inspections, and deficiency resolution., • Participate in QC meetings, commissioning activities, and government inspections., • Ensure superintendents and subcontractors have the labor, materials, and equipment required to meet schedule milestones., • Manage subcontractor performance, scope adherence, and compliance with federal reporting requirements., • Conduct regular site walks to verify safety, cleanliness, and compliance with contract standards., • Develop and maintain project schedules using Primavera P6 or MS Project in accordance with federal scheduling specifications., • Track progress against the baseline schedule and develop recovery plans when necessary., • Prepare and submit daily reports, weekly updates, monthly progress reports, and other required government documentation., • Represent the project team in meetings with federal contracting officers, CORs, government inspectors, and other stakeholders., • Communicate project progress, risks, and mitigation strategies clearly and professionally., • Maintain strong relationships with government representatives while protecting the company’s contractual interests., • Manage project budgets, cost controls, cash flow, and forecasting., • Review and negotiate subcontractor agreements, change orders, and claims in accordance with federal contract requirements., • Oversee project permitting, logistics planning, and coordination with base or facility operations., • Lead the closeout process, ensuring timely submission of O&M manuals, as-builts, warranties, commissioning documentation, and government-required turnover packages., • Bachelor’s degree in Construction Management, Engineering, or related field preferred; equivalent experience considered., • Minimum 5 years of construction management (GC) experience, with at least 3 years on federal or military construction projects (USACE, NAVFAC, VA, GSA, DHS, etc.)., • Experience managing projects or trade packages valued at $100M+., • Strong understanding of federal construction processes, including submittals, QC plans, safety plans, commissioning, and closeout., • PMP certification preferred; USACE/NAVFAC QC Manager certification a plus., • Proficiency in Primavera P6, MS Project, Excel, Word, and other project management tools., • Demonstrated ability to lead multidisciplinary teams and coordinate with government officials., • Strong negotiation and contract management skills, particularly with FAR/DFARS requirements., • Experience with cost reporting, earned value management, cash flow, and schedule integration., • Knowledge of federal insurance programs (e.g., SDI, OCIP, CCIP) and government bonding requirements., • Ability to interpret General Conditions, fee structures, burn rates, and federal Physical Demands/Essential Job Functions: This job description reflects an assignment of essential functions; it does not prescribe or restrict the tasks that may be assigned.
