Job Description:\n\nDescription: Open: 09/25/2025 Close: 10/10/2025 POSITION DESCRIPTION POSITION: CHIEF OPERATIONS OFFICER RESPONSIBLE TO: Deputy Chief Executive Officer SALARY: Step Range: 43 ($101,135) - 62 ($177,341); Full Benefits CLASSIFICATION: Professional/Management, Regular, Full-Time LOCATION: Klamath Tribal Health & Family Services 3949 South 6th Street Klamath Falls, Oregon BACKGROUND: Comprehensive POSITION OBJECTIVES The Chief Operations Officer (COO) is responsible for the overall effectiveness and efficiency of operations of Klamath Tribal Health and Family Services by aligning resources, streamlining processes, and fostering a culture of accountability and continuous improvement. Committed to advancing organizational performance in partnership with Tribal leadership, clinical teams, and community stakeholders, while upholding tribal sovereignty, culturally responsive care, and long-term sustainability. The COO assists the CEO and Deputy CEO in providing overall administration of Klamath Tribal Health & Family Services’ programs, with specific assigned areas of responsibility. The COO performs a wide variety of complex management and administrative functions and duties under the direction of the Deputy CEO. Primary responsibilities include providing oversight of assigned departments including the Facilities/Security Department, Community Transportation Department, Administration Department, Clinic Operations, Human Resources, IST Department and Communications, Summer Youth Employment Program /College Intern Program, and coordination of special projects as assigned by the Deputy CEO. The core position objective is the responsibility for KTHFS Communications, Strategic Planning, and Administrative Operations. MAJOR DUTIES AND RESPONSIBILITIESProvide direct supervision to the Facilities/Security Director, Clinical Operations Director, HR Director, IST Director, Communication Manager, Community Transportation Program Manager, Receptionist, Administrative Assistant, and Tribal Summer Youth Employment and College Intern Programs (SYEP/CIP).Responsible for planning, evaluating, and ensuring the overall operational effectiveness of KTHFS. In partnership with the CEO and Deputy CEO, the COO will develop recommendations for short and long-term program objectives. Implement strategies and meet the objectives of the Tribal Council-adopted Strategic Plan, including needs assessments, community focus groups, annual Operating Work Plans, and Strategic Plan presentations to staff and Tribal Council. The COO is responsible for supervising KTHFS Communications with the CM including, but not limited to, Public Relations, social media, Patient Communications (Quarterly Newsletter, Annual Report, Press Releases and Advertising of KTHFS Programs). Implement and supervise an annual Communications Strategy based on Department and Patient needs. Coordinate with the Klamath Tribes Communications Team regarding articles and podcast interviews. Provide oversight and supervision of assigned Klamath Tribal Health & Family Service departments and/or programs to ensure they are developing appropriate work plans and carrying out assigned tasks, complying with relevant contract provisions, regulations and laws; and following the policy and long-term planning directives of the Tribal Council. Achieve compliance with applicable regulatory requirements. Responsible for the review, of all organizational agreements, including contracts, grants, budgets and scope under Indian health Service agreements, and Memoranda of Understanding/Agreement (MOU/MOA). Ensures alignment with tribal priorities, regulatory compliance, and fiscal accountability. Collaborate with legal counsel, officers, directors and managers and tribal leadership to safeguard tribal interests and support of delivery of comprehensive health services. Maintains tracking systems to monitor timelines, deliverables, and renewal cycles. Assist with development, for the purpose of day-to-day administration, of specific department operating policies, procedures in accordance with the Personnel Policies & Procedures of The Klamath Tribes. Implement staff development activities and training for programs under COO oversight.Participate in KTHFS annual Administration operation budget development and finalization; responsible for working with direct reports to create their individual department operating budgets. Be familiar with program budgets development, implementation and reporting, and assist with ensuring funding is utilized in an efficient and cost-effective manner, providing the best services possible.Responsible for disseminating programmatic information to appropriate departments. a. Prepare KTHFS’ Annual Report for presentation to the Klamath Tribes General Council. b.Respond to and resolve questions, inquiries, and complaints from patients with CEO and Deputy CEO and QA/QI team. c.Responsible for reviewing and approving all KTHFS events and/or informational media, prior to release to the public. 10.Maintain a professional demeanor. Practice and promote an approach that ensures open communication and accountability throughout the workplace. Create a spirit of teamwork that is the basis for employees’ individual and group efforts. Champion and set an example for ethical, professional behavior in the workplace. Adhere to and promote KTHFS customer service standards. 11.Attend required meetings and hoc groups, as assigned by the CEO and Deputy CEO. 12.Ensure compliance with legal requirements including, but not limited to, patient confidentiality and risk management, compliance with the Privacy Act procedures, HIPAA, Federal, Tribal, and applicable laws and regulations. Coordinate with contracted legal counsel as directed by the CEO and Deputy CEO. 13.The incumbent will be called upon to accomplish special tasks within their scope of work, including but not limited to the following: a.Provide a written comprehensive monthly activity report as requested. b.Attend meetings and committees and assist with the management of clinic operations and address staff concerns as needed. 14.When CEO or Deputy CEO is not available, keep the Tribal Council, Program Directors and Management Team updated on the status of Tribal projects, programs, and any issues, concerns, and accomplishments of Tribal staff. 15.When CEO or Deputy CEO is not available, supervise the business affairs of the facility to ensure that funds are collected and expended to the best possible advantage. 16.When assigned by the CEO or Deputy CEO encourage KTHFS and Klamath Tribal Administration programs to coordinate through effective communication and cooperation on joint projects and/or program service delivery. 17.Like all employees of the Klamath Tribes, the incumbent will be called upon to accomplish other tasks that may not be directly related to this position, but are integral to the Klamath Tribes’ broader functions, including but not limited to, assisting during Tribal sponsored cultural, traditional, or community events that enable the successful operation of programs and practices of The Klamath Tribes as aligned with The Klamath Tribes’ Mission Statement. Some of these tasks may be scheduled outside of regular work hours, if necessary. SUPERVISORY CONTROLS All regular duties are performed with supervision from the Deputy CEO) who defines and establishes program objectives and specifies the resources available. Work is assigned in terms of functional, organizational or departmental objectives. The Deputy CEO will advise on unusual situations that do not have clear set precedent or when clarification or interpretation of policy is in question. Employees work independently toward established objectives; resolves issues based on past precedents; exercises judgment in interpreting guidelines and applicability; and ensures deadlines are met. Duties are performed using sound judgment and comprehensive understanding of the operational environment of the position. KNOWLEDGE, SKILLS, ABILITIES Knowledge of or ability to learn Klamath Tribal Health & Family Services’ (KTHFS) mission, organizational structure, function of each department and the requirements of health care delivery systems in order to develop and implement goals, plans and policies require working knowledge of all current programs and activities as well as an understanding of related policies and regulations. Deep understanding of Indian Health Service including 638 contracts, compacts, PRC, and federal funding mechanisms. Familiarity with tribal sovereignty, self-determination policies, and role of tribal government in health care delivery. Understanding of tribal, federal, and state health regulations, including HIPAA, CMS, HRSA and accreditation standards. Financial knowledge related to health care budgeting revenue cycle, and third-party billing. Awareness of workforce challenges and solutions in rural/tribal communities, including recruitment, retention, and Indian preference policies. Knowledge and skills sufficient to perform required tasks and follow specific procedures in accordance with established policy, practice and priorities of KTHFS. This includes the ability to plan and organize work using one’s own initiative, make decisions based on experience, and to seek additional information and assistance from other sources as necessary. Executive and strategic planning across complex health programs. Financial acumen with budget development, fiscal monitoring, and cost control. Ability to assess and improve operational workflows, including use of health IT/EHR systems. Strong communication and interpersonal skills include the ability to collaborate with Tribal Council, IHS, boards, communities, and Tribal members. Data-informed decision-making using health metrics, performance indicators, and quality improvement tools. Skilled in human resources management, including policy development, SOPs, conflict resolutions, and performance evaluation. Ability to work with internal and external managerial and technical staff using strong analytical skills to make informed decisions. Must be able to meet with a variety of individuals in a professional manner using tact, diplomacy, and mature judgment. Ability to provide directions and supervise staff; knowledge of workload, staffing requirements. Ability to provide technical direction and coordination in a variety of areas including personnel, procurement procedures, information services, and record management. Ability to establish and maintain effective interpersonal relationships with supervisors, co-workers and the general public. Lead and inspire multidisciplinary teams with cultural humility and emotional intelligence. Implement strategic initiatives that align with tribal values and community priorities. Navigate political and intergovernmental relations while maintaining operational focus. Ensure compliance with federal, Tribal and state laws governing health care operations. Must be able to express him/her-self in a clear concise manner for the purpose of correspondence, reports, making presentations, providing instructions and for obtaining information or conveying messages. Knowledge of fiscal management, personnel, property, supply, and facilities management. Must have an understanding of the needs and difficulties of administering public programs. Ability to work under stressful conditions with high volume workloads. Ability to balance program needs and administrative requirements in the successful completion of organizational goals. Ability to interpret complex regulations, laws, policies and procedures. Experience with compiling data and developing reports. Must have excellent computer skills including but not limited to, Microsoft Windows, e-mail, etc. Ability to maintain strict confidentiality of medical records and adhere to the standards for health record-keeping, HIPAA and Privacy Act requirements. QUALIFICATIONS, EXPERIENCE, EDUCATION Minimum Qualifications: Failure to comply with minimum position requirements may result in termination of employment.REQUIRED to have a bachelor’s degree in health/business administration or related field; (Must submit a copy of degree or transcripts with application) with three (3) years’ experience OR equivalent combination of education and experience.REQUIRED to submit to a background and character investigation, as per Tribal policy. Following hire must immediately report to Human Resource any citation, arrest, conviction for a misdemeanor or felony crime. REQUIRED to submit to TB skin testing (as needed) and adhere to KTHFS staff immunization policy in accordance with the Centers for Disease Control immunization recommendations for healthcare workers. REQUIRED to accept the responsibility of a Mandatory Reporter in accordance with the Klamath Tribes Juvenile Ordinance Title 2, Chapter 15.64 and General Council Resolution #2005- 003, all Tribal staff are considered mandatory reporters.
