Job Description PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. Job Purpose As the Procurement Manager, you lead a centralized function that governs the data, systems, and processes within the Procurement performance across the enterprise. You are a strategic leader responsible for developing, implementing, and managing procurement strategies for all materials, equipment, and services needed for the refinery's operation and expansion projects. The role will lead a team and collaborate closely with various departments to optimize costs, ensure timely delivery of goods and services, mitigate risks, and contribute to the refinery's overall efficiency and profitability. This role requires a blend of business acumen, negotiation skills, and a strong understanding of the refinery and oil and gas industry supply chain dynamics. Reporting to the Manager of Supply Chain, your scope includes end-to-end ownership of Procure-to-Pay (P2P) operations, master data governance, procurement system integration, process standardization, and development of the Procurement Data Systems & Processes team. You support the Procurement, Commercial Contracts, Warehouse & Logistics, and Demand Plannings teams by standardizing processes, improving data and systems, and ensuring operational continuity. Your role connects people, data, systems, and continuous improvement to deliver measurable value, mitigate risk, and enable operational excellence across the supply chain. Accountabilities & Responsibilities: To thrive/succeed as the Procurement Manager (DSP), you should have: • Proven ability to develop and execute P2P operations, process improvement, and contract compliance initiatives, • Strong problem-solving skills with the ability to navigate ambiguity, identify root causes, and drive timely resolution across cross-functional teams · Compliance & Risk Management: Ensure procurement activities comply with policies and regulations, partner with Legal and Risk teams, verify vendor documentation, and coordinate audits. · Team Leadership & Development: Supervise and mentor the procurement team, manage delegation of authority and approval workflows, and foster a collaborative environment. · Cost Control & Efficiency: Lead cost reduction and risk mitigation initiatives, perform spend analysis, and identify process improvements. • Project management experience with system implementations and process improvements, • Demonstrated ability to balance short-term operational execution with long-term strategic vision for supply chain digital maturity and transformation, • Advanced analytical skills in Excel, Power BI; SQL or automation experience is a plus, • Excellent communication and stakeholder engagement skills, including training and change enablement Your responsibilities as the Procurement DSP Manager will include: Leadership & Team Development • Build, lead, and mentor a Procurement DSP team with expertise in P2P process support, data governance, and digital systems, • Establish clear goals, performance metrics, and development plans to grow team capability End-to-End P2P Ownership -Lead and develop a team of Requisition Technicians, Buyers, Master Data and Commercial Excellence on daily execution, issue resolution, and frontline support -Drive operational excellence through thorough understanding of all related systems through previous project management experience or hands-on guidance, metric visibility, and escalation management Digital Systems & Integration • Manage procurement system architecture, workflows, and user roles in partnership with IT Master Data & Reporting Governance • Own governance for supplier, material, contract, and organizational master data across platforms, • Deliver and maintain dashboards, KPIs, and audit trail reports to enhance visibility and decision-making, • Proactively address data quality issues and ensure audit readiness Process Standardization & Compliance • Develop and document procurement processes, policies, and SOPs in alignment with internal controls, • Lead contract compliance audits and drive closure of findings to strengthen sourcing and execution controls, • Embed preventive measures into digital workflows to reduce risk and ensure alignment with governance Training, Change Management & Enablement • Design and deliver training programs to onboard users, build procurement capability, and support technology adoption, • Lead change management efforts to promote process discipline and increase system utilization, • Foster cross-functional partnerships with Finance, IT, Warehouse & Logistics, Contracts & Procurement, and Business Development to drive alignment, system efficiencies, and operational performance. Key qualifications: · Proven leadership experience in procurement within the oil and gas industry, preferably with refinery experience. · Strong negotiation and contract management skills. · Proficiency in ERP systems and procurement software. · Excellent communication, interpersonal, and leadership skills. · Strong analytical and problem-solving abilities. · Ability to manage multiple tasks and meet deadlines. · Familiarity with industry standards and regulations is a plus. Preferred qualifications · Master's degree in a related field. · Relevant certifications (CPM, CPSM, SAP, Coupa, etc.) Experience requirements: · Bachelor's Degree in a related field or equivalent work experience. · Minimum of 7 years of relevant experience.
