This role is responsible for leading Infrastructure Engineering, DevOps/Platforms, and Systems Administration teams with a direct impact on the availability, reliability, scalability, security, and delivery velocity of Collette’s technology ecosystem. The ideal candidate is equally comfortable rolling up their sleeves to advance technical initiatives and leading multiple teams through modernization, standardization, and operational excellence. This role will be instrumental in building out scalable platforms that empower engineering teams while ensuring resilient, secure, and well operated systems across the enterprise. Primary Functions: • Lead, mentor, and inspire cross‑functional teams spanning Infrastructure Engineering, Developer Operations, Developer Platform, Testing and Systems Administration, • Build and grow high‑performing teams through recruiting, coaching, career development, and clear accountability, • Define and own the foundational infrastructure, platform, and operational technology stack that supports application development and enterprise systems, • Champion DevOps, Hybrid Cloud Infrastructure, and Platform Engineering best practices across the organization, • Design, build, and operate scalable hybrid cloud infrastructure, CI/CD pipelines, and developer platforms to improve developer productivity and reduce lead times, • Design, integrate, and maintain automated test frameworks to support scalable, reliable software testing across development and deployment pipelines., • Establish and enforce strong operational, security, and reliability standards including monitoring, alerting, incident response, and change management, • Partner closely with software engineering, architecture, security, and product teams to improve system reliability, observability, performance, and cost efficiency, • Oversee systems administration and enterprise services ensuring stability, availability, and modernization of core platforms, • Bachelor’s degree in Computer Science, Engineering, or a related field (or equivalent experience), • 10+ years of relevant experience across Infrastructure Engineering, DevOps, SRE, Platform Engineering, Technology Operations or Systems Administration., • Proven people leader with 5+ years of management experience, including hiring, mentoring, coaching, and developing high-performing teams, • Strong hands‑on experience with Microsoft Azure, including Virtual Machines, Blob Storage, Azure SQL Database, App Services, and cloud modernization initiatives with a demonstrated focus on large-scale platform modernization and migration initiatives, • Experience with containerization and orchestration technologies such as Kubernetes and Docker and operating production workloads at scale, • Proficiency with Infrastructure as Code (IaC) tools such as Terraform, Pulumi, Helm, or similar enabling repeatable, secure, and automated environments, • Experience designing and operating distributed systems and shared developer platforms at scale, • Demonstrated knowledge of automated software testing using tools and platforms with integration into CI/CD pipelines and execution across containers and cloud platforms, as well as cross-browser/device testing services., • Hands-on experience leveraging Datadog for observability, automation, and secure engineering practices including metrics, logs, traces, alerting, and integrating operational and security insights into development and deployment workflows, • Strong understanding of operational excellence, reliability engineering, automation, and security including automated testing, secure coding practices, dependency management, and shifting security left within the software lifecycle, • Strategic thinker with the ability to balance long-term architectural vision with pragmatic execution, thriving in fast-paced, evolving environments, • Excellent communication and collaboration skills, with the ability to explain complex technical concepts to non‑technical stakeholders Compensation & Benefits We believe in taking care of our team—inside and outside of work. Reports To: Senior Director of Operations Employment Type Full-Time; Exempt Location: Rhode Island (Office with regular on-site presence at housing properties) Responsibilities • Capital Project Delivery (Owner’s Representative), • Serve as Owner’s Representative for capital rehab projects (e.g., Willow Cottage)., • Define scopes of work (SOW), budgets, schedules, and quality standards., • Vet, procure, and manage general contractors and key vendors., • Monitor construction progress and verify completed work prior to invoice approval., • Manage change orders, timelines, and budget risks., • Ensure rehab outcomes are trauma-informed, safe, and appropriate for residents., • Asset & Portfolio Management, • Conduct portfolio-wide property condition assessments., • Develop and maintain a Capital Needs Assessment (CNA) covering a 10–15 year horizon., • Create a replacement reserve strategy aligned with lifecycle planning., • Establish preventative maintenance frameworks in coordination with Facilities., • Monitor deferred maintenance risk, compliance exposure, and asset performance., • Support decisions related to reinvestment, major rehab, repositioning, or decommissioning., • Compliance, Permitting & Inspections, • Serve as the primary owner for all permit-required work, including coordination with municipal departments (Building Department, Fire Marshal, electrical/plumbing/HVAC inspectors)., • Manage and track all capital and permit-related inspections, including CO/TCO approvals tied to rehab or capital projects., • Maintain organized records of permits, inspection reports, approvals, and compliance documentation., • Coordinate closely with the Facilities Foreman to ensure clear separation between daily operations / non-permit work and capital or permit-required work., • Support long-term compliance planning as part of overall asset and portfolio strategy., • Development & Acquisition Feasibility (Development-Adjacent), • Perform site walks and provide rough-order-of-magnitude (ROM) rehab cost estimates., • Conduct pre-development feasibility and financial analysis., • Build or contribute to pro-formas evaluating long-term sustainability., • Support leadership with data-driven recommendations on potential opportunities., • Track and monitor the housing and development environment, elevating relevant trends or signals to leadership to support future housing and portfolio strategy., • Funding & Financial Coordination, • Align capital planning with funding and grant opportunities., • Support identification and pursuit of capital and rehab funding in coordination with Grants leadership., • Ensure funding requests are grounded in CNA findings and documented asset priorities., • Translate technical asset data into leadership- and board-ready materials., • Cross-Functional Collaboration, • Partner closely with Operations, Facilities, Property Management, Finance, and Grants., • Coordinate with architects, engineers, consultants, municipal partners, and regulators., • Strengthen internal systems for asset tracking, capital planning, and compliance oversight.
