FIFTH SPACE is hiring a motivated, detail-oriented Project Controls Manager to support development and construction of a life science/clinical building at our flagship San Francisco megaproject, Power Station. The 300,000-square foot life science/clinical building will be built-to-suit for the University of California, San Francisco (UCSF), and is expected to remain under development and construction for the next 4 years. It is nestled among other large projects that are collectively transforming the city’s eastern waterfront. At Power Station, we are creating a vibrant, urban ecosystem with 5.4M square feet of new residential, office, life science, and thoughtfully curated retail space, all interspersed with 7 acres of green parks and open space. Position Summary The Project Controls Manager serves as the developer’s lead authority for cost, schedule, risk, and performance reporting for Block 2 at Power Station. This role is responsible for ensuring the project remains aligned with the approved budget, baseline schedule, and contractual obligations under the Development Agreement, LDDA, and project delivery contracts. Working closely with the Project Executive and Senior Project Manager, the Project Controls Manager establishes and manages the project’s cost control, schedule control, change management, forecasting, and risk management systems. The role ensures the project team and leadership receive accurate, timely information necessary to make strategic decisions and maintain developer protection. This position plays a critical role in anticipating financial and schedule risks before they impact project outcomes, supporting disciplined procurement, change management, and contingency governance. Key Responsibilities Cost Management & Forecasting • Maintain the project master budget, commitment log, contingency log, cashflow, and Estimate at Completion forecast., • Ensure all project expenditures, commitments, and exposures are accurately reflected in the project controls system (Northspyre)., • Monitor contingency utilization and provide recommendations regarding contingency allocation and preservation., • Produce monthly cost forecasts and variance analysis relative to the approved development budget. Schedule Management & Analysis • Review, analyze, and challenge contractor schedules using Primavera P6 in coordination with the scheduling consultant., • Maintain the integrated master schedule, incorporating GC schedules, procurement milestones, design deliverables, and owner obligations., • Perform schedule risk assessments and prepare scenario and recovery analyses when schedule deviations occur., • Monitor schedule impacts of change orders and evaluate potential delay claims. Change Management & Commercial Controls • Manage and maintain the project change order log and track all change requests through approval., • Review contractor change order requests to evaluate cost reasonableness, schedule impacts, and contractual entitlement., • Support the Project Executive and Senior Project Manager in negotiating and resolving major changes., • Ensure all changes are properly documented in accordance with project procedures and contractual requirements. Risk Management • Maintain and update the project's "Top-10 Icebergs" risk register, identifying potential cost, schedule, or operational impacts., • Coordinate monthly risk review meetings and update mitigation strategies with project leadership., • Quantify risk exposure where possible and incorporate risk into forecast projections. Reporting & Governance • Lead preparation of the monthly project controls report, including cost and contingency status, schedule performance, procurement status, risk register updates, change order tracking, and forecast completion costs., • Lead monthly job cost meetings with the project leadership team., • Provide data and analysis to support executive reporting to investors, UCSF stakeholders, and development partners. Payment Applications & Project Finance • Review and manage contractor Applications for Payment and verify alignment with project progress and approved values., • Coordinate with accounting and the development team in preparing Owner draw requests and lender reporting packages., • Ensure compliance with financial reporting obligations under project financing structures. Compliance & Contract Requirements • Monitor adherence to key project requirements including: PLA (Project Labor Agreement), MMRP (Mitigation Monitoring and Reporting Program), and LDDA and Development Agreement requirements, project contractual obligations., • Ensure reporting obligations tied to regulatory compliance and public-private partnership agreements are met. Qualifications Experience • Bachelor’s degree in Construction Management, Engineering, Finance, or related field., • Minimum 10–15 years of experience in construction project controls, with at least 5 years on large complex projects., • Experience on life sciences, healthcare, or highly technical facilities strongly preferred., • Experience with projects exceeding $300M construction value preferred. Technical Skills • Advanced experience with Primavera P6 scheduling., • Strong knowledge of cost control systems and financial forecasting., • Proficiency in project management software and reporting tools., • Strong analytical and financial modeling skills. Professional Attributes • Strong commercial awareness and ability to identify financial risk., • Exceptional communication and reporting skills., • Ability to synthesize complex project data into actionable insights for leadership. Location FIFTH SPACE’s office, currently on-site at Power Station (1201 Illinois Street). In-person work is required every business day for this role. Lunch is served on Mondays and Thursdays (at minimum). Thoughtfully curated snacks and drinks are always available. Occasional travel may be required. Compensation & Title Compensation and title are based on experience. Annual base salary range of $175,000 to $225,000, plus performance bonus and LTI targets.
