Job Description Characteristics of Work The Personnel Specialist is responsible for implementing the areas of recruitment and selection and staff training activities. The incumbent performs a variety of personnel function duties, including interviewing non-management staff, advising supervisors on the application of policy, assisting in the investigation of grievances or complaints, and preparing a variety of reports under the direction of the Personnel Director. Essential Functions These essential functions include but are not limited to, the following. Additional essential functions may be identified and included by the Agency. Provides input into the development (and revisions) of the Personnel Policies and Procedures Manual and assists in the distribution to all Agency staff. Plans training sessions based on input from program directors for staff on an as-needed basis. Works with the Agency's program staff to develop and implement career development and training activities and programs for staff. Recruits volunteers and in-kind contributions. Prepares and submits reports promptly. Prepares monthly personnel and training status reports for Project Head Start. Provides the Personnel/Staff Development Director with data necessary to complete the division's monthly report. Provides the Personnel/Staff Development Director with the input for inclusion in monthly Agency meetings (ACTion Team, etc.). Prepares memoranda and other materials when needed. Serves on committees and boards and works in partnership with organizations associated with human resource management and the provision of services to children and families. Schedules and participates in employment interviews for non-management staff. Develops recommendation packs for prospective employees. Prepares Agency's Personnel Action Forms (PAFs) for staff when employment status changes occur. Secures commitments and negotiates contracts and/or agreements for training in accordance with the Agency's program and fiscal guidelines, subject to the approval of the Personnel Director. Attends workshops, conferences, and training sessions. Attends and participates in staff meetings and other Agency programs and activities. Complete advertisements for all Agency employment vacancies (i.e. WIN Job Center, newspapers, centers, colleges/universities, etc.). Disseminates job descriptions and staff performance evaluation instruments as scheduled. Conducts child abuse central registry checks on qualified applicants in accordance with state, federal, and Agency regulations and guidelines. Conducts criminal background checks on qualified applicants in accordance with state, federal, and Agency regulations and guidelines. Handles workers' compensation claims. Handles requests for FMLA leave permitted under the Family Medical Leave Act. Completes tuition and book requests for educational assistance with the following local institutions of higher learning: Jackson State University, Tougaloo College, Mississippi College, and Hinds Community College. Inputs training data into the COPA system on Head Start personnel. Develops and disseminates travel/training packets for staff traveling out of the area. Handles registration requests for staff to attend conferences and training. Makes airline, hotel, and rental car reservations and handles other conference travel details for staff. Additional Responsibilities Performs other duties and assignments as directed by management. Qualifications A Bachelor’s Degree from an accredited four-year college or university in Personnel Management, Business Administration, Political Science, Public Administration, or Human Resources, and three (3) years of experience in Personnel Management. Must be knowledgeable of labor law and training programs. Essential Functions These essential functions include but are not limited to, the following. Additional essential functions may be identified and included by the Agency. Cleans building floors by sweeping, mopping, scrubbing, and/or vacuuming, as required. Gathers and empties trash. Service, clean, and supply restrooms on a continuous basis each day. Follows procedures for the use of chemical cleaners and power equipment to prevent damage to floors and fixtures, taking care to store and lock cleaning materials out of the reach/access of children. Monitors building security and safety by performing such tasks as locking doors after operating hours and checking electrical appliance use to ensure that hazards are not created. Moves furniture, equipment, and supplies manually or by using a hand truck, dolly, or maintenance cart. Notifies the Center Administrator concerning the need for major repairs. Spreads ice melt on stairs, ramps, porches, and sidewalks, as warranted. Sets up for meetings and functions. Cleans and polishes furniture, fixtures, mirrors, and windows. Dusts furniture, walls, and equipment. Strips, seals, finishes, and polishes floors. Mixes chemicals for cleaning. Makes minor repairs (changing bulbs, switch plates, outlet covers, tightening screws, toilet seats, and minor plumbing repairs). Planning and Organizing Stores garbage, trash, and other items for disposal in accordance with proper sanitation procedures. Requests janitorial supplies. Implementing Activities Inspects buildings and grounds for unsafe conditions. Removes hazardous debris from center grounds on a daily basis. Cleans floors, bathrooms, and classrooms daily in accordance with proper cleaning procedures. Performs cleaning tasks such as dusting and washing windows and walls on a regular basis. Recording, Keeping, and Reporting Maintains an inventory of adequate janitorial supplies and keeps classrooms and bathrooms properly supplied. Communicating and Guiding Performs minor replacements and repairs to fixtures and furnishing in accordance with the work plan., including replacing light bulbs, as needed. Training and Supporting Participates in staff meetings, parent meetings, training sessions, workshops, conferences, and parent activities. Recruit volunteers and in-kind contributions. Recruit children for enrollment in Head Start. Additional Responsibilities Performs other duties and assignments as directed by management. Qualifications High School Diploma or GED equivalent; two (2) years experience in custodial services Ability to communicate effectively.
