Role Purpose The Codes & Permitting Manager is accountable for ensuring all codes and permitting requirements are compliant, predictable, and aligned with installation standards across all programs and jurisdictions. This role exists to eliminate preventable delays, rework, and cost overruns caused by code interpretation errors or permitting gaps, while increasing PM confidence and enabling smoother, faster field execution. The Codes & Permitting Manager transforms regulatory complexity into clear standards, repeatable processes, and reliable turnaround times that support scale across North America. Direct Reports • Codes Specialist Primary Scope of Accountability • Accuracy and consistency of code interpretation and permitting inputs, • Predictability of permitting timelines and outcomes, • Reduction of installation delays tied to code or permitting issues, • PM enablement related to codes and permitting fundamentals Core Responsibilities Code Governance & Interpretation * • Own and govern interpretation of applicable codes and standards, • Ensure code requirements are clearly understood and consistently applied, • Identify code conflicts or jurisdictional nuances early, • Reduce ambiguity in how code requirements impact scope and execution Permitting Strategy & Execution * • Maintain and continuously improve:, • Permitting SOPs, • City, municipal, and jurisdictional requirements, • Oversee permit submission, tracking, and approval processes, • Reduce permit rejections and resubmissions through standardization, • Establish predictable timelines and expectations for PMs and customers Regulatory Risk Identification * • Identify regulatory risks based on:, • Code conflicts, • Jurisdictional constraints, • Provide early guidance to Project Solutions and Technical Drawings, • Ensure regulatory risks are addressed after field execution PM Training & Enablement * • Train PMs on:, • Permitting fundamentals, • How code requirements impact scope, cost, and schedule, • Support PM Technical Onboarding curriculum, • Reduce PM dependency on ad hoc permitting escalations Cross-Functional Alignment * • Partner with Tech & Design to ensure:, • Installation drawings reflect code realities, • Permitting assumptions are technically sound, • Collaborate with Project Solutions to:, • Improve Installer Toolkit content, • Translate code-related failures into prevention standards, • Provide feedback loops to Field Services on jurisdiction-driven regulatory risks Knowledge Systems & Continuous Improvement * • Build and maintain a centralized library of:, • Standardized codes, • Permitting requirements, • Begin exploring AI-supported use cases for:, • Jurisdictional code lookups, • Permit tracking and risk identification, • Drive consistency without creating bottlenecks or bureaucracy Year 1 Strategic Priorities • Reduce permitting rejections and resubmissions, • Improve predictability of permit timelines by jurisdiction, • Strengthen code interpretation consistency across programs, • Support PM onboarding and technical training, • Provide strong regulatory inputs into the Installer Toolkit Key Performance Indicators (KPIs) KPIs measure both individual effectiveness and overall Codes & Permitting function performance. Speed & Predictability * • Average time from permit submission to approval (by jurisdiction), • Variance between estimated vs. actual permit timelines Accuracy & Quality * • Permit rejection rate, • Installation delays or cost overruns attributable to code or permitting issues, • PM competency score on permitting standards, • Completion and usage of standardized codes & permitting library, • Project Solutions Manager, • Project Solutions Specialist, • Technical Drawings, • Field Services, • Supplier Network (as required for scope clarity) Success Profile A successful Codes & Permitting Manager: • Prevents regulatory problems instead of reacting to them, • Translates code complexity into operational clarity, • Builds trust with PMs through predictability and accuracy, • Reduces noise, delays, and rework caused by permitting issues, • Enables faster, smoother installations without increasing regulatory risk, • Strengthens Pattison ID’s reputation with municipalities and AHJs Primary Hand-Offs • Hands off: Verified build constraints to Technical Drawings, • Hands off: Approved regulatory conditions to Project Solutions, • Escalates: Only when field conditions differ from approved scope, • Does not own: Surveys, drawings, scopes, or execution Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
