Job Description General Job Summary: Under supervision of the Assistant Director of Housing Services, the Housing Services Compliance Manager is responsible for assisting in managing, operating, and coordinating all voucher programs, staff training, and oversight of auditing to include compliance and quality control within the HCV programs administered by the Housing Commission of Anne Arundel County. This position has direct oversight of auditing and compliance and includes (but is not limited to) leasing (RFTA), inspections, payments, continued eligibility and customer service. Essential Job Functions: While the general job summary and essential job functions detailed herein describe functions of this job, it is not all-inclusive of all work requirements. Other duties as assigned will be required and may include providing relief to cover staff absences and providing relief to help balance workloads. • Responsible for auditing and processing new admissions, port-ins and other change of units in accordance with federal regulation and Administrative Plan requirements., • Monitor and address monthly EIV reporting deficiencies as required by HUD., • Review monthly PIC reporting and assist with submitting missing or incorrect new admission, annual recertification and HQS data., • Create and coordinate monthly completion of the Two Year Tool discussion sheet and occupancy rate data, • Schedule monthly recertifications and confirms accuracy through reports., • Review Landlord information packets, determine if new or existing Landlord; works with Landlords to ensure packets are completed properly., • Review monthly HQS inspection report with Housing Inspector or Inspection Contractor to ensure all inspections are scheduled in accordance with HUD regulation and policy., • Coordinates with Housing Inspector or Inspection Contractor regarding abatement suggestions; prepares abatement letters, processes abatement action and tracks final abatement inspections., • Perform quality control audit for a sample of tenant files to ensure accuracy and compliance from all Housing Services staff; document and review findings and plan for corrective action at least quarterly., • Conducts periodic HQS inspections as needed and schedules monthly HQS quality control inspections., • Submit and review monthly compliance activity report to Director of Housing Services., • Gather, review, coordinate documentation of all HCV files to assist with external compliance audits, and prepares responses to findings for review by the Director of Housing Services., • Create, maintain and make updates to HCV policy, procedure and forms as required or needed., • Plan and coordinate new hire orientation to review highlights of 24CFR and Administrative Plan to allow for a broad overview of the HCV Program., • Coordinate and conduct training or all HCV new personnel and incumbents; clarifies policy, procedures and regulations to support program compliance., • Review all HCV requests for reasonable accommodations for completeness., • Review HCV requests for hearings/appeals to determine if there is an option for resolution without a hearing. Position Overview GHHI seeks a full time Director of Housing Intervention Services to oversee the expanding operations of its housing weatherization, lead paint hazard remediation, Aging in Place (senior), housing rehabilitation, solar panel installation and health and safety housing intervention services. The Director of Housing Intervention Services oversees all aspects of the Housing Intervention Services Division in completing housing intervention work and coordination to achieve contract benchmarks while delivering a consistently high quality product for clients. In alignment with GHHI’s mission, contract and grant requirements, the Director of Housing Intervention Services is a rewarding and key position in the organization that produces housing interventions that make homes safer and more energy efficient for low-income children, families and seniors in Maryland with a focus on the Baltimore region. This hands-on position reports to the Vice President of Maryland Programs and will supervise or have combined direct and indirect staff reports of 12 persons initially. The Director of Housing Intervention Services oversees an experienced staff and in-house contractor crew as well as multiple subcontractors. The Director position will have achieved a high level of experience and training in housing rehabilitation, lead hazard remediation, weatherization or healthy housing and will maintain and expand credentials on a consistent basis (at the cost of the organization) to comply with current and anticipated contracts as well as changing policies, legal requirements and industry best practices. Responsibilities ▪ Direct and manage all aspects of the housing interventions work flow in the GHHI Maryland Programs Department Housing Intervention Services Division. ▪ Coordinate completion of housing intervention work in conjunction with GHHI Crew Chiefs and Foremen and subcontractors. ▪ Participate and advise in the development of new bids and contract proposals to extend or expand unit production and funding for housing interventions. ▪ Supervise Housing Intervention Coordinator(s) and coordinate supplies purchasing, scheduling and ongoing operations of all staff on housing intervention programs. ▪ Work in coordination with GHHI housing assessment and energy auditors to develop scopes of work for housing interventions. ▪ Oversee and monitor performance of housing intervention activities of the Housing Intervention Team and work with the Production Manager and Vice President of Maryland Programs to determine assigned funding sources, troubleshoot and resolve production challenges, and identify new funding opportunities. ▪ Develop and maintain detailed knowledge and understanding of the federal, state and local law requirements, GHHI process protocols and benchmark deadlines and deliverables for each contract and insuring compliance by all Program staff. ▪ Participate in weekly project meetings to review the program's status on reaching its contract goals. ▪ Supervise staff and conduct monitoring of inventory and supplies purchasing in accordance with all purchase order, credit card, and internal financial control policies. ▪ Manage GHHI vehicles, equipment and other assets that are part of the Housing Intervention Services Division. ▪ Manage project costs on a per unit and program bases with the Production Manager to remain within allowable budgets and to effectively leverage GHHI’s multiple funding sources through its Whole House Model strategy. ▪ Supervise staff in maintaining GHHI vehicles and equipment. ▪ Manage quality control processes and constant improvement of the program with the Vice President of Maryland Programs. ▪ With Quality Assurance team, establish annual training and credentialing plan for entire Intervention team and ensure staff training and credentials are in compliance with contract requirements and overall staff development throughout the year. ▪ Work with GHHI’s Data, Evaluation and Learning Department to insure timely completion of all required reports and to utilize Unit Production Tracking Reports for project management. ▪ Maintain a positive working atmosphere with the Housing Intervention Services Team. in order to keep efforts focused on the mission of the organization. ▪ All other reasonable activities to support the President and CEO, GHHI, staff and related organization programs, goals and mission. Job Description Summary: This position is 100% field work; up to 50% overnight travel Job location - Pittsburgh, PA This is a front-line employee with direct customer contact and is a valued, essential part of the company’s success; in addition to technical skills, people skills are vital for effective customer relationship management and decision-making. Responsibilities: • Review, interpret and understand codes, instructions and specifications per inspection, • Inspect items as directed, determine if items pass or fail, document/submit appropriate report(s) as required, • Produce all varieties of predetermined inspections, without instruction, to meet or exceed the Company’s Quality Assurance Standards, • Move and handle material as required to complete inspection, • Complete daily paperwork accurately and completely, i.e. inspection reports, etc, • Report defective or substandard material or products to customer and Supervisor, • Inspect and document each item as required; obtain customer satisfaction with proper signatures on the SRO, • Display courteous professional service; report and discuss customer issues, opportunities, threats, and problems with appropriate company personnel, • Maintain work area, company vehicle and equipment in a clean and orderly condition; follow all Safety Guidelines Education A high school diploma or GED is required; trade school or military experience preferred Experience & Skills · Experience in a service, inspection, or production environment is a plus · A working knowledge of manufacturers and industry standards, including ANSI and OSHA, is a plus · Certified inspector a plus but will train the right candidate meeting our cultural requirements · Requires solid written and verbal communication skills · Strong analytical, conceptual and planning skills are required · Overall basic IT/PC/Technology literacy a plus but will train the right candidate · Must be detail oriented, self-motivated and disciplined with the ability to multi-task · Must successfully complete a criminal background check, physical, drug screen and E-verify Company DescriptionMazzella Companies is one of the largest independently-owned companies in the overhead lifting and rigging industries and is a manufacturer and distributor of a wide range of lifting products for industrial, commercial, and specialty applications.
