Registered Manager - Residential Childrens Home Accountable to: Responsible Individual About us We provide care & support to children and young people in various locations across London and the surrounding counties. Our semi-independent projects are for care leavers, who do not possess the ability to live independently and require 24/7 staff support. The focus of our service delivery is to help and support our clients to develop their independent living skills whilst in transition towards adulthood and being able to manage their own tenancy in the community effectively. Thus, we are obliged to ensure its policies and procedures are aimed at safeguarding the service users. We are currently setting up Residential Children's homes and seeking a Registered Children's Home Manager who has the ability to build and maintain rapport with clients while providing an exceptional level of service. As a Registered Manager, you will play a key role in maintaining supervision and care of children and will be responsible for planning and managing the day-to- day functions within the home. You must have experience in working in a Residential Children's Home setting. Working as a Children's Home Registered Manager, you must be willing to go above and beyond for the children and young people, ensuring that they have an experience of childhood that they can reflect upon and carry with them into adulthood. Your team must be driven by a shared ambition to ensure that the children and young people have an experience of childhood that they deserve, one filled with fun, laughter, friendship and discovery. Job Purpose To lead and manage the Children Homes consistent with the approach and therapeutic ethos of the home, delivering high quality care and outcomes for children placed in them. To ensure that the homes Statement of Purpose is adhered to throughout all working practice. To achieve “Good” with the aspirational focus to achieve an “Outstanding” Service under Children’s Home Regulations and Ofsted Regulatory framework Key Responsibilities and Main duties General: Responsibility for the management of services, including staff management and supervisions, care and placement planning, safeguarding, communications, report writing and monitoring overall quality and compliance of service Ensure that full implementation of statutory ad organizational policies and procedures and provide feedback on the effectiveness of all policies and procedures Compliance with legal and regulatory requirements such as provisions set out in the Children’s Home Regulations and Quality Standards 2015, Children’s Act 1989, Data Protection and GDPR, Health and Safety at Work Act and Working Together to Safeguard children 2019. Ensure that the staff have the skills, experience and qualifications required to meet the individual needs of each child. To ensure that consistency of care is provided. To be an inspirational manager, ensuring outstanding leadership of the whole service which supports both children and the team working for the service. Ensure that all required reports are completed in line with timescales. This includes monthly review of the service through monitoring and audits linking into the service development plan. To ensure that the principles of equality and diversity are embedded in the culture of the home To ensure that each child has individual care and care planning which is child focused and personalized to meet their needs. These plans should be reflective of the long-term plan for the child, working closely with the placing Local Authorities. To oversee and manage the move plan for any child moving to our home and establish positive multi agency and partnership working To have outstanding partnership relationships with the team around each child, relationships which are professional and represent the organisation to the highest standards. To ensure that engagement is regularly maintained with all multi agency professionals and where appropriate partners, families, and other stakeholders. To ensure that referrals are considered in a timely manner and comprehensive impact risk assessments are completed when considering any placement. To maintain good relationships with Commissioning Teams. Specific duties: To ensure that the homes ethos is embedded in the service and that children are fully involved in the day to day running of the home Ensure that the service meeting the needs of all children from a diverse range of backgrounds in line with legislation, policy and best practice standards Take responsibility for the management of safeguarding children, risk, and service governance Ensure that children have access to all the serviced which meet their individual needs, to include health, educations, social, psychological, and emotional needs and well being To ensure that the service and its programmes are planned and delivered to meet the needs of all the children To monitor appropriate outcomes and progress of all children To ensure that social inclusion focus is embedded within the service To take part in on call arrangements People Management: Responsibility for the regular supervision of the staff team and others as required To ensure that all staff have access to practice-based consultation within their own area of service deliver as well as management supervision, reviewing and monitoring standards, caseloads and practice development To support and have overall responsibility for the recruitment of staff in line with organizational policy and procedure To coach and support the development of the team in line with statutory training To ensure that all staff are supported with their initial induction, probationary reviews, individual practice support plans and annual reviews and development of individual plans to support ongoing service and personal development and CPD opportunities. To be responsible for staff structures and rotas in additional to planning and prioritizing key areas of work To provide short term basic instruction, presence on shift/ training sessions/ briefings to the staff team in areas of best practice and to ensure that the team are supported in their delivery of care for the children To ensure that all staff receive a thorough induction in line with current service standards To ensure that positive working relationships are created and maintained, opportunity for team building are undertaken and that a positive working environment and cooperation between staff members is created and maintained To pro-actively manage sickness absence in line with organizational policy and procedure To effectively manage individual HR issues within the service with the support of HR Manager in line with policies and procedures. Quality and Service Development Ensure that Quality monitoring and Health and Safety assessments are conducted, and action plans implemented Ensure effective risk assessment/ personal safety procedures are in place to protect staff and children in accordance with organizational policies and procedures and keep under regular review Monitoring ongoing quality of service including people and environmental risk Manage, record and coordinate responses to complains in line with policy and procedure Effectively demonstrate service compliance with the Children Home regulations and Quality Standards 2015 Promote and maintain a culture of continuous service improvements Maintain effective monitoring systems to ensure the home is ready for Ofsted Inspection and seen to develop food working relationships with the homes Ofsted Inspector Ensure the Quality-of-Care Report (Regulation 45) is submitted to Ofsted twice yearly and that the month Regulation 44 visits are carried out by an independent person. Knowledge and understanding Children’s Home Regulations and Quality Standards 2015, Single Social Care Inspection Framework (SSCIF), Children’s Act 1989, Children and Families Act 2014, Care Standards Act 2000, Children’s Act 2004, Working together to Safeguard Children 2019, Health and Safety at Work Act and all associated guidance and regulations Policies and procedures pertaining to running a residential children’s home Child protections, safeguarding children, impact of abuse and neglect, education, and health needs of looked after children, equality and diversity and children’s rights Care and placement planning, risk and review processes Understanding of the education, health, social, emotional and psychological needs of looked after children and young people and how to ensure their needs are met Skills and abilities Ability to lead and inspire a staff team, take responsibility for the staff team training and development, supervision, rosters ensuring continuity of care Ability to manage stress and difficult dynamics and demonstrate emotional resilience Capable of performing a wide variety of administrative tasks consistent with the day-to- day management of the home Prioritize and organize workload in a manner that maintains quality, evaluating the quality of own and other’s work and raises any quality issues and related risks to individual person To be “fit” to manage a children’s home as outlined in the requirements for a Registered Manager Ability to sustain and work through placement issues to prevent placement breakdowns Ability to monitor the service for quality of care and in line with the requirements of Ofsted inspection Equality and Diversity Promote equality and value diversity but interpreting equality, diversity and rights in accordance with legislation policies and procedures and relevant standards Identify patterns of discrimination and take actions to overcome this and enable others to promote quality and diversity and non-discriminatory culture that supports people in exercising their rights Essential Qualifications & Experience Level 5 Diploma in Leadership and Management for Children’s Residential, or equivalent Demonstrate commitment to continuing personal development Previous experience in a deputy manager or registered manager role in a Residential Children’s Care Setting Working with children, young people, and their families Work in a residential setting Additional points: Salary Negotiable depending on qualifications and experience
