Internal Job Title: Network Engineer II External Job Title: Network Engineer Maintaining efficiency and economy in operations management requires flexibility in job assignments. While each employee shall have a primary responsibility for the job in which that employee has been hired or later promoted, each employee may be expected to perform other jobs from time to time. SUMMARY: Under the general direction of the Network Operations Manager, Network Engineer II is responsible for the daily operations of the agency's data communication networks. The Network Engineer II is the professional level class in the Network Engineer classification. Positions assigned to this classification are distinguished from the Network Engineer I by a proven track record of successfully completed projects they led. Positions assigned to this level are expected to mentor and train staff on basic networking, security concepts, and relevant topics. EXAMPLES OF DUTIES: Essential Functions • Establishes and maintains network environments by configuring and installing systems in accordance with network standards., • Maximizes network performance, troubleshoots network problems and outages, schedules upgrades, and collaborates with the business on network optimization., • Provides technical support by utilizing knowledge of existing technology to solve problems and support new projects., • Assists in developing plans and procedures to support business continuity., • Installs, tests, and labels network equipment and associated copper and fiber cabling., • Provides technical support and assistance to internal and external customers during normal and after regular hours when necessary., • Leads field technicians with installations, projects, and other technical issues as required., • Troubleshoots and escalates the repair of network services with service providers, technical support, and contractors., • Performs daily network monitoring, verifying the integrity and availability of all hardware and software., • Maintains up-to-date network backup configuration of network switches, routers, firewalls, and appliances., • Responds to assigned tickets and coordinates network changes by creating and submitting formal change requests., • Coordinates with the Network Operations Manager to determine network requirements for projects, system performance, future growth, and expansions., • Trains and mentors staff on networking and security concepts. QUALIFICATIONS: Knowledge, Skills, and Abilities Knowledge of or ability to learn MTS policies and regulations, ability to read, understand, and apply MTS policies, regulations and union labor contracts; ability to write letters, memoranda and reports using clear, concise and grammatically correct English; ability to speak clearly, distinctly, and effectively in person-to-person or small group situations using tact and diplomacy; ability to coordinate and initiate actions necessary to implement decisions and delegate responsibilities to appropriate personnel; ability to establish and maintain priorities in order to complete assignments by deadlines without detailed instructions; skill in verifying the accuracy and completeness of forms and reports; knowledge of Microsoft Word, Excel and Visio, and the ability to learn and use other software that MTS might have or acquire; understanding of various network hardware platforms, network-related protocols, and software, including knowledge of OSI layer protocols at a complex level and related technical standards critical to the operation of interconnected networks; demonstrate ability to work effectively on large, highly available computer networks supporting critical applications; ability to work effectively within a team and independently when needed; ability to communicate technical information to technical and non-technical personnel at various levels in the organization; strong organizational skills and ability to multi-task in a business environment; strong knowledge of Cisco IOS devices, LAN/WAN networks, TCP/IP protocols, and network technologies and experience working with networking tools and tasks; good organizational skills, problem-solving, strategic planning, multi-tasking, quality focus, coordination, technical understanding, and a participative style when working within a team environment. Special Skills/Knowledge • Understanding of routing & switching technologies including VLANS, 802.1q, spanning-tree protocol (STP), EtherChannel, static routing and dynamic routing protocols (e.g., EIGRP, OSPF), • Understanding of wireless networking concepts such as WLANs, 802.11 standards, CAPWAP, wireless roaming, wireless surveys, • Understanding of network security principles including ACLs, VPNs, AAA, 802.1x, Next-Generation firewalls (NGFW), • Experience in configuring and deploying enterprise switches and routers, • Experience configuring and deploying enterprise wireless LAN controllers and access points, • Experience configuring enterprise AAA servers and firewalls, • Proficiency in using network diagnostic, monitoring, and analysis tools (e.g., Solarwinds, Wireshark,) to troubleshoot and monitor network performance, • Knowledge of Software Defined Networking (SDN) and network virtualization (e.g., overlay & underlay operations) Physical Requirements Candidates must be able to perform the physical demands of the job, such as walking, bending, stooping, sitting, reaching for overhead files and occasional lifting (must be able to lift up to 50 pounds). Must have the ability to operate a motor vehicle and perform tasks involving manual dexterity, such as use of a computer and 10-key. Work may at times require more than 8 hours per day and/or irregular hours to perform the essential duties of the position. Duties will be performed primarily in an office type environment. May require travel to external agencies. Experience/Education/Certificates/Licenses Possess an associate degree from an accredited college or university in network administration, network security, management information systems, or related industry experience. Must have three to five years of experience managing and supporting an enterprise network infrastructure, including local and wide area network (LAN/WAN) hardware (wireless, routers, switches), software (network monitoring, management), and network protocols. Cisco training/certification (e.g., CCNA, CCNP) is highly desired. Hands on experience with LAN/WAN and wireless technologies. A combination of education and experience would be considered. Must possess and maintain a valid California Driver License or be able to utilize alternative transportation when needed to perform job-related essential functions. SALARY RANGE: Salary offers are based on factors such as the knowledge, skills, abilities, and relevant experience of the successful candidate, while taking into account internal equity, budget constraints, and other market factors. This position is in salary grade #11, which has a minimum of $90,979 and a maximum of $129,190.
