Job Description DISTINGUISHING CHARACTERISTICS The Safety & Risk Manager performs a variety of property management and administrative functions for Aurora Military Housing. They often have direct contact with Aurora employees, vendors, the corporate office, tenants, and the military, and as such, must have a pleasant demeanor, possess strong people skills and the ability work well with people from diverse social and economic backgrounds. They are to conduct business in a manner that attracts and retains employees or residents by performing the general duties and specific duties, as well any other duties as assigned. This position is responsible for planning, execution, and maintaining occupational health, safety, environmental, and training programs to ensure operational excellence throughout Aurora. They are responsible for providing safety and environmental training and materials for the management and staff of Aurora in accordance with federal, state, Company, and Installation regulations, policies, and procedures. This position works with the General Manager, Deputy General Manager, and department heads to understand safety standards regulated by OSHA, working to develop policies and procedures for maintaining a safe work environment for Aurora operations. Additionally, this role oversees environmental safety and supervises Environmental Compliance Specialists, who support residents and maintenance teams in addressing life, health, and safety concerns. It addresses employee and resident safety holistically. JOB DUTIES • Oversee the Aurora Safety Program in conjunction with Corporate Safety Director, Deputy General Manager, and General Manager:, • Provide leadership, education, and training in zero-incident safety culture and assume personal accountability and responsibility for safe work practices in all projects, activities, and operations., • Emergency (safety and risk) planning and response, to include employee safety investigations, form completion, and insurance claim follow up, for safety-oriented issues., • Identify, develop, and implement programs, policies, and standards that address health, safety, environmental, and training needs and concerns, adapting to new technologies and statutory requirements., • Maintain understanding of government mandated training requirements and communicate relevant information to management to ensure all Aurora operations are compliant., • Interface with management to identify environmental and safety training requirements; modify and update existing training programs and materials., • Ensure safety practices are consistent with applicable laws, standards, and Company policies., • Perform QA checks of employees to ensure compliance with Safety Program., • Perform facility safety inspections, coordinate drills, and routinely audit supply of safety related resources., • Maintain a comprehensive understanding of EPA regulations and procedures; implement EPA policies and procedures on all job sites; manage EPA Recordkeeping standards for all hazardous materials removal and renovations., • Assist Projects team in oversight of all urgent, emergency, routine, and preventative maintenance playground work orders, delivering on scope, schedule, and budget:, • Playground site response and point of escalation for reported safety issues., • New playground installation and quality assurance acceptance., • When appropriate and applicable to playgrounds, support the ground inspection and maintenance teams with resident response, forms, documents, and the ticketing process., • Oversee the creation and maintenance of safety training programs; build classes in Yardi Aspire, schedule training with third party vendors, track and maintain employee credentials, monitor and report on employee training progress., • Present on safety and HR topics at maintenance, admin, and management meetings, • Oversee all Environmental Health and Safety work orders, escalations, and initiatives., • Directly supervise the Environmental Compliance Specialists., • Maintain understanding of government, military, and contractual environmental safety and compliance requirements and best practices; ensuring homes are safe and free of environmental hazards., • Enhance and maintain preventative environmental work orders., • Track and maintain routine and emergency environmental work orders, ensuring safety matter in homes are addressed expeditiously. Other resident initiatives, including but not limited to: • Make updates to resident files., • Adhere to and promote Company, MHO, and CBA policies., • Assist with departmental operational improvements and/or changes., • Attend staff and Management meetings and communicates information with employees., • Plan and implement employee promotions and events, as appropriate, • Attend training to develop relevant knowledge and skills. QUALIFICATIONS REQUIRED Minimum Qualifications • High school diploma or equivalent required., • Valid Alaska Driver’s License., • Ability to be insured by company’s auto insurance., • Three years management experience, including one year of supervisory experience preferred., • Bachelor's degree in safety engineering, mechanical engineering, or related field preferred., • Professional safety experience in construction industry, property management, a mechanical or technical field, warehouse, or logistics, is highly desirable., • Certified Safety Professional (CSP) status, preferred., • Strong verbal, written, analytical and basic mathematics, persuasive skills, and the ability to interact effectively with all levels of employees, management, or customers., • Must possess excellent computer software skills, including Microsoft Office, Excel, Outlook, PowerPoint, Word, and web-based programs. Yardi Property Management software preferred. Tools and Equipment Used Motor vehicles, hand tools, telephones, cell phones, computers, photocopiers, and facsimile machines. Also, forklift, refrigerant re-claimer and recycler, pumps, power drills, electronic test equipment, and other tools used in the trade. Supervision Received The Safety & Risk Manager must possess the capability to work independently, under the supervision of the General Manager and/or Corporate Office.
