Job Description Job Purpose At the Public School Facilities Authority (PSFA), the Programs Manager oversees programs related to school district capital improvements. This includes construction, renovation and building system upgrades. Under limited supervision, consults with external personnel and occasionally visits school districts to represent the PSFA and provide guidance about our programs. Serves as a department manager in the agency and represents the Programs Department to our governing body, the Public School Capital Outlay Council (PSCOC). Participates in the legislative research team and reports on findings both internally and externally. Responsibilities: Programs • Establish, develop and maintain positive relationships with school districts, including charter schools., • Develop and administer various capital outlay programs and special projects to distribute funds to school districts for capital improvements., • Present various agency programs and funding sources to school districts, boards of education and other external administrators. Notify school districts of fiscal and budgetary policies, practices and procedures., • Conduct special analyses and collaborate across departments to prepare reports pertaining to programs and policies., • Collaborate with agency CFO to analyze school districts financial data and advise on eligibility of funding assistance, including emergency grants, waivers, and other alternative financing solutions., • Consult with school districts to determine capital improvement objectives and recommend agency programs for funding. Strategize a plan for application and prepare school districts for presentation to PSCOC., • Coordinate with internal staff on PSCOC award decisions and school district objectives in project adoption phase. Legislative / PSCOC • Collaborate with Director and Deputy Director to execute strategies for legislative session including producing reports and analyses and presentations on PSFA mission and operations. Supervisory • Supervise assigned personnel by facilitating work allocation, training, and problem resolution. Evaluate employee performance and offer constructive feedback. Motivate employees to achieve peak productivity and performance. Knowledge, Skills, and Abilities Required: • Ability to exercise independent judgment and work independently with minimal supervision., • Ability to make complex operating, administrative, and procedural decisions., • Skill in organizing resources and establishing priorities., • Skill in workflow analysis and management., • Knowledge of budgeting, cost estimating, and fiscal management principles and procedures., • Knowledge of project management principles, practices, techniques, and tools., • Ability to gather and assess data and compile information in reports., • Ability to deal credibly and effectively with agency, PSCOC, and legislative leadership., • Ability to negotiate and communicate effectively, both orally and in writing., • Ability to create and deliver presentations tailored to audience needs., • Ability to foster a cooperative work environment., • Strong interpersonal and communication skills and the ability to work effectively with diverse constituencies., • Proficient in the use of computers, skilled in Microsoft Office Suite. Minimum Education and Experience A bachelor's degree in architecture, planning, construction management, public administration or a related field from an accredited college or university and at least five (5) years of experience in a planning-related field. Master’s Degree preferred. Experience or education may be substituted for one another at the discretion of the Director. Working Conditions This job operates in a professional office environment. This role routinely uses standard office equipment. Occasional evening and weekend work may be required as job duties demand. Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected on occasion. When offsite: ascending or descending ladders and stairs, using feet and legs and/or hands and arms to evaluate building conditions. Occasional balancing, stooping, kneeling, crouching, and crawling in a variety of outside and inside areas, often in close quarters, narrow aisles or passageways, crawl spaces, small enclosed rooms, and other areas that may cause claustrophobia. Physical Effort While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Minimal physical activity is required while performing the duties of this job; the employee may sit or stand for extended periods. Work is normally performed in a typical interior/office work environment. Occasional fieldwork may be necessary that involves minimal exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, unpleasant odors, and/or loud noises. Occasionally ascends/descends a ladder to access roofs or other high areas during field assessments. Some potential exists for exposure to hazards or physical risks, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat, wind, and outdoor exposure to the sun. Supplemental Information Other Requirements: State travel is required occasionally. Must possess and maintain a valid New Mexico driver’s license.
