Job DescriptionSalary: $130,000 $150,000 DOE RORE, Inc. is seeking an experienced Project Manager PMO Support & Federal Operations professional to support our growing IMACC federal operations program. This role serves as a collaborative operational bridge between our San Diego headquarters and our Philippines-based PMO team supporting NAVFAC task orders and federal construction operations. Position Summary The Project Manager PMO Support & Federal Operations role is based at the RORE, Inc. corporate office in San Diego, CA. This position supports the IMACC program alongside U.S.-based project managers and serves as a dedicated operational bridge between the U.S. home office and the Pampanga, Philippines-based Project Management Office (PMO). This role leverages senior-level project management expertise in a PMO support capacity across multiple task orders, rather than serving as the primary assigned project manager for a single project. The position is focused on strengthening execution effectiveness, communication quality, federal contracting capability, and PMO operational consistency across the IMACC portfolio. The role partners closely with Philippine-based project managers supporting NAVFAC task orders and provides mentoring, operational guidance, federal contracting support, process improvement, and client coordination assistance. This position is best suited for a highly experienced project manager who can apply their expertise across multiple projects simultaneously, supporting teams in resolving complex challenges, improving execution quality, and aligning with U.S. federal contracting standards. The role succeeds through collaborative influence, coaching, operational partnership, and credibility-based leadership rather than direct supervisory authority. Role Clarification • This role does not serve as the primary assigned task order Project Manager, • This role does not carry direct project ownership or P&L responsibility PMO Support and Project Delivery Assistance 30% • Provide day-to-day operational and project management support to Philippine-based project managers managing active IMACC task orders, • Assist project teams in resolving complex issues related to scope, schedule, cost, subcontractor coordination, client communication, and federal contract administration, • Review project documentation, action logs, meeting minutes, management plans, and correspondence to improve quality, consistency, and alignment with RORE standards, • Support escalation management and issue resolution before impacts affect schedule, quality, client confidence, or profitability, • Serve as a senior resource responsible for elevating the capability, judgment, and effectiveness of project managers across the PMO, • Mentor Philippine-based project managers in federal construction practices, NAVFAC procedures, documentation standards, and communication expectations, • Deliver practical training on submittals, RFIs, change management, meeting management, risk tracking, progress reporting, and client correspondence, • Assist in developing and formalizing PMO standards, workflows, tools, templates, and systems aligned with federal contracting requirements, • Serve as an English-language communication bridge between the Pampanga PMO, the San Diego office, and U.S. government clients, • Support and participate in client-facing discussions alongside assigned project managers when operational or federal contracting expertise is needed, • Help project teams prepare clear, professional, and contractually sound written communications, • Improve communication accuracy and clarity where differences in language or familiarity with U.S. federal contracting practices may create risk, • Provide guidance on NAVFAC expectations, federal contract administration practices, and project controls procedures, • Review project management approaches for consistency with contract requirements, submittal obligations, and government communication protocols, • Assist with analysis of change issues, schedule impacts, documentation strategy, and complex project management challenges, • Report recurring operational issues, PMO risks, and training needs to the IMACC Operations Manager, • Support portfolio-wide consistency by coordinating with senior project managers on standards and expectations, • Track mentoring activities, PMO capability gaps, and recurring support needs to inform organizational development, • Measurable improvement in communication quality, documentation quality, and issue resolution effectiveness across PMO personnel, • Reduced rework and fewer avoidable escalations tied to communication or process gaps, • Improved consistency in applying NAVFAC-oriented project management practices, • Positive feedback from project teams, PMO leadership, and clients, • Demonstrated contribution to PMO capability development, training systems, and operational improvements, • Bachelors degree in engineering, Construction Management, Architecture, Business, or related field preferred, • 815 years of experience in construction project management, design-build, or federal construction administration, • Minimum 5 years of direct experience managing federal construction contracts (NAVFAC strongly preferred), • Strong understanding of federal contract practices, construction documentation, project controls, and change management, • Demonstrated experience mentoring, coaching, or developing project managers or engineers, • Excellent written and verbal English communication skills, • Strong problem-solving ability, sound judgment, and ability to support multiple active task orders simultaneously, • Experience supporting remote or international project teams, • Familiarity with project delivery to U.S. federal clients, • Experience improving PM systems, workflows, or PMO operations, • Ability to translate complex federal contracting concepts into practical guidance, • Strong emotional intelligence, diplomacy, patience, and cultural awareness, • Relationship-oriented leadership style with the ability to influence without direct authority, • Familiarity with Philippine culture and business practices; ability to speak or understand Filipino (Tagalog) or other regional dialects is a plus, but not required
