Job Description Job Title: Proposal and Growth Support Manager, Senior Location: Bethesda, MD Onsite: 2 Days a Week Onsite Job Overview: We are seeking a highly organized and experienced Proposal and Growth Support Manager, Senior to lead federal proposal efforts and support strategic growth operations. This role is responsible for managing the full proposal lifecycle—from kickoff through submission—while ensuring compliance, quality, and timeliness. In addition to proposal leadership, this position plays a key role in growth operations, including CRM administration, pipeline coordination, reporting, and internal process improvement. The ideal candidate thrives in a fast-paced GovCon environment and can balance multiple priorities while collaborating across teams. Key Responsibilities Proposal Management and Development • Serve as the lead proposal manager for assigned federal opportunities, • Manage all proposal activities including schedules, deliverables, compliance, and submission, • Develop and maintain proposal workbooks, compliance matrices, outlines, and templates, • Facilitate kickoff meetings, status meetings, and review cycles (Pink, Red, Gold, etc.), • Coordinate with SMEs, technical writers, and contributors to ensure high-quality, compliant responses, • Support execution of proposal strategies aligned with corporate growth goals, • Coordinate schedules and ensure alignment with RFP milestones, • Collaborate with growth leadership, capture managers, and BD teams on pipeline readiness, • Maintain proposal tracking systems and resource planning tools, • Review and edit proposal content for clarity, consistency, and compliance, • Support development of non-technical sections (e.g., corporate overview, past performance, staffing plans), • Consolidate multi-author inputs into cohesive, submission-ready documents, • Lead proposal-related meetings and communications across internal teams, • Coordinate with partners and stakeholders for required inputs and deliverables, • Support development of customer briefings, presentations, and sales materials, • Administer and maintain CRM and opportunity tracking systems, • Manage pipeline data, teaming records, and submission history, • Coordinate NDAs, teaming agreements, and subcontractor data calls, • Prepare executive reports, dashboards, and growth metrics (KPIs), • Maintain SharePoint sites and support internal tools (e.g., Power BI dashboards), • Analyze proposal outcomes and incorporate lessons learned, • Support White Hat reviews and process enhancements, • Bachelor’s degree in Business, Communications, English, Public Administration, or related field, • 4–7 years of experience in federal proposal coordination or management, • Strong understanding of GovCon business development and proposal lifecycle, • Experience with compliance matrices, proposal schedules, and review processes, • Familiarity with CRM systems and pipeline tracking tools, • Experience with tools such as Salesforce, TechnoMile, or GovWin, • Knowledge of Shipley or APMP proposal methodologies, • PMP certification, • Proposal lifecycle management in compliance-driven environments, • Strong coordination and time management skills, • Cross-functional collaboration (BD, capture, pricing, contracts, technical teams), • Document control, versioning, and workflow management The projected compensation range for this position is $120,000 to $160,000 benchmarked in the Washington, D.C. metropolitan area.
