Duties • You will be responsible for guiding the development of biofouling control technologies that have application for marine and expeditionary vessels for the US Navy and Marine Corp., • You will be the lead engineer or scientist for biofouling control and materials degradation. They are the Navy's expert in the subject area of marine biofouling and biofouling control., • You will develop and lead a team of engineers, scientists, and technicians that executes scientific and engineering projects to improve biofouling control for Navy and Marine Corp assets., • You will apply knowledge of engineering theories, concepts, and procedures related to biofouling control and underwater hull husbandry. This includes evaluation of material properties and performance., • You will plan, organize, and coordinate the various phases of the project assignments to be accomplished., • You will carry full responsibilities for biofouling applied research; testing and evaluation of biofouling control related materials, equipment and systems; experimental development of instrumentation, techniques, processes, materials and equipment., • You will develop solutions to a variety of nonrecurring technology problems, anticipate future trends, and investigate application of new technology or processes., • You will conduct analysis to determine specific technical objectives, makes decisions on tradeoffs, and selects the best approach for accomplishing new requirements or resolving biofouling technical problems., • You will provide technical expertise and authoritative advice concerning their technical specialty in biofouling control to higher echelons, program offices, S/E professionals, contractors, government agencies, industrial concerns, and the Command., • You will represent the organization at meetings or conferences related to their specialty area and briefs higher level management on status of the work. You must be able to travel on military and commercial aircraft for extended periods of time., • Occasional ship visits; exposure to noise, hydraulics, and industrial equipment; exposure to nuisance dust, solvents, isocyanates, chemicals, carbon, fibers, greases, nanomaterials, fiberglass, adhesives, polymers, and other HAZMAT., • Familiarity and compliance with the Division's Hazardous Materials Communication Program (HAZCOM) is required.\nQualifications This is an interdisciplinary position and may be filled by an Oceanographer (1360-series), a Biological Scientist (0401-series), a Microbiologist (0403-series), a Chemist (1320- series) or an Engineer (0801-series) depending upon the qualifications of the candidate. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower ND-04 pay band (GS-12/13 equivalent) in the federal service or equivalent experience in the private or public sector as a professional Engineer or Scientist performing Navy related biofouling control research, development, testing, and evaluation; mentoring others to become SMEs through formal and informal methods; preparing and providing technical expertise on proposals, technical reports, specifications, work plans and project reviews; and managing the growth and development of a portfolio of Navy biofouling control projects. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess For the 1360: • \nDegree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences. or • \nCombination of education and experience - course work as shown in A above, plus appropriate experience or additional education. Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics. For the 0401: • \nDegree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR • \nDegree: microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent. OR 2. Combination of education and experience: courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown in A above, plus appropriate experience or additional education. For the 1320: • \nDegree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
