Work Location: Hybrid; Home and Boston Office Clean Transportation Senior Program Manager Job Description The Senior Program Manager will play a key role in designing and overseeing initiatives to aid in accelerating the decarbonization of Massachusetts’ transportation sector. This position will be focused on demonstrating and bringing to market the core systems, technologies, and programs to make achieving the state’s 2050 net zero emissions goals a reality. MassCEC expects the responsibilities of this position to evolve and expand as MassCEC pursues future endeavors. This work will involve engaging with and leveraging energy sector stakeholders, conceptualizing and designing initiatives and convenings, and implementing programs that effectively address barriers to energy sector decarbonization and historic inequities across the transportation sector. Specifically, the role will oversee programs relating to the decarbonization of the medium- and heavy-duty vehicle (MHDV) sector, including school bus electrification, technical assistance and planning for commercial vehicle electrification, and Regional Transit Authority decarbonization. The Senior Program Manager will engage in these sectors across many fronts, including with government agencies (including policymakers and regulators), investor- and municipally-owned utilities, community and advocacy groups, school officials, commercial businesses, consulting firms, and transportation industry stakeholders. The role will implement initiatives from MassCEC’s Clean Transportation strategy to identify and increase awareness of key barriers to MHDV decarbonization and foster new industry and stakeholder approaches to solutions-building in the sector. Furthermore, the Senior Program Manager will serve as a resource for MassCEC and other state agencies on matters related to MHDV decarbonization and other clean transportation initiatives. The Senior Program Manager will report to the Senior Program Director but may also provide support to other members of the Executive Team. The Senior Program Manager will oversee the work of Program Managers, Program Administrators, and Fellows and will collaborate with staff across the organization. Job Duties: The successful Senior Program Manager will work collaboratively with the Senior Program Director, members of the Clean Transportation team, grantees, consultants, stakeholders, state agencies, and other members of the organization as needed, including Finance, Legal, Marketing and Communications, senior management, and other program staff. The selected candidate will have specific duties to, at a minimum: • Oversee and manage MHDV decarbonization programs, initiatives, and efforts:, • For new sector development: Identify and lead application development for potential funding opportunities, manage program application queues, program tracking, budgets, and metrics development and reporting;, • For sectors with mature stakeholder relationships: oversee program application queues, program tracking, budgets, and metrics development and reporting;, • Provide guidance to direct reports and other teams members on contractors and projects that have complex scopes and long timelines;, • Directly provide and/or oversee timely responses to inquiries from applicants, potential applicants, installers, lenders, awardees, and other program stakeholders;, • Identify potential problems and work cooperatively with the program team and relevant stakeholders to ensure prompt resolutions;, • Develop, implement, and maintain efficiency measures for all programs assigned;, • Lead new program development, including:, • Lead state agency and key stakeholder discussions on objectives to meet clean transportation goals;, • Undertake program development processes, including conducting research, supporting wider stakeholder outreach, and drafting program requirements;, • Guide, review and execute Clean Transportation program documents and Request for Proposals (RFPs) to ensure clear mission alignment with MassCEC’s strategy and deliverables that are actionable;, • Support high level team budgeting and future strategy and program planning processes;, • Serve as an experienced internal and external resource for relevant topical issues:, • Engage with key energy industry stakeholders, including sector experts, policy making and industry groups, utilities, and advocacy groups;, • Engage with counterparts in state agencies on issues, programs, and policies relating to clean transportation and associated sectors;, • Collaborate on state transportation policy recommendations and associated supporting programs and policies;, • Manage and oversee stakeholder, consumer, and industry outreach throughout the Commonwealth and with additional focus on Environmental Justice Communities and Priority Population characteristics;, • Continually support enhancement of MassCEC’s Clean Transportation strategy;, • Identify studies, programs, and best practices from outside of Massachusetts for consideration as an initiative within Massachusetts;, • Contribute to efforts in MassCEC’s workforce development, technology development, and investments groups on issues related to clean transportation;, • Contribute to collaborative initiatives on a regional or federal level, such as responding to federal funding opportunities;, • Directly supervise and foster the professional growth of Program Managers;, • Assist with the supervision and professional growth of Program Coordinators, Program Administrators, and Fellows, as needed;, • Oversee Clean Transportation team coordination with internal MassCEC teams, including Legal, Finance, Marketing and Communications, and other program teams to ensure streamlined and effective communication and coordinated next steps;, • Coordinate organization-wide inclusion efforts with MassCEC leadership, Inclusive Culture and Inclusive Programming team co-leads, and broader MassCEC staff;, • Ensure the alignment of Clean Transportation team inclusion efforts with organization-wide and state-wide inclusion efforts;, • Provide support and thought partnership to direct reports, and if necessary, step in when the status of a grant necessitates corrective intervention., • Collect, analyze, and communicate lessons learned from Clean Transportation programming through digital communications, meetings, and events to inform broader state-wide transportation policy and initiatives; and, • Monitor project schedules and run reports to track project status, results, and internal operating efficiency. Position Qualifications: Experience: • 8+ years of relevant professional experience with a record of progressing professional responsibility; higher education degree and relevant continuing education is valued, • Considerable experience with project or program management; and,, • Experience in the public sector and/or electricity/renewable energy/transportation industries. Experience with the MHDV sector preferred., • Familiarity with relevant regulatory, policy, and programmatic interventions related to energy sector decarbonization;, • Understanding of clean transportation, sector status, and the landscape of stakeholders in Massachusetts;, • Ability to converse proficiently on semi-technical topics related to the electricity and energy sectors;, • Rigorous attention to detail;, • Technical expertise related to MHDV electrification, hydrogen, renewable diesel, and/or electric vehicle charging installation preferred;, • Ability to gather, analyze, and interpret data related to project performance, risk management, resource allocation, and budget and identify trends and patterns to make proactive adjustments;, • Well-developed customer service skills and proficient organizational skills;, • Keen understanding of prioritization and an ability to work effectively on multiple projects under tight deadlines;, • Demonstrated ability to get up-to-speed quickly and work independently;, • Excellent problem-resolution skills, and demonstrated ability to make informed decisions;, • Team-first attitude and the capacity to be flexible in a dynamic work environment;, • Demonstrated ability to work with internal and external stakeholders, and cultivate appropriate relationships;, • Working knowledge of basic accounting and payment processing (budgets, invoices, etc.) preferred;, • Ability to read and absorb complex contracts, polices, rules, etc. and extract the information needed to ensure compliance with each;, • Excellent interpersonal, diplomatic, and verbal/written communication skills;, • Experience with making cross-functional decisions impacting programs, metrics, and results.
