Job DescriptionSalary: $85,000 plus overtime Heavy Equipment Manager & Operator (CDL REQUIRED) Conquest Solutions, LLC (CQS) is a leading application and engineering consulting firm in the Washington, D.C. metro area specializing in Building Automation Systems (BAS) and General Construction (GC). Our rapidly growing company seeks an eager and hard-working professional to join our team as a salary non-exempt Heavy Equipment Manager and Operator and is responsible for providing on-site operation, maintenance, transportation and management of support services for various types of mobile and weight handling equipment as outlined below. Contract Outline: This position is a multi-year contract based on personnel performance. Place of Performance: The work shall be performed at a Naval Surface Warfare Center, Carderock Division, Naval base located in West Bethesda, MD. The Employee shall report to the facility and shall be authorized to work in locations that house cranes, vehicles, weight handling equipment, and trailers when project work is not actively taking place. When required, an escort shall be coordinated with the Government project manager. Security Requirements: The Employee must pass the Defense Biometric Identification System (DBIDS) background check before commencing any work and must maintain the level of security required for the life of the contract in order to receive an electronic ID card which will allow access to the Federal sites. You must be eligible to obtain and maintain a secret clearance in order to have network access for the duration of this contract. General Responsibilities and Duties: Responsibilities and duties include but are not limited to the following: Safety is the #1 priority on all CQS projects. Adhere to all safety program requirements in completing your duties and work with the CQS safety officer to ensure safety is upheld for this contract. Your duties will include: Performing equipment inspections, maintenance, and repairs to various types of mobile equipment, motorized equipment, generators (manufacturer examples: Generac, Detroit, Doosan, Detroit, John Deere, Kubota) vehicles, and weight handling equipment (equipment examples: forklifts, pallet jacks, side loaders, power jacks, stackers, aerial lifts, scissor lifts, backhoes, skid loaders, mobile crane). Providing transportation services of equipment and supplies within and outside of the NSWCCD facility to designated facilities across the country using a federal vehicle. If required, participate in training on all aspects related to your work duties. Maintain a database of all equipment and maintenance records. Proficiency with Microsoft Office suite (Word, Excel, PowerPoint, etc.) is required Familiarity with Occupational Safety and Health Act (OSHA) rules and regulations is preferred. OSHA 10/30 training and certification (preferred). Proven mechanical experience or experience as an automotive equipment manager/field technician is required. OSHA forklift training and certification (preferred). Heavy Equipment Operator training and certification (preferred). Ability to read and understand technical specifications, blueprints, technical manuals, product/material installation instructions is preferred. Possess a minimum of one (1) Maryland Class A Commercial drivers license and be capable of operating various pieces of mobile or weight handling equipment. Must possess reliable personal transportation from home to work Inspections: The Employee shall perform routine inspections on mobile and weight handling land equipment. This shall include Operator Daily Checks (ODC) and routine inspections as identified by the manufacturer. Inspections shall include tasks such as (but not limited to), checking fuel, oil, hydraulic fluids, tire inspections, verifying hose lines and belts are not damaged, inspecting filters to ensure adequate flow, checking for leaks or physical damage, and verifying equipment is in proper working order. The Employee should assume approximately 25% of their workload will be dedicated to performing this requirement. Maintenance and Repairs: The Employee shall perform routine and minor maintenance and repairs on mobile and weight handling land equipment. This shall include recurring maintenance as identified by the manufacturer and repair work necessary to keep equipment operational. Maintenance and repairs shall include tasks such as (but not limited to), changing air filters, oil filters, fuel filters, rotating and patching/replacing tires, brake maintenance such as replacing pads and rotors, changing hydraulic fluids and lines, maintaining and flushing transmission fluid, lubricating and oiling different components, repairing leaks, replacing head gaskets, repairing/replacing electrical connectors and wire, replacing belts, and various other tasks necessary to keep equipment in an operational status. The Employee should assume that approximately 50% of their workload will be dedicated to performing this requirement. Transportation: The Employee shall provide transportation services of government equipment typically within 150 miles of NSWCCD facility. The Employee shall assume approximately 13% of their workload will be dedicated to performing this requirement. Equipment Operation: The Employee is to operate equipment as needed to support the transportation department. This shall include the operation of forklifts, trucks, trailers, man lifts, and weight handling equipment. The Employee shall be qualified to operate all equipment provided. The Employee shall assume approximately 12% of their workload will be dedicated to performing this requirement. Consumables, Parts, and Repairs: The Employee shall manage subcontractors and vendors that supply all consumables including the purchase of consumables such as (but not limited to) oil filters, air filters, fuel filters, tires, transmission fluid, gear oil, automotive oil, emergency fuel, hardware (bolts, nuts, washers, etc.), seals, gaskets, belts, batteries, and other consumables necessary to keep the equipment operational. The Employee shall also manage subcontractors and vendors to complete repairs and supply parts necessary including (but not limited to) wheels, axles, motors, pumps, suspension components, transmissions, gear boxes, structural components, cables, and other items that fail at irregular intervals. Contract Administration - The Employee shall assign work effort and maintain proper and accurate time keeping records assigned to work on the requirement. Subcontract Management Employee shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. Employee shall manage work distribution to ensure there are no organizational conflicts of interest, by researching and considering past and current work conducted by the subcontractors. Note: All major repairs are by subcontractors. Job Qualifications Personnel Requirements - The Employee performing work under this contract shall be able to read, write, speak, and understand English language to effectively carry out all contract requirements. They shall have a command of both the written and spoken English language to communicate in person properly, clearly, and effectively or via electronic devices (telephone or email) with co-workers, customers, and the general public. The Employee shall be mechanically inclined with the ability to physically use tools required to perform the services outlined in this contract. Personnel shall be physically fit enough to perform duties within this contract which includes the ability to lift up to 75 pounds safely and carry it up to 15 feet, crawl, walk, and kneel. Personnel shall be of good moral character and dependable. The Employee shall be able to obtain and maintain a secret level clearance. Physical Demands While performing the duties of this Job, The Employee is regularly required to sit; use hands to finger, handle, or feel and talk or hear. The Employee is frequently required to stand; walk and reach with hands and arms. The Employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl. The Employee must occasionally operate vehicles and equipment including, but not limited to, all trucks, tractors, forklifts, personnel lifts, vehicles, trailers, excavation and earth moving equipment. The Employee is sometimes required to travel via truck or trailer for extended periods of time across the state or country as required to deliver equipment to various Military bases. The noise level in the work environment is varies from moderate to high levels. This position does not lend itself to teleworking. At all times during the contract, the Employee is required to be onsite. U.S. Citizenship Required. Maryland Class A Commercial Driver License is Required.
