Agency Description The Philadelphia Department of Public Health The Philadelphia Department of Public Health (PDPH), with some 1600 staff and a budget of $350 million, promotes and protects the health of all Philadelphians and provides a safety net for the most vulnerable. PDPH leads programs to: prevent communicable diseases (including HIV, other STDs, tuberculosis, and vaccine-preventable diseases); prevent chronic diseases and injuries and promote healthy behaviors; prevent environmental health risks; investigate outbreaks of disease; respond to public health emergencies; and promote the health of women, children, and families. In addition, PDPH operates eight primary care clinics. Recently, PDPH has participated with other City agencies in responding to Philadelphia’s opioid crisis and to the COVID-19 pandemic. PDPH has been an innovator in public health, pursuing novel policies to prevent and mitigate disease and injury, and intends to continue that tradition with creative solutions to both long-standing urban health problems and new crises. Position Summary The Recruitment Specialist works closely with the Workforce Director to plan departmental recruitment efforts and strategies to advance the goals of the Public Health Infrastructure Grant (PHIG). The Recruitment Specialist leads all departmental recruitment activities by understanding divisional needs and the value of partnerships to connect them with talent pools in academia, professional associations, and other organizations. The position requires a professional who will ensure innovative, effective strategies are implemented to boost staffing levels across all roles and divisions within the department; also connecting with and prioritizing pipeline streams to acquire top, long-lasting talent. Essential Functions The Recruitment Specialist will: • Assist with the department's workforce planning to meet the current and future staffing needs of the department., • Conduct talent sourcing and recruitment to attract skilled candidates for hard-to-fill positions using social media, department/citywide resources, and other methods., • Build and maintain relationships/partnerships to support recruitment and pipelining efforts, • Work closely with Health Human Resources and all divisions within the department to advance goals and the PHIG milestones., • Develop and foster relationships with external organizations, academic institutions, and city agencies., • Stay abreast of and promote the COP brand and value proposition to attract high-quality candidates, including internal staff (contract staff)., • Establish and promote the employer brand and value proposition to attract high-quality candidates., • Analyze and report recruitment metrics and data to determine the effectiveness of strategies. Use data to drive improvements and pivot plans if/when necessary., • Support workforce development goals and strategic plans related to recruitment and retention activities., • Initiate plans and efforts for recruitment of various position types (full-time, part-time, internships, externships, civil service/civil service exempt, and contracted)., • Conduct research and job analysis/salary work, comparing civil service job specifications and pay plans to industry jobs and pay to ensure competitiveness within the market., • Assess and make recommendations to enhance strategies and broaden activities., • Coordinate and lead meetings with divisions and external partners for PDPH opportunities, including temporary positions., • Lead professional development activities for temporary staff (interns and fellows) and the Competencies, Knowledge, Skills, and Abilities The ideal candidate should also have: • Understanding or willingness to learn of Civil Service Regulations, including benefits and rewards., • Understanding or willingness to learn Administrative Board rules., • Understanding or willingness to learn department policies and procedures., • Ability to work independently and with a group., • Ability to prioritize work and align objectives with goals/desired outcomes., • Ability to present to large groups and multitask., • Ability to analyze issues and provide/propose an effective course of action., • Ability to problem solve and think critically., • Ability to express ideas effectively, both orally and in writing, to various audiences., • Demonstration of strong listening, comprehension, and communication skills to enable the building of relationships and trust., • Sensitivity to and experience working with ethnically, culturally, and sexually diverse individuals, communities, agencies, and organizations., • Ability to provide written synopsis of virtual, in-person, and telephonic meetings and events., • Ability to organize and manage onsite work, off-site recruitment events, and virtual hiring engagements effectively. Qualifications (Education and Experience) Qualifications: • Bachelor’s degree in Human Resources/Human Capital Development, Business, Marketing, or related field; Master’s degree preferred., • Minimum of 2 years’ experience in sourcing/recruitment efforts., • Experience working with Applicant Tracking Systems, recruitment software, Human Resources Information Systems (HRIS) or Human Resources Management Systems (HRMS)., • Human Resources experience in local, state, or federal government is desired but not required.
