The Business Manager effectively and efficiently leverages One Family Illinois’ resources within the Village and among the Villages to assure that support services, physical assets and resources are aligned with serving One Family Illinois’s mission: caring for our foster children. The Business Manager position requires leadership which is reinforced through communication, respect, objectivity and sensitivity. The incumbent must be able to work independently and exercise sound judgment in consultation with the CFO and Village colleagues. The Business Manager must have the unquestioned capability and integrity to work with confidential data and information; always considering the best interests of our foster children as well as safeguarding corporate assets. One Family Illinois are nurturing and therefore the Business Manager must be a team player, flexible and capable of handling a range of assignments with underlying business acumen. Essential Duties and Responsibilities: Operations – General • Serves as the Village leader to assure full, effective and efficient business operations., • Ensures that the appropriate reporting process and structures are in place to monitor service and financial activities within the Village. This includes coordinating and collaborating with the CFO, other Business Managers and Village colleagues, including Foster Parents, clinical, and administrative staff to develop operating service support and financial performance metrics., • Maintains close communication with the CFO, Foster Parents, supervisors, and other One Family Illinois staff to ensure effective and efficient systems; this to provide accurate and timely information to the appropriate parties so that action can be taken and solutions realized., • Partners with community resources in the surrounding neighborhood of the Village to support business operations of the Village. Serve as primary liaison with donors and community partners to organize visits and tours of the Village., • Attends One Family Illinois general and Village staff meetings to communicate achievements, collaborate on challenges and effect solutions. Attends in-service education/training and individual meetings in consultation with the CFO., • Analyzes and documents business processes and problems. Develops solutions that effectively and efficiently leverage One Family Illinois resources., • Maintains open, flexible, and effective communications to ensure ongoing support of the administrative and operational activities of the Village., • Develops self-sufficient Foster Parents to effectively and efficiently manage their foster home operations by providing training on budgeting, Home Account administration, computer functionality, authorized software, facility support services, vehicles and other business aspects of foster home operations. Consults and collaborates with the CFO, Director of Programs and Services, and Maintenance Director., • Develops self-sufficient Foster Parents in all aspects of the Foster Parent Home Account preparation and submission which includes Quicken reporting as supported by receipts and other required documentation. Assures accurate and timely Home Account submissions after being reviewed and approved by the Business Manager. Assures related Home Account aspects, e.g., timely collection of Due to One Family funds, Traffic Ticket reimbursements, Deferred Savings Account and special events such as prom and graduation., • Coordinates with Foster Parents and Finance to establish an individual Foster Parent bank account. Provides the Foster Parent with general banking information, policies and procedures, and assures Foster Parents recognize their fiduciary and bank access control accountabilities., • Acts as primary liaison and facilitator for Foster Parents on issues related to One Family physical resources, e.g., property and vehicles., • Develops self-sufficient Foster Parents by assuring a full awareness of Village operating policies and procedures through orientation and on-going training of safety, transportation, health, and emergency procedures., • Meets with and arranges for the collection of and accounting for all One Family Illinois property and access when notification is received from HR or Director of Programs and Services regarding a Foster Parent’s temporary or permanent departure. Assures all aspects of Foster Parent One Family Illinois access have been addressed and accounted for, e.g., administrative and community center access, bank ATM card and bank access, cell phone, computer, computer access, foster home assets (appliances, furniture, utensils, etc.), gas card, keys (foster home, vehicle, etc.), vehicle, etc. Consults and collaborates with the Village Director and Maintenance Director., • Collaborates with Quality Assurance staff and Director of Programs and Services for the proper reporting and tracking of quality assurance data., • Collaborates with the Director of Programs and Services to assure all needed and appropriate paperwork including intake, discharge functions, all necessary DCFS and organizational forms are completed correctly and in a timely manner., • Facilitates days of service., • Manages all Village monetary transactions and assures proper internal controls are in-place, maintained and complied with at all times, e.g., petty cash, Due to One Family collections and monetary donations., • Manages all Village physical assets and assures proper internal controls are in- place, maintained and complied with at all times, e.g., physical plant, vehicles, and physical donations. Consults and collaborates with the One Family Illinois Director of Facility Maintenance., • Reviews and approves financial requests initiated by the Village. This includes, but not limited to, Check Requests, Purchase Orders and Home Accounts. An approved Purchase Order is required prior to expending any and all One Family Illinois funds., • Assures the day-to-day operations are running smoothly (support services, supply ordering, etc.) and anticipates/communicates future necessary improvements., • Manages and monitors Village physical assets, e.g., administrative and community center, computers, foster homes (external and internal), grounds, telephones (cell and land lines), vehicles (external and internal), etc. and protection/preservation thereof., • Collaborates with Finance to obtain and maintain vehicles (foster, common and maintenance). Assures vehicles are properly maintained which includes keeping a schedule of regular maintenance, such as oil changes and tune ups, as well as in person inspections of each vehicle at least once a month. Maintains a current status report for each vehicle., • Manages the physical plant by reporting needed repairs and maintenance of property, plant and equipment to the Director of Facility Maintenance. Ensures that homes are safe and meet all building code, DCFS regulations and IHDA (where applicable) occupancy standardRequirements: Education • Three years of management experience in either a small business or social service. Foster care experience highly desired., • Account reconciliation, bookkeeping, budgeting and payroll practices working knowledge, • Software working knowledge in: Quicken, Microsoft Office: Excel, Word and Outlook (PowerPoint preferred), Fixed assets software (Financial Edge preferred), Payroll software (Paycom preferred)., • Working knowledge of fixed asset administration., • Vendor relations and contract evaluation., • Ability to effectively relate to One Family Illinois colleagues, foster children, regulators and to the public in a courteous and professional manner., • Strong and professional interpersonal skills including team building, team collaboration, excellent verbal and written communication and the capability to effectively and responsibly represent One Family Illinois internally and externally., • Ability to receive, organize and achieve multiple priorities in alignment with the organization’s mission and in coordination with the CFO., • Ability to analyze challenges, create opportunities through effectively leveraging limited resources., • Ability to handle day-to-day accountabilities., • Ability to project and plan to a three year horizon., • Quality and timeliness of work and the ability to effectively communicate (verbal and written) and to work efficiently., • Sensitivity to cultural and socioeconomic characteristics of clients and staff., • Ability to exercise discretion and independent judgment., • Ability to handle sensitive and confidential information with divulging the contents of same only as authorized., • Reliable, punctual and, as required, ability to work flexible hours., • Excellent attention to detail, organization and ability to multi-task., • Strong negotiating skills., • Background check including CANTS/SACWIS and SORS., • Valid Illinois driver's license with acceptable driving record; insured and reliable transportation., • Ability to work flexible hours., • Ability to work in an alcohol, tobacco and drug-free environment., • Commitment to One Family Illinois philosophy and mission.
