Position Overview: The purpose of this position is to perform professional level duties in support of the Real Estate Services Office on behalf of the Pikes Peak Rural Transportation Authority (PPRTA) with real property and easement acquisitions, drafting and negotiating purchase agreements, deeds and easement documents, property research, interpret title reports, review and interpret surveys and legal descriptions, oversee the work performed by the external real estate consultants, and to perform a variety of critical duties relative to assigned areas of responsibility. Distinguishing Characteristics: II This is the full journey level class within the Real Estate Specialist series. Employees within this class are distinguished from the Level I by the performance of the full range of duties as assigned. Employees at this level receive overall guidance and occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from Level I, or have prior experience. Essential Functions: Facilitates negotiations for real estate acquisitions funded by PPRTA and oversees consultants performing the same/similar duties to acquire real property interests. Manages project timelines and schedules meetings with relative participants to ensure deadlines are met and processes are completed efficiently and pursuant to all Federal, State and Local laws. Meets and coordinates with developers, property owners, engineers, land surveyors, attorneys, architects, project managers, consultants and the City of Colorado Springs staff. Reviews purchase agreements, deeds, easement agreements, plats, utility and site plans, and surveys in support of the City’s/PPRTA’s real estate needs. Works directly with the City Attorney’s Office and title companies to assure that title work and conveyance documents are accurate for submittal, execution and recording. Acts as an intermediary between citizens, property owners, project managers, the City of Colorado Springs, and PPRTA, to complete projects. Prepares legal documents such as deeds, easements, agreements, statements of authority, letters and communication material in compliance with the Real Estate Services Manual, standard real estate principles, City Charter, City Code, and City policies. Procures signatures from property owners and relevant City officials and staff and submits executed documents for electronic recording. Prepares market analyses and value findings for all real property interests. Orders, reviews, and interprets appraisals in coordination with project managers and consultants. Prepares and maintains an acquisition file to include a record of negotiations. Manages the schedules and deadlines for all projects under the purview of a consultant for the City. Reports regularly on status updates, critical tasks, actions, needs and outcomes to project managers and the Real Estate Services Manager. Relevant Background and Formal Education: • Demonstrated skills, competencies, and knowledge required for this job are most often acquired through the following practical experience and level of academic education and training as suggested below. Education: Bachelor’s degree from an accredited college or university with major coursework in a related area of study. Experience: Three years of full-time, professional experience in a related field. Education and Experience Equivalency: One year of relevant work experience may be substituted for one year of required education (OR) one year of relevant academic coursework beyond the minimum requirement may be substituted for one year of required professional experience. Certifications and Licenses: Must possess or be able to acquire the following certifications and/or licenses required in accordance with standards established by departmental policy. At this time, there are no required certifications and/or licenses required. Technical Skills: Advanced Skills and Knowledge: Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively. Specialized Computer Equipment and Software: Microsoft Office, SimpliFile, and Web based research tools. Additional Information:Supervision Exercised: This classification requires functioning as a lead worker performing essentially the same work as those directed, and includes overseeing work quality, training, instruction, and scheduling work. Work may require the occasional direction of seasonal employees, interns or temporary employees. Supervision Received: Receives General Direction: This classification normally performs the job by following established standard operating procedures and/or policies, requesting supervisory assistance when necessary. Performance reviewed periodically. Competencies Required: Human Collaboration Skills: Communications regarding interpretation of policies may be made after discussion of different points of view. Work may require providing advice to others outside direct reporting relationships on specific problems or general policies. Interactions with others outside the organization may be stressful, negative and require high levels of tact or persuasion to gain cooperation and acceptance of ideas. Reading: Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained at the college level or above. However, it may be obtained from experience and self-study. Math: Intermediate - Ability to deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily such education is obtained in high school up to college. However, it may be obtained from experience and self-study. Writing: Intermediate - Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study. Fiscal Responsibility: This classification has no budgetary or fiscal responsibility. Physical Demands: Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.
