Job DescriptionPrimary Job Title: Senior Business Process Reengineering Specialist (BPRS)Alternate / Related Job Titles: • Senior Business Process Analyst, • Business Process Modernization Specialist, • Senior Systems Transformation Consultant, • Application Modernization Business Analyst, • Position Type: Contract, • Contract Duration: Not specified, • Start: As Soon As Possible, • Pay Rate: $70–$80/hourObjectiveDTMB is seeking a Senior Business Process Reengineering Specialist (BPRS) to serve as a Subject Matter Expert (SME) for five long-standing web applications built on .NET, SQL Server, and Teradata. The BPRS will systematically analyze current-state business processes, application behavior, and data flows to identify gaps impacting efficiency, risk, compliance, and service delivery.This role is responsible for designing and implementing future-state (“to-be”) processes and system improvements, making decisions with the consent and guidance of DTMB management to deliver measurable operational and strategic outcomes.Key Responsibilities, • Develop a comprehensive understanding of five web applications, including architecture, business functions, workflows, and data flows., • Provide ongoing KTLO (Keep the Lights On) operational support and support new initiatives and enhancement projects., • Analyze current-state (“as-is”) processes and system designs, and design and implement future-state (“to-be”) workflows to improve efficiency, scalability, compliance, and service delivery., • Facilitate cross-functional working sessions with architects, developers, business analysts, QA, business stakeholders, and security teams., • Elicit, document, and translate clear, complete, and testable business requirements for technical and non-technical stakeholders., • Create, update, and maintain process, system, and training documentation aligned with SEM/SUITE standards., • Guide and oversee effective use of Azure DevOps (ADO) for agile planning, backlog management, delivery tracking, and reporting., • Define measurable success criteria and ensure alignment between DTMB and business units., • Provide oversight, coaching, and training to business analysts, developers, QA staff, and subject matter experts., • Lead application modernization initiatives, including incremental transformation of legacy systems.Required Qualifications, • Extensive experience in business analysis, systems analysis, testing, documentation, training, and service delivery., • Proven ability to analyze and design as-is and to-be process models and workflows., • Proficiency in creating process, workflow, and data-flow diagrams., • Strong experience producing system documentation, functional specifications, multi-scenario test cases, and training materials aligned with SEM/SUITE standards., • Demonstrated experience leading projects through planning, execution, and delivery., • Proven success modernizing legacy systems and transitioning to contemporary frameworks., • General knowledge of .NET, SQL Server, Teradata, and Azure DevOps., • ITIL certification (or equivalent).Preferred Qualifications, • Familiarity with Lean and Six Sigma concepts applied to IT delivery and application modernization., • Experience with ITIL-based service management practices, including application operations and change management.Required Skills & Experience, • Application and Business Process SME — 12 years, • Business Analyst / Systems Analyst — 12 years, • Understanding BA, Development, and QA roles — 12 years, • Azure DevOps (pipelines, work item tracking, reporting views) — 10 years, • Agile methodologies — 10 years, • As-is / To-be process modeling and content creation — 10 years, • SEM/SUITE methodologies — 10 years, • IT and product roadmap creation — 10 years, • User manuals, workflows, and data-flow documentation — 10 yearsAdditional Skills, • System Security Plans (SSP), NIST Controls, and ATO processes — 5 years, • Risk analysis and remediation using POA&M — 5 years We are a Native American-owned, economically disadvantaged corporation that highly values diverse and inclusive workplaces.
