Job Description Human Resources Analyst II - Contract 60 - 90 days Sacramento, CA Full-Time | Public Sector Are you an experienced HR professional who thrives in a fast-paced, unionized environment? A large public transportation agency in the Sacramento region is seeking a Human Resources Analyst II to perform a wide range of advanced HR functions including recruitment, benefits administration, HRIS support, classification & compensation, and leave management. This is a mid-level analytical role ideal for a skilled HR professional ready to take ownership of programs, lead projects, and serve as a trusted advisor to leadership. Position Overview Under limited supervision, the Human Resources Analyst II performs semi-complex to complex HR analytical work across multiple functional areas. Incumbents perform full-scope responsibilities and may serve as a lead worker, providing guidance, training, and oversight to others. This position is distinguished from entry-level HR Analyst roles by the scope of independent judgment and advanced analytical responsibilities. Key Responsibilities Recruitment & Selection • Develop and coordinate recruitment strategies and plans, • Prepare job postings, screening criteria, interview questions, and selection tools, • Conduct application screening and coordinate interviews, • Extend and negotiate employment offers, • Manage pre-employment processes (backgrounds, physicals, drug screens, references), • Administer health & welfare benefits programs, • Interpret benefit plans, eligibility rules, and applicable laws, • Coordinate new hire benefit orientations, • Research and resolve eligibility and rate discrepancies with carriers, • Administer FMLA, CFRA, and other state/federal statutory leaves, • Track leave balances and ensure compliance with regulations, • Maintain HRIS system tables and ensure data integrity, • Assist with system upgrades, testing, and implementation, • Run reports and develop queries to support HR and payroll functions, • Conduct benchmark compensation studies, • Analyze salary and benefit structures, • Interpret and apply compensation policies and union agreements, • Lead or participate in HR-related projects, • Coordinate contract arrangements and vendor payments, • Conduct cost-benefit analysis and prepare financial/statistical reports, • Create templates, reports, and department databases Qualifications Education Bachelor’s degree in Human Resources, Business Administration, Public Administration, Organizational Development, or a related field (or equivalent combination of education and experience). Experience Minimum three (3) years of professional HR experience in areas such as: • Recruitment & selection, • Benefits administration, • Leave management, • HRIS administration Knowledge & Skills • Federal, state, and local employment laws (EEO, FMLA, CFRA, labor relations), • Public sector HR practices and union agreements (CBA/MOUs), • Position control and classification principles, • HRIS systems (SAP experience highly desirable), • Advanced analytical and problem-solving skills, • Strong written and verbal communication skills, • Ability to manage multiple projects and deadlines, • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and reporting tools What We’re Looking For • Independent judgment and strong decision-making skills, • Ability to work under pressure and manage sensitive matters, • Professionalism and diplomacy in a unionized, public-facing organization, • Strong project coordination and organizational skills, • A collaborative team player with the ability to lead initiativesCompany DescriptionFor over 30 years, clients and candidates have entrusted AtWork to provide workforce solutions nationwide.
