Description of Position: Serve as a Management and Program Analyst in the J53 Global Engagement and Cooperation Division of USSPACECOM. Incumbent provides regional expertise in the assigned area(s), understanding of Ally and partner operational space capabilities, politico-military context in support of command planning, contingency operations and engagements. The incumbent is responsible for evaluating and researching strategies, plans, and policies associated with priority Allies and partners and integrating information into individual country plans and engagement strategies to ensure support of Command strategic goals, planning guidance, and Theater Campaign Plan. Regional engagement specialists plan and execute engagements, provide input into planning groups, OPTs, and other B2C2WG ISO the USSPACECOM J53. Position Responsibilities: • Use knowledge of foreign affairs to plan and execute engagements with Allies and partner nations that meet goals and objectives in support of strategic guidance and the USSPACECOM campaign plan., • Coordinates and provides advice across the USSPACECOM staff, J5 Directorate, components, as well as OSD, JCS, other Combatant Commands, and international equivalents., • Develops and maintains broad expertise in current and potential international programs, politico-military affairs, Joint Space Operations with Allied and partner nations, and technologies with military applications., • Responsible for integrating with CCMD planning including regional and country strategies, oversight and management of security cooperation initiatives, and other Security Cooperation programs as directed.Participates in policy, plans and strategy development., • Serves as J53 representative at conferences, briefings and seminars related to Security Cooperation planning and Space operations., • Participates in command contingency planning operations, experiments, exercises, and wargames that support joint planning at USSPACECOM and other combatant commands., • Maintains liaison, coordination and has professional contacts with senior civil, policy, scientific, technical, intelligence, and operations personnel assigned throughout USSPACECOM, OSW, JS, other Combatant Commands, the national laboratories, intelligence community, and international equivalents to promote cooperation. Desired Skills/Expertise: • Mastery knowledge of USSPACECOM and region plans, policies, strategies including military and civil operations, regulations, practices, procedures, resources, information processes, space systems (on orbit and terrestrial), and architectures as it relates to the space domain., • Expert knowledge and previous participation in regional international engagements such as conferences, working groups, bilateral/multilateral engagements, symposiums, and United Nations events. Extensive travel to the allies and partners in the region, cultural understanding, and language skills are a bonus., • Ability to plan, organize, and execute region integration functions, while keeping the Regional Branch Chief, Division Chief, and USSPACECOM J5 apprised of region integration efforts and engagements., • Comprehensive knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing federal security programs, and experience with national, Department of War, and Department of State policy, guidance, and directives., • Ability to plan, coordinate, and collaborate amongst multiple DoW, Civil Agencies, and international organizations, at all echelons, to meet program requirements and objectives within available resources., • Ability to effectively communicate orally, in writing, and graphically. Ability to use office automation applications as well as archive products on the USSPACECOM SharePoint site and develop post engagement products (lessons learned, after action reviews, trip reports, etc.). Understand and effectively implement record management policies and procedures., • Demonstrated skill in communication (written and oral), development of briefings and documents at the executive and General Officer level representing the CCMD. Qualification Requirements: **Refer to OPM Qualification Standards for information on required position series/education requirements at: ___ • Experience at the next lower broadband/grade level (or equivalent)., • An advanced Degree(s) such as a Master’s or Ph.D. is highly desired., • Certifications (none) Conditions of Employment: • Position is designated special-sensitive and require eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed., • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing., • Incumbent is subject to irregular work hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies., • May occasionally be required to work other than normal duty hours to include overtime and/or emergency overtime., • Work will require travel away from the normal duty station to include on military or commercial aircraft., • Must be eligible to meet foreign travel requirements., • Position eligible for telework in a situational status. Telework agreement must be signed., • Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Certification Program 2.0 requirements. Requirements for Proficiency Level 2 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Practitioner level certification requirements within two years of entering the SC position.
