Under the direction of the Executive Director, the HR Manager plans, organizes, manages, and provides administrative direction and oversight for the Human Resources and Risk Management functions and activities, including recruitment and selection, employee benefits administration, job analysis and classification, compensation, payroll, employee development, safety, and general Human Resources administration; assists in coordinating assigned activities with other District departments, outside agencies, and the public; provides complex professional staff assistance to the Executive Director in areas of expertise; and performs related work as required. Requirements: ESSENTIAL FUNCTIONS AND BASIC DUTIES: Strategic People Management and Leadership • Assumes overall management responsibility for the Human Resources functions and activities, including recruitment, screening, interviewing and selection, employee benefits administration, job analysis and classification, compensation, payroll, and general human resources administration., • Manages and participates in the development and implementation of goals, objectives, policies, and priorities for Human Resource and Risk Management functions and programs., • Provides coaching, leadership and support to managers, key staff and other employees regarding Human Resource policies, procedures, programs, questions, performance management issues and other concerns., • Acts as employee advocate and mediator with employee relations concerns and manages Human Resource and Risk Management legal issues as required., • Responds to difficult and sensitive inquiries and complaints and assists with resolutions and alternative recommendations., • Participates in employee disciplinary and/or counseling issues with supervision as necessary; reviews any disciplinary documentation as it may apply., • Creates and maintains a competitive compensation structure which includes accurate job description and market data to ensure the District is meeting the market demands for pay. Understands the market and what paygrades should be given to each position in the District., • Develops training materials and performance management programs to help ensure employees understand their job responsibilities and expectations. Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training as needed. Help employees navigate HR/payroll tools., • Monitors changes in laws, regulations, and technology that may affect District or departmental operations; ensures District compliance with requirements as they relate to the areas of responsibilities., • Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects to the Board of Trustees and Executive Director, • Gathers, collect, organize, analyze, and evaluate HR and Risk Management data from studies and investigations; recommends modifications to programs, policies, and procedures as appropriate., • Coordinates insurance needs for the District; evaluates, compares and ensures the District is properly insured for property, workers compensation and liability needs., • Develop and implement human resources and risk policies and procedures to ensure compliance., • Attend and participate in regular staff and Board meetings. Talent Acquisition, Onboarding, and Offboarding • Ensures employee on-boarding and orientation is effective. Follows up as needed. Oversees offboarding, including separation paperwork, exit interviews and final pay., • Assumes overall management responsibility for the Human Resources functions and activities, including recruitment, screening, interviewing and selection, employee benefits administration, job analysis and classification, compensation, payroll, and general human resources administration., • Participates in the development and administration of the Administration annual budget; forecasts additional funds needed for staffing, equipment, materials, and supplies and makes recommendations on the same; monitors expenditures; recommends and implements adjustments, as necessary. Compliance, Records, and Risk Oversight • Monitors changes in laws, regulations, and technology that may affect District or departmental operations; ensures District compliance with requirements as they relate to the areas of responsibilities., • Maintains and directs the maintenance of records and essential paperwork., • Plan, organize, and coordinate the existing and future District human resources information systems (HRIS)., • Develop and implement human resources and risk policies and procedures to ensure compliance., • Coordinates insurance needs for the District; evaluates, compares and ensures the District is properly insured for property, workers compensation and liability needs., • Coordinates insurance claims with appropriate staff and agencies for an appropriate resolution., • Conduct annual evaluations and implement corrective action where needed., • Attend and participate in regular staff and Board meetings. Employee Well-Being, Benefits, Safety, and Analytics • Supports employees with various aspects including employee morale, wellness, activities, etc. Supervises and is a leader in the District safety program., • Coordinates health insurance and retirement benefits for District employees., • Develops and maintains compensation structure with market data and job descriptions, • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of Human Resources and Risk Management. QUALIFICATIONS: Minimum Qualifications: • Bachelor’s degree in human resources management or related field from an accredited university and three years of human resource experience. Two years in a management capacity. Any combination of education, training and experience that demonstrates the ability to perform the duties may be considered., • Strong understanding of principles of human resources, training, business operations, leadership, personal and professional development, and safety practices., • Effective written and oral communication skills; able to exhibit sensitivity to needs of employees and patrons while maintaining an efficient and cost-effective human resource and risk management program., • Proficient skills include leadership, negotiation, conflict resolution, conducting investigations, relationship management, project management, ethical practice, and Microsoft Office Suite tools. Ability to prepare and present technical reports both orally and in writing., • Ability to communicate effectively with all ages; work independently with accountability; evaluate effectiveness of programs and staff. Strong attention to detail., • Ability to relate well with supervisors, subordinates, co-workers, and the general public., • Master’s degree in human resources management or related field. Five years of experience in management capacity., • SPHR/PHR certification., • Additional years of experience in Human Resources and/or Risk Management and supervisory role. WORKING CONDITIONS: • Willing and available to work evenings, weekends, holidays, and be on-call in case of emergency, • Occasional travel, • Light physical activity including typing, intermittent sitting, standing, and walking, • Exposure to stressful situations as a result of human behavior and stringent deadlines
