Job Summary: The Inspection Supervisor provides operational support in all areas of the Authority’s Section 8 Housing Voucher Program with the principal responsibility of ensuring program compliance related to Housing Quality Standard Inspections (HQSI) and/or National Standards for the Physical Inspection of Real Estate (NSPIRE). The Inspection Supervisor will receive immediate supervision from the Director of HCV Programs. The primary responsibilities of this position are to ensure inspections are conducted in accordance with Housing Quality Standards (HQS) and NSPIRE other applicable regulations, and to provide guidance and training to inspection staff. Supervisory Responsibilities: Supervises a team of housing inspector’s responsible for conducting inspections of rental properties for Housing Choice Voucher participants. Essential Duties / Responsibilities: • Ensure that inspections are conducted in accordance with NSPIRE and/or HQS and other applicable regulations, • Manage the scheduling and coordination of inspections, ensuring that all inspections are conducted in a timely and efficient manner., • Oversee the quality of inspection reports, ensuring that reports are accurate, complete, and timely, • Collaborate with program staff to ensure timely and accurate reporting of inspection results., • Maintain accurate and complete records of all inspections and related activities, • Supervise a team of housing inspectors responsible for conducting inspections of rental properties for Housing Choice Voucher participants., • Develop and implement policies and procedures to improve inspection processes and quality, • Provides assistance with monitoring timely scheduling of pre-occupancy, initial, annual and special inspections of properties which participate or expecting to participate in the Program., • Monitors abated payments of non-compliant units., • Schedules and coordinates inspections with other Housing Authorities which are contracted to perform inspections of Authority owned/managed properties., • Assists the Director of HCV Programs in the performance of Quality Control inspections in accordance to HUD requirements for the Housing Choice Voucher Program., • Periodically performs HQI inspections as required., • Compiles data necessary to process rent increase requests and rent reasonableness analysis., • Assist in the coordination of the execution of the Housing Assistance Payment (HAP) contract between the landlord and the Authority., • Inputs and maintains computer data, prepares statistical reports and assists with special projects as requested by the Program Coordinator., • Maintains confidentiality of landlord/participants and all business-related information., • In-depth knowledge of HQS and other applicable regulations related to rental housing., • Strong attention to detail and ability to identify deficiencies and violations., • Excellent communication and interpersonal skills, with the ability to work effectively with program participants, property owners, and inspection staff., • Ability to work independently and manage multiple tasks simultaneously., • Proficiency in Microsoft Office and experience with various inspection software platforms preferred., • Must be detailed oriented in performing and coordinating work activities., • Must perform well under pressure and with time restraints and ability to multi-tasks., • Must be generally available for occasional weekend activities; after-hours may be required., • Ability to make appropriate “on-the-spot” decisions in accordance with established policy and procedures., • Ability to work independently, exercise good judgment and problem solve., • Computer literacy required in the use of a personal computer and electronic communications., • Excellent verbal and written communication skills are essential and comfortable making presentations before others., • Ability to maintain a functional working relationship with all concerned social agencies, property management companies and property owners of the City involved directly or indirectly with the Program., • Good clerical and administrative aptitude, organizational skills and proficient in mathematical calculations., • Promotes a positive image of the Authority by establishing and maintaining to the greatest extent possible a viable and positive working relationship with residents, co-workers, local agencies and all appropriate agencies of the City with which the Authority may come into contact., • Associates degree in a related field or equivalent work experience, • 5 or more years of experience in housing inspection or a related field, including at least 3 years of supervisory experience, • Exposure to inclement weather and varying environmental temperatures while performing essential duties of the job., • Use of hands/fingers to handle or feel – Sufficient manual dexterity to allow operation of a variety of maintenance power equipment and tools., • See – Ability to observe, identify and recognize details at close range. Must have the ability to identify and distinguish color variations., • Walk, move and traverse – Must be able to move about 75% of the time., • Stoop, kneel, crouch or crawl, climb – Constantly positions self to perform the essential functions of the job duties., • Move, transport, position, install, remove – Frequently moves items weighing up to 50 pounds across areas for various needs., • Use of hands/fingers to handle or feel – Sufficient manual dexterity to allow operation of a variety of maintenance power equipment and tools., • Visual – Ability to observe, identify and recognize details at close range. Must have the ability to identify and distinguish color variations., • Stoop, kneel, crouch or crawl – Constantly positions self to perform the essential functions of the job duties., • The ability to operate a motorized vehicle.
