Job Description Job Closes:1/18/2026 GENERAL SUMMARY Responsible for managing the reporting associated with the operations/staff of the River Authority owned and contracted Water/Re-use Water Wastewater Treatment Plants. Ensures compliance with permit requirements, rules, and regulations. ESSENTIAL DUTIES & RESPONSIBILITIES The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description. • Supports various special projects such as Sanitary Sewer Overflow Initiative (SSOI), Capacity, Management, Operations and Maintenance (CMOM), and/or Industrial Waste Monitoring., • Ensures that required projects, programs, and procedures are implemented according to project management guidelines and principles., • Gathers, monitors, and reports on all sanitary sewer overflow (SSO) data and stormwater discharges., • Performs odor monitoring, response, and reporting to include the use of monitoring software and interacting with property owners on odor complaints., • Ensures compliance with the Randolph Air Force Base collection system contract including reporting standards, • Monitors GIS database is adhering to River Authority standards., • Performs various utility calculations., • Researches and interprets applicable regulations, codes, and standards., • Provides quotes for services and assists in the preparation of contracts., • Reviews, and provides modification recommendations to construction plans, schematics, and as-built drawings., • Assists with the preparation of water/wastewater/sludge regulatory reports and permit applications required by the EPA and TCEQ., • Assists with the Asset Management program for all the River Authority owned plant assets, i.e. motors, machines, pumps, pipes, and fleet., • Work order database review (treatment, collections, maintenance) and root cause investigations., • Performs quality control checks for plant and collection system record drawings., • Tracks and collects data for all TCEQ permit excursions and submits reports as required by TCEQ., • Communicates with TCEQ on permit variances., • Assists with TCEQ Tier II reporting for all of the River Authority chemical storage that meets the regulate threshold., • Assists with Homeland Security contact information updating and reporting., • Monitors industrial customers’ discharges., • Monitors terms and conditions of all permits and ensures compliance., • Monitors, tracks and reports to TCEQ consumption of the reuse discharge., • Monitors and compiles composting facility notebook for TCEQ inspections and annual report., • All other duties as assigned SUPERVISORY REQUIREMENTS • This position does not directly supervise any employees. MINIMUM QUALIFICATIONS Required Education and Experience • Must have a valid Class “C” Wastewater Operator License or the ability to obtain within six (6) months of employment.
