POSITION SUMMARY: We are recruiting a highly experienced consultant to assist the Virginia Department of Health (VDH) as it implements a Commercial Off the Shelf (COTS) EHR. The consultant will be expected to provide subject matter expertise for the design, build, implementation, and maintenance of EHR pharmacy modules and other pharmacy systems, such as pharmacy inventory management and medication dispensing systems. The consultant’s demonstrated experience using an EHR (e.g., Epic, Cerner, Allscripts, etc.) should include developing and refining clinic and pharmacy workflows to include the billing/reimbursement functionality for medications, experience with integrating 340B compliance requirements, establishing protocols in a multi-facility clinic environment, and integrating pharmacy management software solutions. Excellent communication and collaboration skills are essential as the consultant will work alongside VDH’s pharmacy management, informatics, billing, nursing and other teams to ensure the organization’s clinical information system is coordinated, integrated, and meets 340B program compliance. This shall include evaluating and updating existing systems, such as working with a 340B program Third Party Administrator (TPA)/Split Billing system and/or developing electronic interfaces with the EHR. Experience, Knowledge, Skills & Abilities: • Experience with a COTS pharmacy system, • Experience in implementing new software packages and other changes in business practice based on changing regulations and policies; collaborates on the development of project plans, • Works as part of a team to conduct a Gap Analysis to inform planning and structuring of department workflows and staffing resource needs, • Ensures that knowledge-based information, which includes the scientific literature of healthcare, is appropriately considered and evaluated prior to implementation of software changes, • Experience with implementing 340B compliance documentation in an EHR, including medication orders and documentation, encounter data, and other eligible services, • Responsible for order set management: Development and maintenance of overall principles for safe design and use of order sets, with a focus on medications., • Partners with clinicians to identify and facilitate advanced clinical decision support implementation within the electronic medical record in order to meet clinical goals, • Provides operational, clinical, and safety recommendations related to installation, maintenance, and enhancements of pharmacy related systems and technologies, • Experience preparing departments to plan for GO LIVE and conducting post implementation analyses to ensure proper system usage, • Participates in functional testing in human factors issues before and after system upgrades and improvements; and installation and testing of pharmacy and/or medication related software and hardware, • Experience developing and carrying out EHR Pharmacy testing plans as part of User Acceptance Testing; assures appropriate testing of all integrated applications., • Ability to develop education plans and lead staff training to prepare for EHR implementation as well as providing one-on-one assistance when required; provides additional training and education on the use of medication systems implemented, • Supports pharmacists, physicians, nurses, and other clinicians as a resource for requests related to EHR and pharmacy system changes and additions, • Participates in development, monitoring, and evaluation of decision support for continuous improvement, particularly for medications Position Requirements: • Licensed pharmacist, certified pharmacy technician and/or Apexus Advanced 340B Operations Certification are strongly preferred, • Two years of IS-related experience working with Electronic Health Records (EHR) systems (e.g., Epic, Cerner, Allscripts etc.), or has pharmacy informatics residency or fellowship training, • Experience in the build, implementation, integration, and maintenance of automation and technology to assure safe and appropriate use of medications, • Experience building and implementing EHR protocols in a multi-facility clinic environment, • Experience with EHRs, inventory management systems, and 340B TPA/Split Billing software preferred, • Proficient in all Microsoft Office applications as well as applicable medical office software, • Proven experience in managing complex inventory requirements and working within a 340B grantee environment for 2 years preferred, • Strong interpersonal and organizational skills, • The ability to work in a fast-paced environment, • A combination of onsite work in Richmond, Virginia as well remote consulting, • Expected duration is 12 months with possible extension Successful ATHENA employees will display the following characteristics: • You strive to be the best in your field currently and in the future., • You like to make your employer look good., • You find solutions, where others only see problems., • You are proactive, you make and meet commitments, and you perform your duties exceedingly well., • You are aware of the employer’s needs at all times and are well-versed in what you personally and ATHENA can offer them as a whole., • You have the ability to work with diverse, integrated, deliverable-driven teams to accomplish the larger mission.
