Responsibilities Priorities can often change in a fast-paced environment like ours, so this role includes, but is not limited to, the following responsibilities: • Inspection Coordination & Scheduling, • Assign, schedule, and oversee civil construction inspectors across water, sewer, roads, storm drains, stormwater ponds and site-development projects., • Plan inspection workflows to ensure timely completion and balance inspector workloads., • Contract Administration & Reporting, • Review and process contractor submittals, RFIs, shop drawings, change-order proposals, and payment applications; document time-and-material and unit-price work., • Prepare and disseminate daily inspection reports, meeting minutes, photographic logs, field diaries, sketches, and record drawings for project close-out., • Track and analyze schedule progress and delays using CPM techniques and Primavera P6/CM14/Unifier software., • Quality Assurance & Constructability Reviews, • Conduct constructability reviews of plans and specifications; recommend improvements to standards and details based on emerging technologies and best practices., • Verify adherence to material testing requirements (ACI slump, air-content, dye tests) and certify material compliance., • Stakeholder Liaison & Training, • Serve as primary point of contact between engineers, contractors, utility companies, and other agencies/departments., • Provide technical guidance, training, and performance feedback to civil construction inspectors, review timesheets and documentation for accuracy., • Regulatory & Safety Enforcement, • Enforce grading, erosion-control, and safety regulations; issue civil citations and suspension of work for life-threatening violations; support legal enforcement proceedings and testimony. Requirements Essential Skills and Experience: • Bachelor’s degree in civil engineering plus three (3) years as an Assistant Resident Engineer or five (5) years as a Construction Inspector on public-works projects., • Equivalent combinations of education and experience may substitute., • Demonstrated experience scheduling and supervising inspection staff and coordinating multi-agency review processes., • Valid Maryland Class C (or equivalent) driver’s license., • OSHA 30-hour Construction Safety certification; Work-Zone Safety and Fall-Protection certifications preferred., • Comprehensive knowledge of public-works construction methods, materials, and inspection standards across multiple disciplines., • Ability to interpret and enforce design manuals, plans, specifications, codes, and regulations (including grading and sediment control)., • Proficiency in contract administration, scheduling (CPM), and delay-analysis software (Primavera P6, CM14, Oracle Unifier)., • Strong organizational skills to plan and oversee multiple inspectors and projects simultaneously., • Excellent verbal and written communication; capable of leading meetings, preparing technical correspondence, and liaising with diverse stakeholders., • Leadership aptitude: ability to mentor field staff, provide constructive feedback, and drive process improvements., • Flexibility to work irregular hours, including nights, weekends, and on-call assignments as project needs dictate.Company DescriptionJoin Our Growing Team CSA provides the ideal place for you to develop or start your career in a fast-paced, diverse environment.
